"Down she goes" could refer to a ship. Big meeting could be happening.
Law of War chapter is about the Law of Neutrality. If referring to Sweden or Netherlands (Ever Given [HRC] frequents Rotterdam) then they are obligated to prevent creation or stockpiling of weapons (D5/CKs) in their territory, regardless of who is committing the war crimes.
Complicity of war crimes by any neutral state allows for reprisals (18.18) which may be why ships and water are used for nefarious purposes: escaping jurisdiction.
