HOS 3 users: use Capybara CLO 1.0

Changelog:
- Rebased to 6.6.56, same ACK tag as stock kernel and replicated exactly xiaomi toolchain
- This ensures maximum stability and compatibility with xiaomi vendor modules and avoids silent errors
- Fixed RNDIS USB tethering
- Changed to 300Hz tick rate
- Disable some debugging for less overhead and enable ZSMALLOC inline (thanks Ghost Kernel)

Notes:
- Check #metamodules if you need to mount system
- Look in #kernelmanager for recommended manager
- I highly recommend using the version without SUSFS as it's WIP now. Use it only if you know what you're doing. If you use it, check #susfsmodule
