The Ever Forward of Evergreen Shipping struck a “Red” buoy which are the navigational “markers” for waterway transit. ETA was 3/17 to Norfolk, VA. I pulled up some Qdrop connections, interesting that drop 1 on HRC arrest is in there. (See my decode on that drop https://news.1rj.ru/str/littllemel/8005) Also a drop on Russia,U1 and Canada which are all in the news right now.
One of Evergreen Marine’s large containerships, the 12,118 TEU Ever Forward grounded overnight (3/13/22) on the Chesapeake Bay shortly after departing Baltimore, Maryland bound for Norfolk, Virginia.

Of particular interest is 18.1.4 "Law of War Obligations and International Organizations"
International organizations, such as the United Nations or NATO, are not Parties to law of war treaties, such as the 1949 Geneva Conventions. Thus, these organizations do not have obligations under those treaty instruments. However, the member States of international organizations are Parties to these treaties, and as a general matter, a State’s obligations under law of war treaties would not be rendered inapplicable simply because its forces are part of an international or multinational force or are acting through an international organization.
This solidifies my theory of law of neutrality-Law of War violation. Via NATO membership, countries are not immune to war crimes due to individual obligations.

Chapter 18.19 spells this out: UCMJ, MEJA, and the War Crimes Act.
If public settings are too corrupt, these laws allow for non-judicial punishment and tribunals since most war crimes are actually tried under domestic law or military law.

"...offenses committed by U.S. nationals on the premises of U.S. diplomatic, consular, military, or other U.S. Government missions or entities in foreign States."
Biological agents are secretly transported under "diplomatic secrecy", a war crime within US territorial jurisdiction.
