So Lindsay Graham visits Ukraine like many before him, and on January 20th, 2023. Two years after the Occupying Power took over the presidency. Same day Trump could become president again per an ousting of the former president, serve less than a two year term, and run again in 2024.

"Certain Classes of Protected Persons Brought to a Neutral State by Special Agreement Among the Neutral State and the Parties to a Conflict"
Ukraine is the neutral state, allowing trespass liberation via Russia's special operation. International or Hybrid Courts possibly being used.
They are not the legitimate government, thus they are civilians. They are considered spies so they are classified as "unlawful combatants" and can be tried in court.

Been watching for Trump "nuclear" comms. Mentioned it yesterday without seeing Trump's Truth. Caught that today, 3 hours prior to my mention, on the reTruth.
Social Media Instruction 5400.17 mention by DoD Directives Twitter yesterday links to the document's release on August 12th. DTM on Missile Defense Systems changed that same day to extend expiration through March 1, 2023.
Classified document dig from last year on the Mar-A-Lago raid also points to the DoD Nuclear Incident protocols which allow the DoD to step in to the FBI in a nuclear weapons incident.
So if Biden (VP tenure documents) or Obama (Former Commander-in-chief) have nuclear documents they're not supposed to have, which Trump told the FBI to release IMMEDIATELY...

DoD Directive 3150.08 allows the DoD access to the FBI in a nuclear weapon incident. The narrative was building last week, which is why Trump wanted the warrant unsealed immediately. The delay was no accident.
Following the unsealing, Trump and Kash both referenced nuclear documents, with Trump saying Obama is in possession.

Following this, the DoD released Instruction 5400.17 on Social Media (DoD will maintain trust in public affairs, be factual, unbiased, countermove to Twitter censorship announced the day before) and a change to Directive-Type Memorandum DTM-20-002 on Missile Defense Systems. The change on the same day as all the nuclear comms is no coincidence.
If the FBI acted on Trump with nuclear documents, DoD would take control. Either way, this is also setting up a future scenario whereas Obama is found to be in possession of nuclear documents, per Trump's Truth, sparking a DoD take over of FBI investigations.
