⚡️ Russia's Position at the Seventy-Ninth Session of the UN General Assembly

🇷🇺🇺🇳 Restoring the central and coordinating role of the Universal Organization in global affairs, which has been compromised as a result of Washington and its satellites' policies aimed at making the United Nations suit their agenda, is the main priority of the 79th session of the UN General Assembly. This task is enshrined in the Foreign Policy Concept of the Russian Federation.

The activities of the United Nations should primarily aim to shape a more just, democratic and sustainable multipolar world order building on the principles of the UN Charter in their entirety and interrelation, first of all the principle of sovereign equality of states.

Attempts by Westerners to promote their notorious concept of the "rules-based world order," which involves a revision of the decades-old international legal architecture, discreditation or arbitrary interpretation of the purposes and principles of the UN Charter and creation of alternative narrow decision-making formats bypassing the Universal Organization, must be strongly opposed.

We should resolutely combat the flawed neocolonial practices employed by the collective West to slow down the objective historical process of the emergence of a genuinely multipolar world order, and retain its fading dominance and continue to prey on the countries of the world majority.

👉 This includes illegal unilateral sanctions, unfair trade agreements, restricting access to new technologies, plundering the resources of sovereign states, and even direct military interventions. Such actions harm the most vulnerable communities in affected countries and further delay the prospect of implementing the Sustainable Development Goals.

Against this backdrop, the Group of Friends in Defense of the Charter of the United Nations prepared a draft UN General Assembly resolution on "Eradication of colonialism in all its forms and manifestations." The main objectives of the document include declaring 14 December the Day of Struggle against Colonialism in all its forms and manifestations (to commemorate the date of the adoption of the UNGA Declaration on the Granting of Independence to Colonial Countries and Peoples of 1960) as well as putting the relevant item on the General Assembly's agenda.

The initiative was approved by the General Assembly Special Committee on Decolonization (C‑24) in June 2024. We call on all constructively minded partners to support it in the UNGA Fourth Committee, which will take place in autumn 2024.

☝️ Russia will continue the special military operation carried out in line with Article 51 of the UN Charter until all its objectives are achieved.

⚠️ Financial, technical and military assistance provided to Kiev by Western countries, including expanded arms supplies, is only protracting the Ukraine crisis and leading to its escalation.

This policy makes the 'collective West' an accomplice to the crimes of the neo‑Nazi regime.

The Armed Forces of Ukraine, failing to reverse the dire situation on the battlefield, are retaliating by hitting civilians and civilian infrastructure in Russian border areas. All war crimes as well as terrorist attacks committed by the Kiev regime are carefully registered, and the perpetrators will be brought to judgement.

❗️ Moscow is open to dialogue on the political and diplomatic settlement of the crisis. On 14 June 2024, the President of the Russian Federation Vladimir Putin outlined the conditions for the start the negotiations process:

• withdrawal of Ukrainian armed formations from the Donetsk and Lugansk People's Republics, Zaporozhye Region and Kherson Region;
• neutral nuclear-free status for Ukraine, its demilitarization and denazification;
• ensuring the rights, freedoms and interests of the Russian-speaking population;
• legal recognition of new territorial realities (status of Crimea, Sevastopol, DPR, LPR, Kherson and Zaporozhye Regions as entities of the Russian Federation);
• Kiev's renunciation of its claims to NATO membership and the removal of all sanctions against Russia.

However, at present, the Ukrainian authorities and their Western mentors seem unwilling to negotiate. Instead, they are trying to enforce Zelensky's "peace formula," which makes a comprehensive, sustainable and just settlement even more difficult to achieve. The Westerners are trying to lure the countries of the world majority into supporting this initiative, inviting them to participate in all sorts of so‑called peace conventions.

❗️ We urge all sensible members of the international community not to fall for these provocations.

We take note of the engagement of the UN Secretariat's leadership in these counterproductive endeavours in violation of Article 100 of the UN Charter, which requires UN officials to maintain an equidistant position. By doing so, the Secretariat denies itself the opportunity to act as an honest mediator.

