💬 #RussiaBelarus relations of alliance and strategic partnership are based on the unshakeable principles of friendship and neighbourliness, mutual respect and regard for each other’s interests. <...>

Trade and investment exchanges are actively developing within the framework of the Union State, multifaceted business contacts and cooperation ties are growing stronger, and conditions are being created for stable and sustainable growth of our countries’ economies. In a word, practical integration is bringing real tangible benefits to the citizens of our countries, enhancing the quality of their lives and well-being. <...>

Russia accounts for over half of foreign trade of Belarus. At the same time, Belarus is the fourth largest trade partner of Russia; its share stands at nearly 9 percent. <...>

Russia has invested over $4 billion in the Belarusian economy. There are about 2,500 companies with Russian capital operating in the republic. Our energy cooperation is growing stronger, and we continue to create joint oil and gas markets. <...>

📈 Bilateral cooperation in manufacturing has been growing in scale with a focus on import substitution and increasing the share of high value-added products, which is crucial today, and is set to play an even bigger role in the future. <...>

Humanitarian cooperation has been gaining traction within the Union State too, with efforts to promote proactive exchanges in education, culture, sports and youth affairs. <...>

Faced with unprecedented external pressure, Russia and Belarus have joined ranks on the international stage and have been unwavering in their commitment to supporting each other as true allies. We share coinciding or convergent approaches, as diplomats say, to the most urgent global and regional matters. <...>

Russia and Belarus have been stepping up their cooperation in defence and security, as the President of Belarus has already said, as well as in military technology. Of course, this meets the fundamental interests of our two countries and their people. <...>

❗️The situation in the European region, in particular, in Ukraine, is definitely a cause of particular concern. The Western countries are deliberately exacerbating tensions in the region. In fact, their actions have led to today’s tragedy and continue to aggravate the crisis. Such irresponsible policies are pushing the world to the brink of a global conflict.

We know that Belarus, the President of Belarus, supports a policy aimed at a peaceful settlement of this crisis. We are continuously discussing the matter <...>.

👉 In this context, it makes perfect sense for us to sign an interstate treaty on security guarantees within the Union State today. The document defines our mutual allied obligations to use all available forces and capabilities to ensure both countries’ defences, and protect their sovereignty, independence and constitutional order, as well as the integrity and inviolability of the territory and external border of the Union State.

This includes Russian tactical nuclear weapons, previously deployed on the territory of the Republic of Belarus at the suggestion of the President of Belarus.

☝️ Let me remind you that the November 19 Executive Order Approving the Basic Principles of State Policy of the Russian Federation on Nuclear Deterrence clearly indicates the possibility of using those weapons for defensive purposes in response to a possible attack with the use of weapons of mass destruction, or to repel aggression with the use of conventional weapons, which poses a critical threat to Russia’s sovereignty or territorial integrity.

🏅 #Victory80: Next year, we will celebrate the 80th anniversary of Victory in the Great Patriotic War. It is important that both Russia and Belarus remember and revere the heroism of our fathers and grandfathers who fought shoulder to shoulder against Nazism.

🎙 Foreign Minister Sergey Lavrov’s answers to questions at the 22nd Doha Forum session (07 December 2024)

Key points:

#Syria #terrorism

It’s inadmissible to allow the terrorist groups to take control of the lands in violation of agreements which exist starting with the UN Security Council Resolution 2254 which strongly reiterated the sovereignty, territorial integrity and unity of the Syrian Arab Republic, which condemned any attempts by terrorists to disturb the life of Syrians, and which called for the direct dialogue between the government and the opposition.

• We are absolutely convinced of inadmissibility to use terrorists like Hayat Tahrir al-Sham to achieve geopolitical purposes, as it is being done now with the organization of this offensive from the Idlib de-escalation area.

• We are trying to do everything not to allow terrorists to prevail, even if they say that they are no longer terrorists.

• We [Foreign Ministers of Russia, Iran and Türkiye] strongly reiterated territorial integrity, sovereignty and unity of the Syrian Arab Republic. We called for immediate end of hostile activities. We stated, all of us, that we want the Resolution 2254 to be fully implemented and for this purpose called for the dialogue between the government and legitimate opposition, as provided in that Resolution.

• I have no slightest doubt that the relations between Syria and Türkiye must be normalized and we will be doing anything to be helpful.

#Palestine

• We strongly condemned the terrorist attack on the 7th of October last year. But at the same time, we strongly condemned the way Israel reacted, basically by starting a collective punishment of the Palestinians.

Unless Palestinian state is created (which was, by the way, a precondition for the creation of Israeli state), extremism would be breeding and breeding and breeding in the region, there is no doubt.

