Had to split my image in two because it was too fuzzy.
Q mentioned the "+" on phones as "0". Q0 = Q+ so mirror: 0 = +
Also mentioned "Operators" twice in Drop 2564. 000 is an Emergency phone number in Australia.
Theory is +++ could be an emergency (000). Might also be comms that operations are underway. + as 0 might give us more clues.
I also checked Drop 3125. "THE CLINTON FOUNDATION" (25 "+''s) in Google with 25 "0"s. Got a ton of IRS tax info.

Searched one foundation name from the IRS page, it's all text, and there was a story 2 weeks ago about thrown out litigation of a girl who died (committed suicide?). Looking for more connections. "Cornerstone Foundation of Clinton" was among the names. Spare time research.