🏰 On September 11, 1812, a Russian community was founded 80 kilometres to the north of San Fransisco. The Americans called this community Fort Ross, which became the farthest settlement of Russian colonists and the southern vanguard of the Russian Empire in North America.

The beginning of the so-called Russian America on the northwestern coast of the American continent was marked by the discoveries made by the 2nd Kamchatka Expedition of Vitus Bering and Alexey Chirikov. They were followed by entrepreneurs who traveled there in search of furs. Thus, at the beginning of the 19th century, merchant and Chief Manager of Russian America Alexander Baranov decided to build a fortress, where he founded a Russian community in California.

During one of the expeditions to search for suitable land led by Ivan Kuskov, a plateau was discovered 30 kilometres north of Rumyantsev Bay, now known as Bodega Bay. Ivan Kuskov bought it from the Indians, paying three blankets, three pairs of trousers, two axes, three hoes and a few strings of beads. The nearby flowing river was named by him Slavyanka (Russian River).

🇷🇺 From May to September 1812, construction continued on the purchased land; a fortress and a village were built. On August 30 (September 11 OS) the Russian-American Company flag was hoisted over the fortress, a Russian tricolor with the imperial double-headed eagle.

Fort Ross is located on the coast in Northern California a 2.5-hour drive to the north of San Francisco. Most of the fort’s area has been restored with the initial layout preserved.

☝️ The population of the fortress was mixed and comprised Russians, Native Americans and Aleuts. Interestingly, the settlers lived peacefully side by side with the local people, and additionally gave them primary education and professional skills, with many Native Americans becoming carpenters, blacksmiths and shipbuilders at Fort Ross.

⛪️ Life at the fort was built mostly around a Russian Orthodox Church, a shipyard and fruit orchards. Our ancestors hunted the sea otters and sea lions that inhabited the coastline. Their fur was exported to Russia, among other countries.

Today, Fort Ross, located on the picturesque coastline and at the expanse of the Pacific Ocean, attracts visitors from all over the world so they can see the Russian fortress that was restored to its original look.

💬 For more than two years now, we have been constantly talking about the provocations and crimes of the Kiev regime aimed at creating the most serious threats to nuclear safety. We insist that these provocations and crimes should not go unnoticed and unpunished. We have repeatedly emphasized that shielding Ukraine, hushing up its actions and unwillingness to call a spade a spade, in fact, is an encouragement to continue shelling nuclear facilities. Kiev is thus effectively given carte blanche to take any, even the most reckless steps that could lead to a nuclear catastrophe

💬 Our calls have remained unanswered all this time. And now everyone can see what this has led to. On August 6 Ukrainian formations invaded the territory of the Kursk Region with the main objective of breaking through to the Kurskaya NPP and using it for nuclear blackmail. At the same time, in order to create panic, the NPP's employees and residents of its satellite city of Kurchatov began to receive numerous calls from Ukrainian special services with messages about the imminent capture of the NPP and an offer to evacuate. Only thanks to the actions of the Armed Forces of the Russian Federation was the advance of Ukrainian attack aircraft and foreign mercenaries in the Kursk Region stopped. At the same time, Kiev does not abandon its plans regarding the Kurskaya NPP. Over the past month, Ukrainian formations have carried out several provocations against this facility. On August 8 they used missiles that were shot down by Russian troops, and the debris fell near the radioactive waste processing complex. On August 9 the Ukrainian Armed Forces disabled a transformer substation in Kurchatov and left the city without electricity. On August 14 a launched Ukrainian drone exploded near an open switchgear of the Kurskaya NPP. On August 16 and 22 more Ukrainian drones were suppressed

💬 At the moment, the nuclear safety situation at the plant remains stable. Unit 3 is in operation, Unit 4 has been shut down for scheduled maintenance. Measures to ensure protection of the Kurskaya NPP have been significantly strengthened. However, we remind you that the design of the RBMK reactors located there does not provide for a protective shell. Missile or drone strikes on the reactor halls of the plant could trigger a nuclear accident that would be felt across a significant part of Europe and could become a second Chernobyl in scale

