The Law of War's main purpose is the protection of civilians. The DoD always complies, observes, and enforces. It also prevents violations.

•Members of the DoD Components comply with the law of war during all armed conflicts, however such conflicts are characterized, and in all other military operations.

The requirement to refuse to comply with orders to commit law of war violations applies to orders to perform conduct that is clearly illegal or orders that the subordinate knows, in fact, are illegal.
