The widely adopted policy of dismantlement of mental hospitals has been a complete disaster for the west.
The premise of the dismantlement was replacing it via funding community programs for integration and caretaking of the mentally afflicted individuals.
But all of the countries forgot that they were supposed to replace the mental hospitals with something else and now we're stuck with loads of lunatics like this in the streets.