💬 On August 27 the IAEA Director General Rafael Grossi visited the Kurskaya NPP. He was familiarized with the consequences of the attacks on the plant. We are grateful to the head of the Agency for this visit. We hope that the statements he made following this event will cool the hot heads of the Ukrainian authorities. At the same time, we cannot help but note that the reaction to Kiev's ongoing nuclear provocations must be tougher and more clear - from both the IAEA Secretariat leadership and the Board of Governors. After all, we are talking about the threat of a nuclear catastrophe

• We oppose attempts to politicize the review process of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which is a cornerstone of global security. We emphasize that nuclear disarmament – one of the NPT's pillars – should be viewed in the context of a comprehensive universal disarmament process, which should take into account the current geopolitical realities, the indivisible security principle and the importance of progressive steps towards strengthening strategic stability and reducing tensions on a global and regional scale.

• Despite having withdrawn its ratification of the Comprehensive Nuclear-Test-Ban Treaty (CTBT), Russia remains a State signatory to the Treaty, with all the rights and obligations arising therefrom. The United States remains the biggest obstacle to the CTBT's entry into force as it has sabotaged the process for many years. President of the Russian Federation Vladimir Putin has sent a clear message in his statements: Russia will not be the first to resume nuclear tests; we will only do this if the United States acts in this way.

🇳🇴 О растущей милитаризации Норвегией архипелага Шпицберген
 
💬 Норвежские власти продолжают деструктивный курс на вовлечение Шпицбергена в сферу военного планирования и его закрепление в зоне ответственности агрессивного блока НАТО.
В числе последних шагов – заход в августе с.г на архипелаг фрегата ВМС Норвегии «Отто Свердруп» с целью «утверждения норвежского суверенитета» и отработки выполнения задач в сложных климатических условиях. Одновременно растет интенсивность использования аэропорта «Лонгиер» военной авиацией. Корабли норвежской Береговой охраны, входящей в состав ВМС, на постоянной основе патрулируют акватории архипелага и заходят в его порты. Шпицберген регулярно посещают представители и руководство ВС Норвегии. Расширяются инфраструктурные возможности станции спутникового слежения «Свалсат». Напомню, она является, по сути, объектом двойного назначения. Включение архипелага в систему мероприятий осуществляется и посредством распространения на него соответствующего национального законодательства. Осло продвигает провокационный тезис о применимости в отношении Шпицбергена Вашингтонского договора 1949 г.
Подобные действия, в том числе под предлогом изменения геополитической обстановки, идут вразрез с обязательствами Норвегии по Договору 1920 г. о Шпицбергене, устанавливающему невозможность его использования в целях войны, и заявлениями Осло о нацеленности на сохранение низкой напряженности в Арктическом регионе, наносят ущерб усилиям по обеспечению мира и стабильности в Арктике.
Подтверждаем российскую позицию о недопустимости милитаризации Норвегией Шпицбергена. Призываем норвежские власти неукоснительно соблюдать положения Договора 1920 г. и впредь не допускать привнесения на архипелаг элементов военной активности.

🇳🇴 Norway’s increasing militarisation of the Spitsbergen (Svalbard) Archipelago
 
💬The Norwegian authorities continue to carry out their destructive policy of involving Spitsbergen in military planning and securing it in the zone of responsibility of the aggressive NATO bloc.
The latest steps include the Norwegian Navy frigate Otto Sverdrup’s visit to the archipelago in August in order to “assert Norwegian sovereignty” and exercise tasks in difficult climatic conditions. Meanwhile, the Longyearbyen airport workload by military aviation is growing. Norwegian Coast Guard ships, part of the Norwegian Navy, constantly patrol the waters of the archipelago and call at its ports. Representatives and leadership of the Norwegian Armed Forces regularly visit Spitsbergen. The infrastructure capabilities of the Svalsat satellite tracking station are expanding. Let me remind you that it is, in fact, a dual-use facility. The inclusion of the archipelago in the system of measures is also carried out by extending the relevant national legislation to it. Oslo is promoting a provocative suggestion that Spitsbergen may be subject to the 1949 Washington Treaty.
Actions like this, including those carried out under the pretext of the changing geopolitical situation, run counter to Norway’s obligations under the 1920 Spitsbergen Treaty, which states that the archipelago cannot be used for military purposes, as well as Oslo’s statements about its focus on maintaining low tensions in the Arctic region. They are detrimental to efforts to ensure peace and stability in the Arctic.
We can reaffirm Russia’s position that Norway militarising Spitsbergen is unacceptable. We call on the Norwegian authorities to strictly comply with the 1920 Treaty and refrain from stepping military activities on the archipelago in the future.

