Итоги заседания Совета ЕЭК

✅Совет ЕЭК одобрил Общие подходы к развитию регулирования обращения лекарственных средств в рамках Союза в части сбора, анализа и использования данных реальной клинической практики.

✅Совет ЕЭК установил дополнительное упрощение для уполномоченных экономических операторов (УЭО). Упрощение дает УЭО возможность использовать свои площади для хранения товаров, помещенных под таможенную процедуру таможенного склада, и не перемещать товары с одного склада на другой. Теперь иностранные товары можно будет хранить на складах оператора до трех лет (вместо четырех месяцев).

✅Члены Совета ЕЭК рассмотрели вопрос внесения изменений в план мероприятий по реализации Стратегии-2025 по таможенной тематике. Принято решение об увеличении времени, необходимого странам ЕАЭС и Евразийской экономической комиссии для проработки вопросов внесения изменений в Таможенный кодекс Союза, а также вопросов уголовной и административной ответственности за нарушение таможенного законодательства ЕАЭС и национальных норм.

✅Совет Евразийской экономической комиссии принял решение об установлении ставки ввозной таможенной пошлины в отношении искусственных вискозных волокон, не подвергнутых кардо-, гребнечесанию или другой подготовке для прядения (код 5504 10 000 0 ТН ВЭД ЕАЭС), в размере 0% от таможенной стоимости сроком на три года.

✅Совет Евразийской экономической комиссии рассмотрел предложение Российской Федерации о расширении перечня товаров легкой промышленности, подлежащих маркировке средствами идентификации, и принял решение о внесении изменений в действующие нормативно-правовые акты Евразийского экономического союза.

✅ЕАЭС на три года обнулил ввозные пошлины на отдельные виды сырья с содержанием драгоценных металлов.

✅Совет ЕЭК принял перечень мероприятий по реализации основных ориентиров макроэкономической политики государств Евразийского экономического союза на 2024 – 2025 годы, ранее утвержденных главами государств ЕАЭС на заседании Высшего Евразийского экономического совета. Утвержденными основными ориентирами поставлена задача выйти на траекторию ежегодного прироста ВВП ЕАЭС, превышающего темпы развития мировой экономики.

❓ Question: A significant number of countries, approximately 30 or perhaps more, have voiced their intention to join this group. Notably, Türkiye, a NATO member, which was rather surprising to me. Conversely, it has been reported that Kazakhstan, through the statement of President Kassym-Jomart Tokayev's Press Secretary, has expressed no intention of joining BRICS in the foreseeable future. Why is there such activity and interest in this group of nations? Why is everyone invited to join it? What are the future prospects for BRICS? Is it not in competition with other international entities?

💬 Sergey Lavrov: #BRICS epitomises the shifts that have long been underway in the global economy. New centres of economic growth are emerging, and alongside them comes financial influence, which in turn brings political influence.

BRICS has prioritised the needs of its nations, and interest in the grouping continues to grow. It is a consortium where no single nation leads or is led, devoid of the bureaucratic machinery akin to that observed in Brussels, where EU officials impose decisions that contravene the will and interests of several member states <...>

❗️ Rather than addressing the challenges faced by EU members, the Brussels bureaucracy is preoccupied with the transfer of arms to Ukraine, raising funds for this purpose, and undertaking other actions detrimental to the economy, social sphere, and industry of EU member states.

☝️ BRICS, conversely, does not compel any nation to make sacrifices.

Within BRICS, there is no imposition of such artificial objectives, nor is there an intention to contain any nation.

BRICS is committed to enhancing the combined potential of its nations and devising collaborative strategies for harnessing these potentials for mutual benefit. Consequently, rather than relying on artificial constructs, BRICS formulates plans and projects based on real-world needs. <...>

This is precisely what renders BRICS appealing to the Global Majority nations.

About 30 countries seek to establish ties with the group today. Some of them have applied to join as full participants, and others to participate in the BRICS Plus/Outreach format. We are ready to invite them, and have invited them before to various events as guests of the chair.

Following the decision of last year’s summit, we are working at the level of experts and ministers to prepare a proposal on a new BRICS partner country category. Partner countries will enjoy broad rights and privileges, almost equal to the permanent members of BRICS, with just a few exceptions.

