Three days after New York releases their Nuclear Attack PSA video, a deep state threat for a possible upcoming false flag, the DoD incorporated a change to DoDD 3150.02
The DoD clearly states in this directive that only the President "as Commander-in-Chief of the Armed Forces" can employ nuclear weapons.
The Law of War also states:
"The term “Commander-in-chief” may be understood to refer to the highest military officer charged with the administration of the occupied territory."
The military is letting us know, through [D]irectives, that they are in control. It explains the simple, seemingly unimportant "administrative" changes which update the directive, giving us a message.
Effective dates, public releases, and Incorporating Changes are DoD comms.
