"I want to be very clear. I unequivocally condemn the violence that we saw last week. Violence and vandalism have absolutely no place in our country and no place in our movement. Making America great again has always been about defending the rule of law, supporting the men and women of law enforcement, and upholding our nation's most sacred traditions and values.
Mob violence goes against everything I believe in and everything our movement stands for. No true supporter of mine could ever endorse political violence. No true supporter of mine could ever disrespect law enforcement or our great American flag. No true supporter of mine could ever threaten or harass their fellow Americans. If you do any of these things, you are not supporting our movement, you're attacking it and you are attacking our country. We cannot tolerate it.
Every American deserves to have their voice heard in a respectful and peaceful way. That is your First Amendment right. But I cannot emphasize that there must be no violence, no law breaking and no vandalism of any kind. Everyone must follow our laws and obey the instructions of law enforcement."

Law of War chapter 4.2 "The Armed Forces and the Civilian Population"
Two classes of the population: combatants and civilians
"A citizen...that is engaged in hostilities, may be subjected to the hardships of war by an enemy State."
"States have departed from ancient and medieval practices of war between entire peoples [Civil War prevented] and instead, as much as possible, have treated war as a contention between the professional military forces of warring States. This separation of the armed forces and the civilian population has greatly mitigated the evils of war."
When Donald Trump told people not to be violent, he was protecting us from Civil War. Those fighting (unprivilaged belligerents) would lose rights, status, protections, and be subject to death at the hands of the US Military.

"It is the duty of the inhabitants to carry on their ordinary peaceful pursuits, to behave in an absolutely peaceful manner, to take no part whatever in the hostilities carried on, to refrain from all injurious acts toward the forces or in respect to their operations, and to render strict obedience to the orders of the occupant."
This is exactly what Trump was telling us on January 13, 2021. No Civil War. No violence. He was protecting us from the deep state.