One of the countries that announced their interest in becoming a participant in BRICS – and did it publicly – was Türkiye. The country is indeed a member of the North Atlantic Alliance. <...> For decades, Türkiye has not been allowed to join the European Union, with respective talks hindered in every possible way. It is unlikely that the EU will ever change its negative stance, which is another argument in favour of Türkiye’s increasing rapprochement with BRICS.

🤝 What makes BRICS and other Global Majority or Global East associations that do not include Western countries stand out, is that they are not created for the purpose of struggling or fighting with anyone. They are established to collectively benefit from their competitive advantages such as geographical location, shared history, cultural and humanitarian proximity, and coherence of economic systems, as is the case of the former Soviet republics. This is an objectively occurring process.

The West has been proving time and again that it is not just willing, but never hesitates to use illegal sanctions against any country it sees as a threat to its economic domination, violating the global market economy principles it supposedly champions. All countries see this.

📄 The Russian Foreign Ministry has compiled and issued a report on the indigenous peoples rights situation in certain countries, focusing on the analysis of the situation with native population of the six member-states of the Arctic Council — Denmark, Canada, Norway, US, Finland, and Sweden, as well as in Australia, New Zealand and Japan.

The US, Canada, and their allies have recently been stepping up their activities at international platforms, in regional formats, and the media, trying to shift the focus from the vital problems of indigenous peoples in North America and the Western countries of the Arctic Region, as well as in Australia, New Zealand and Japan to the so-called “violations of indigenous peoples’ rights” in Russia and in a number of major developing countries.

❗️At the same time, practically all the above-mentioned countries have pursued, in one way or another, assimilation and discriminatory policy towards their aboriginal populations, which has created numerous socio-political and cultural problems. Nowadays, many countries develop mechanisms for coordination and cooperation with indigenous peoples.

There are common problems that indigenous peoples in various countries are confronted with:

• a gradual erosion of their traditional way of life as a result of earlier assimilation policies;

• violation of the indigenous peoples’ rights to lands of traditional inhabitance and natural resources;

• decay of the natural environment due to industrial development and certain countries’ overseas military activities;

• high unemployment and indigenous communities’ dependence on government subsidies.

The worst affected by these negative phenomena are the countries in the Arctic Region, where the above-mentioned problems are still relevant. As a result, there is a need for solutions, including those suggested by the international community, and this is the reason why these problems are covered in this separate report.

🇷🇺🇧🇾 This agenda was included in the first joint report on the human rights situation in certain countries, produced by the Russian Foreign Ministry and the Foreign Ministry of the Republic of Belarus, published in June 2024. The Russian Foreign Ministry’s annual reports on human rights issues also systematically address these subjects, including those related to the glorification of Nazism, the spread of neo-Nazism and other practices that contribute to fuelling contemporary forms of racism, racial discrimination, xenophobia and related intolerance (the latest issue of that report was published in September, 2024).

💬 The issues of protection against various biological risks and threats are becoming increasingly prominent on the international agenda.

In this context, we attach particular importance to the Biological and Toxin Weapons Convention (#BTWC) as one of the pillars of the international security architecture. The Convention was the first international treaty to outlaw an entire category of weapons of mass destruction.

Nowadays, as in 1975, its aim is still relevant: to exclude completely the possibility of biological agents being used as weapons. The Russian Federation, as the Depositary State of the BTWC, has consistently implemented all its provisions in full. However, even after half a century of the Convention's existence, we cannot say that the problem of biological weapons has been completely removed from the agenda of the world community.

The legitimate questions officially raised by the Russian Federation with regard to the revealed facts about a military-biological program being implemented in Ukraine in violation of the BTWC with support of the Pentagon and its affiliates, including private companies, remain unanswered.

❗️ The analysis of projects carried out in Ukrainian laboratories leads to the conclusion that biological weapons components were being developed in close proximity to the Russian territory. For our country, any such activity by military representatives of third states or affiliated organizations at biological sites is a direct threat to national security.

👉 Russia intends to continue its active efforts to strengthen the BTWC within the dedicated Working Group established by the decision of the Ninth Review Conference of the BTWC.

We believe that Russian initiatives aimed at genuinely strengthening the Convention regime are fully in line with the Group's agenda. <...>

The Russian Federation was one of the founding States of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction (CWC) and has consistently supported its strengthening. Our country has faithfully and fully complied with the obligations assumed under this international treaty.