🎙 President of Russia Vladimir Putin's answer to a media question

Question: Over the past few days, we have been hearing statements at a very high level in the UK and the United States that the Kiev regime will be allowed to strike targets deep inside Russia using Western long-range weapons. Apparently, this decision is either about to be made, or has already been made, as far as we can see. This is actually quite extraordinary. Could you comment on what is going on?

💬 President Putin: What we are seeing is an attempt to substitute notions. Because this is not a question of whether the Kiev regime is allowed or not allowed to strike targets on Russian territory. It is already carrying out strikes using unmanned aerial vehicles and other means. But using Western-made long-range precision weapons is a completely different story.

The fact is that – I have mentioned this, and any expert, both in our country and in the West, will confirm this – the Ukrainian army is not capable of using cutting-edge high-precision long-range systems supplied by the West. They cannot do that. These weapons are impossible to employ without intelligence data from satellites which Ukraine does not have. This can only be done using the European Union’s satellites, or US satellites – in general, NATO satellites. This is the first point.

The second point – perhaps the most important, the key point even – is that only NATO military personnel can assign flight missions to these missile systems. Ukrainian servicemen cannot do this.

❗️ Therefore, it is not a question of allowing the Ukrainian regime to strike Russia with these weapons or not. It is about deciding whether NATO countries become directly involved in the military conflict or not.

If this decision is made, it will mean nothing short of direct involvement – it will mean that NATO countries, the United States, and European countries are parties to the war in Ukraine. This will mean their direct involvement in the conflict, and it will clearly change the very essence, the very nature of the conflict dramatically.

⚠️ This will mean that NATO countries – the United States and European countries – are at war with Russia. And if this is the case, then, bearing in mind the change in the essence of the conflict, we will make appropriate decisions in response to the threats that will be posed to us.

📄 The Ministry of Foreign Affairs of the Russian Federation prepared the Report on terrorist crimes committed by the Kiev regime in the period from 2022 throughout the first half of 2024.

The document, which summarizes materials made public by the Russian competent authorities, public organizations, journalists and independent experts, seeks to systemize facts on terrorist manifestations on the part of the Kiev regime, which makes no secret that it has made it a daily routine to carry out illegal attacks on Russian civilian facilities and civilians.

The report is a logical follow-up to many years of efforts of the Russian MFA to make the broader international community aware of the atrocities committed by the Ukrainian armed formations, special services, nationalist structures and terrorist organizations participating in the conflict on the side of the Armed Forces of Ukraine. This document contains data on the Kiev regime's involvement in organizing hundreds of attacks committed with a view to provoking maximal public outcry and split our country, discredit the authorities, instill an atmosphere of mass fear and panic, incite ethnic discord, xenophobia and nationalism in the Russian society.

The report focuses on and gives a detailed rundown of the following problems:

• the most high-profile terrorist acts against Russian political and public figures and media staff organized and carried out by the Kiev regime in the reported period,

• certain aspects of the financing of these activities,

• the use of terrorist and other prohibited means and methods of warfare by Ukraine,

• the link between Ukraine's military and political leadership and international terrorist organizations.

🗓 On September 12, Foreign Minister Sergey Lavrov took part in a roundtable discussion noscriptd “The Ukraine Crisis: Terrorist Methods of the Kiev Regime.” The event involved ambassadors and representatives from 72 diplomatic missions of Global Majority states, accredited in Moscow, and international organisations.

