They ask them to either identify them as a basiji/gov-loyalist and to testify in the press that protesters killed them or the government wouldn't give back the corpse of their dead loved ones.

In a lot of cases, they demand the families pay an amount of money up to ten billion rials(~10000 USD equivalent to 4 years of median wage work) to pay for the cost of the bullets used to kill them (they explicitly mention they're demanding the cost of the bullet).
