I believe the US Military and Russia are working together to appear at odds for propaganda purposes. The downing of the drone was "unprofessional" but that is hardly illegal.
Legal boundaries of airspace require Air Defense Identification Zones, keyword "identification" as in "transponders turned off."
Drone was a provocation to Crimean airspace as an "unidentified vessel."