In his remarks, the Minister noted that the Kiev regime was not even trying to hide its terrorist essence, with the connivance and direct support of Western patrons. After failing to defeat our country on the battlefield, Kiev has focused on criminal attacks against civilian facilities; it is futilely trying to cause a maximum public outcry, to destabilise the work of Russia’s state agencies and sow panic among people.

At the same time, the “collective West” continues to supply the Kiev regime with attack weapons and give it a carte blanche to use them on Russian territory against peaceful residents and civilian infrastructure facilities.

Numerous facts of terrorist attacks, including those against nuclear power plants, were mentioned. Information about Kiev’s role in organising a terrorist attack at the Crocus City Hall concert facility, as well as the crimes of Ukrainian neo-Nazis in the Kursk Region, was provided separately.

The event participants discussed the Kiev regime’s support for international terrorism on the African continent, the investigation of attacks that wrecked the Nord Stream 1 and Nord Stream 2 gas pipelines and Kiev’s attempts to blackmail its European partners by shutting down oil transits.

The Minister touched upon numerous facts of the Kiev regime’s efforts to terrorise its own population, specifically, the eradication of all things Russian, including the Russian language, and persecution of the canonical Ukrainian Orthodox Church.

The event participants gained an insight into the Foreign Ministry’s report on the terrorist crimes committed by the Kiev regime.

The Minister also touched upon other issues, including prospects for a negotiating process to resolve the Ukraine crisis and food security, and he also replied to questions from participants in the roundtable discussion.

❗️ The Foreign Ministry's Ambassador-at-Large on the Kiev Regime's War Crimes Rodion Miroshnik continues to meticulously record the most heinous crimes of the Kiev regime.

📖 Another digest focuses on the war crimes and terrorist acts of the Kiev regime in the Kursk Oblast.

On the night of August 5-6, AFU militants opened a massive mixed fire on the Kursk Oblast using aviation, UAVs, precision attack missiles, rocket and cannon artillery. <...> At about 6 a.m., the first units of Ukrainian militants crossed the state border of the Russian Federation at several sections and subsequently entered a number of towns and settlements.

The attacks were launched deliberately, in blatant disregard for international humanitarian law (IHL). From the outset of the foray, private houses and residential buildings, healthcare and education institutions, premises of local authorities and social institutions were hit.

On 6-10 August, AFU militants expanded their presence in the Kursk Oblast and deployed additional forces to gain a foothold in a number of settlements in the Sudzha and Korenevo districts. The Ukrainian military's actions in these territories can be qualified as punitive.

Between August 12 and 17, the Armed Forces of the Russian Federation managed to achieve a considerable stabilization in the border areas of the Kursk Oblast. By that time, the Defence Ministry of the Russian Federation had drawn the full list of Ukrainian units involved in the terrorist attack against the Kursk Oblast.

According to highly reliable reports, militants of radical nationalist units such as Nachtigall were dispatched to the Kursk Oblast. There is evidence of the presence of Polish and Canadian mercenaries as well as fighters of the so-called "Georgian Legion" on the ground.

☝️ On 17 August, the Ministry of Defence of the Russian Federation confirmed that the seizure and damage of radiation hazard facilities forming part of the Kursk NPP had been one of the objectives of the AFU terrorist attack against the Kursk Oblast. The official regional authorities reported attempted strikes on the Kursk NPP with Tochka U missiles and combat fixed-wing UAVs as well as
MLRS systems.

Noteworthy is the fact that most AFU units involved in the foray into the territory of the Kursk Oblast, used intelligence obtained by Kiev from its "Western partners" and were equipped with NATO hardware and means of communication, while the soldiers used Western-model small arms.

▪️ According to the operations headquarters in the Kursk Oblast, as of the evening of 5 September, 31 people were killed and 236 civilians including 11 children were wounded in the AFU attacks.

During their foray, Ukrainian militants committed a number of war crimes against the civilian population of the attacked Russian border territories, including:

• the killing and wounding of civilians,
• violence, including sexual violence, against civilians,
• taking hostages and using civilians as human shields,
• looting and destroying private property in the captured territories,
• obstructing evacuation.
