Ukraine is the neutral state, allowing trespass liberation via Russia's special operation. International or Hybrid Courts possibly being used.
Jill and Nancy are possibly attending trials, international law violations, either as defendants or witnesses.
They are not the legitimate government, thus they are civilians. They are considered spies so they are classified as "unlawful combatants" and can be tried in court.