At the same time, the attempts by the US-led Euro-Atlantic allies to reshape the arms control and WMD non-proliferation regimes that have been developed over the years, resulting in the unacceptable situation within the Organisation for the Prohibition of Chemical Weapons (OPCW), are of serious concern.

This once highly reputable and purely technical international organisation has already been turned by Western countries into a tool for furthering their geopolitical interests in the Middle East and beyond. This concerns, first of all, the Syrian "chemical dossier" fictionalized by the West and the illegitimate "attribution" imposed on the OPCW in violation of the CWC to identify those responsible for the use of toxic chemicals and chemical warfare agents, with the falsification of facts in order to assign responsibility for the numerous "chemical" provocations by the Syrian opposition to the legitimately elected Syrian authorities.

These destructive actions by the West resulted in a split within the OPCW and its loss of independent status and authority as a universally recognised expert institution in the field of chemical disarmament and non-proliferation.

❗️ The Russian Federation has consistently opposed the unbridled politicisation by Western countries of the activities of the OPCW, which is increasingly moving away from its initial purpose as a key instrument of chemical disarmament and non-proliferation.

We intend to continue making every effort, together with our partners and like-minded actors, to restore the spirit of consensus within the OPCW and the authority of this international organisation.

The current round of the Palestinian-Israeli confrontation is probably one of the most sanguinary in the long list of conflicts. Over 40,000 people, most of them civilians, have been killed in the ongoing hostilities in the Gaza Strip. I would like to emphasise that we have always come out against the use of terrorist methods. <...>

Since the start of the escalation, we have joined forces with our BRICS and other partners to contribute to a settlement. <...>

I would like to repeat that the main condition for restoring peace and stability in the Palestinian territories is the realisation of the two-state formula approved by the UN Security Council and General Assembly resolutions.

💬 В.В.Путин: Символично, что наше сегодняшнее заседание проходит в день Организации Объединённых Наций. Именно 24 октября 1945 года вступил в силу Устав ООН, принципы которого на протяжении уже без малого восьми десятилетий составляют фундамент межгосударственных отношений и международного права.

Всемирная организация призвана и впредь играть центральную роль в поддержании мира и безопасности, содействии устойчивому и поступательному росту.

При этом важным для дальнейшего эффективного функционирования ООН считаем адаптацию её структуры к реалиям XXI века, расширение представленности в Совете Безопасности и других ключевых органах стран Азии, Африки и Латинской Америки, в том числе тех, чьи лидеры находятся в этом зале.

Давно назрело и реформирование ооновских институтов развития и глобальных финансовых структур. Вес развивающихся стран в мировой экономике кардинально изменился за последние десятилетия. Но это, в частности, не нашло адекватного отражения в системах управления Международного валютного фонда, Всемирного банка и других многосторонних банков развития.

In Kazan, we reaffirmed that BRICS is not a closed format; it is open to all those who share BRICS values. The Group's members are prepared to work towards identifying joint solutions without external pressure or attempts to enforce narrow approaches upon anyone. BRICS is compelled to respond to the burgeoning demand in the world for such cooperation. Accordingly, we devoted particular attention to the matter of potential BRICS expansion through the establishment of a new category — that of partner states.

Prospects for the settlement of the Ukrainian crisis

• All the parties are in favour of resolving the conflict at the earliest opportunity, preferably through peaceful means. You may be aware that the People's Republic of China and Brazil put forward an initiative at the General Assembly in New York. Numerous BRICS nations endorse these initiatives, and we, in turn, extend our gratitude to our partners for their attention to this conflict and their pursuit of methods to resolve it.

• We are ready to discuss a peace agreement in any shape or form based on the reality on the ground. That is to say, I am not ready to accept anything else.

On alleged Russia's interference in the US electoral process and the prospects for normalization of Russia-US relations

• This issue has been making headlines for years now. <...> However, after an investigation conducted in the United States, everyone, including US Congress, concluded that it was utter nonsense and that nothing of the kind ever happened. There were no contacts back then, and there are none now.

• Russia-US relations after the elections depend primarily on the United States. If the United States is open to building normal relations with Russia, we will do the same. If not, so be it. This is up to the future Administration.

