Fun fact about Finland:
Everyone in the country needs to "join the military" for 2 years. From what I remember, it's to give every citizen an ability to fight in case the country goes to war.
So when Finland is obligated to go to war with Russia per NATO cause "an attack on one is an attack on all", everyone is eligible for connoscription. This mirrors deep state propaganda of Russian connoscription. 🤔
Plus they can "see Russia fro. their house!" 😂 Shares a border so they'd be joining a "war" (actually a special operation) on the front lines of the war?! can't see this being popular with the citizenry.

Special agreements must not adversely affect the situation of protected persons nor restrict their GC rights.
So while the deep state is going to Ukraine on secret trips, assuming it's really Ukraine, potentially for trial-related matters, they can continue to use propaganda while there.
Furthermore, Protected Persons become unprivilaged belligerents upon evidence that they are spies, thus losing PP status. This may be a "sword of Damocles" in which the deep state must play along with PP special agreements OR risk unprivilaged belligerent status.

HOWEVER, the United States has something to say on CIHL:
"The United States likewise has expressed serious concerns about the methodology used in the ICRC CIHL Study and has stated that it is not in a position to accept without further analysis the Study’s conclusions that certain rules related to the law of war in fact reflect customary international law."
