Why did the US government just freeze the country's assets *after* having signed off on this deal, creating a run on banks there and pushing fear to the otherwise peaceful nearly 40 million citizens?

Were civilian populations only evacuated *after* the drawdown?

During the 2 year period of power transfer, how many civilians left?

In the context of deaths reported, are these isolated incidents being driven by the MSM panic and overhead moves by the US, forcing the hand so-to-speak?