On global and regional stability, security and building a just world

• Is it fair in terms of security that you have for years disregarded our repeated requests to our partners not to expand NATO eastward? Is it fair that you lied through your teeth, saying that the bloc would not expand while doing precisely that in violation of your commitments? <...> Is it fair that you violated your commitments within the OSCE, when all Western countries signed a document stating that no country may ensure its security at the expense of other countries?

❗️This is not fair. We want to change this, and we will change it.

The situation in the Middle East

• I believe that there is no person on Earth whose heart does not bleed when they see what is happening in Gaza. Over 40,000 people, mostly women and children, have been killed.

• The solution can only be found by addressing the root causes, the primary one being the lack of a fully recognized, sovereign Palestinian state. It is necessary to implement all relevant UN Security Council resolutions on this matter.

❓ Вопрос: Я прочитал итоговую декларацию БРИКС, и там говорится о необходимости глобальной и региональной стабильности, безопасности и справедливого мира. Девиз российского председательства в БРИКС включает такие понятия, по-моему, – справедливости и безопасности. Но как всё это соотносится с вашими действиями в последние два с половиной года, со вторжением российских войск в Украину? Где справедливость, стабильность и безопасность, в том числе безопасность России? Потому что до начала СВО не было ни атак дронов по российской территории, ни обстрелов российских городов, ни иностранных войск, оккупирующих российскую территорию, – этого не было.

И последнее: как это всё соотносится с недавним заявлением британской разведки о том, что Россия поставила перед собой цель сеять хаос на улицах Британии и Европы поджогами, диверсиями и так далее? Где стабильность?

💬 В.В.Путин: Начну с безопасности России, потому что для меня это самое главное.

Вы сказали про удары дронов и так далее. Да, этого не было, но была гораздо худшая ситуация. Ситуация заключалась в том, что нам на наши постоянные и настойчивые предложения наладить контакты и отношения со странами западного мира всё время указывали на своё место. Я могу вам совершенно определённо это сказать. Так вроде всё ласково, но в принципе нам всегда показывали своё место.

И это место в конечном счёте привело бы к скатыванию России в разряд второстепенных государств, которые выполняют исключительно функцию сырьевых придатков с потерей в известной степени и в большом объёме суверенитета страны.

Россия в таком качестве не только развиваться, она существовать не может.

Россия не может существовать, если она теряет свой суверенитет.

Выход России из этого состояния, укрепление своего суверенитета, независимости в экономике, в финансах, в военном деле означает повышение нашей безопасности и означает создание условий для её уверенного развития в будущем как самостоятельного государства, полноценного и самодостаточного, с теми партнёрами, каких мы имеем в БРИКС, которые уважают независимость России.

Я понимаю, о чём Вы говорите. Но разве справедливо с точки зрения безопасности годами игнорировать наши постоянные обращения к партнёрам не расширять НАТО на восток? Разве справедливо врать нам в лицо, обещая, что такого расширения не будет, и, нарушая взятые на себя обязательства, делать это? Разве справедливо забраться к нам вот в «подбрюшье», в ту же Украину, и начать там строить, не готовиться, а именно уже строить военные базы? Разве это справедливо?

А справедливо провести государственный переворот, наплевав на все принципы международного права и Устава ООН, финансируя переворот в другой стране, в данном случае на Украине, и подтолкнув ситуацию к её развитию в направлении горячей фазы? Разве это справедливо с точки зрения всемирной безопасности?

А разве справедливо нарушать взятые на себя обязательства в рамках ОБСЕ, когда все страны Запада подписали бумагу, согласно которой не может быть безопасности одной стороны при нарушении безопасности другой? <...>

☝️ Никакой справедливости здесь нет, мы хотим поменять эту ситуацию, и мы добьёмся этого.

❓ Вопрос: По поводу утверждения британской разведки, что Россия сеет хаос на улицах Британии.

💬 В.В.Путин: Cпасибо Вам за то, что Вы напомнили мне про эту часть, – это полная чушь.

То, что происходит на улицах некоторых европейских городов, – это результат внутренней политики этих государств. Но мы же с вами знаем: на грани рецессии балансирует европейская экономика, а ведущие экономики еврозоны, они в рецессии фактически. <...>

Западные страны, европейские, взяли и отказались от наших энергоносителей. Ну мы же не отказываемся. До сих пор существует одна нитка по дну Балтийского моря – «Северный поток – 2». Что стоит немецким властям? Просто кнопку нажать, и всё пошло.