#Ukraine

They push them farther and farther, providing an example like ATACMS to make the French and the British with their Scalp and Storm Shadow missiles more aggressively involved. They also pressure the Germans with Taurus, as far as I understand.

Comment by Presidential Press Secretary Dmitry Peskov

We have carefully read the statement by US President-elect Donald Trump, made after his meeting with Macron and Zelensky in Paris.

President Putin has repeatedly said Russia was open to negotiations on Ukraine and welcomed peace initiatives, primarily those coming from countries of the Global South, as well as our BRICS partners, including China, Brazil, and South Africa, and the United Arab Emirates, Qatar, and Saudi Arabia, which are engaged in work on the humanitarian track.

Our stance on Ukraine is well known. The conditions required to cease the hostilities immediately were laid out by President Putin in June this year in his
speech at Russia's Foreign Ministry.

What bears reminding here is that it was Ukraine that rejected negotiations, and the country still rejects them. Moreover, Zelensky has, by his own decree, banned himself and his presidential office from making any engagements with the Russian leadership. This particular stance of theirs remains unchanged. Yet, all Zelensky has to do to enter a trajectory of peace is to revoke this decree and issue an order to resume dialogue on the basis of arrangements made in Istanbul and with account taken of the realities taking shape on the ground.

As for the data on both sides' casualties, these were obviously presented in accordance with the Ukrainian narrative and reflect the official position of Ukraine. The actual casualty figures are completely different. Ukraine's casualties are many times higher than Russia's.

If such a casualty pace is maintained further, Ukraine's manpower will be completely depleted, and the country will have to lower the mobilization age to 18 years and step up the press-ganging practices. However, even all these measures will not change the catastrophic situation the Ukrainian forces are now finding themselves in. This is not news for Ukraine itself or for international observers.

⚡️ We are monitoring the dramatic developments in Syria with extreme concern.

Following his talks with a number of participants in the armed conflict in the Syrian Arab Republic, Bashar al-Assad decided to step down as the Syrian President and leave the country, instructing the government to transfer power peacefully.

Russia was not involved in those negotiations.

However, we call on all the parties involved to renounce the use of violence and resolve all governance issues through political efforts.

In this regard, the Russian Federation maintains contact with all Syrian opposition groups.

We urge all parties to respect the opinions of all ethnic and religious groups in Syrian society. We strongly support efforts to establish an inclusive political process based on Resolution 2254, unanimously adopted by the UN Security Council.

We hope that these approaches will be taken into account by the UN and all stakeholders, including in the context of implementing UN Special Envoy for Syria Geir Pedersen’s recent initiative for urgent inclusive intra-Syrian talks in Geneva.

Additionally, Russia is taking all necessary measures to ensure the safety of our citizens in Syria.

Russian military bases in Syria are on high alert. There is no serious threat to their security at the moment.

✍️ VIII Всероссийский правовой (юридический) диктант 2024

С 3 по 12 декабря 2024 года проходит VIII Всероссийский правовой (юридический) диктант, организатором которого традиционно выступает Ассоциация юристов России при поддержке ряда государственных и общественных организаций.
В 2024 году диктант впервые разделён на три блока: «Базовый», «Профессиональный» и «Бизнес», в каждом из которых участникам предлагается ответить на 33 тестовых вопроса, в том числе видеовопросы от известных юристов, государственных и общественных деятелей. На ответы выделяется 60 минут.
Принять участие в тестировании может любой желающий старше 14 лет на сайте юрдиктант.рф.
Организатором предоставлена возможность прохождения тестирования на шести языках: русском, китайском, английском, арабском, испанском и португальском.
По завершении теста каждый участник получает сертификат о прохождении диктанта с персональным результатом, а также доступ к информационным материалам по допущенным ошибкам. 13 декабря 2024 года на официальной платформе будут размещены информационные материалы с правильными ответами.

Вопрос: Является ли Шпицберген ареной для испытания «гибридных атак» России?

💬 Н.В.Корчунов: Российская Федерация как ответственный участник Договора о Шпицбергене придает большое значение четкой реализации международного права, регулирующего деятельность в высоких широтах, и рассматривает Конвенцию по морскому праву 1982 г. и другие международно-правовые документы, а также Договор о Шпицбергене в качестве основных инструментов, обеспечивающих предсказуемость, стабильность и безопасность этих территорий.

В этой связи мы обратили внимание, что высказанное недавно руководителем Федеральной разведывательной службы Германии Б.Калем утверждение, что Шпицберген якобы является одним из мест, где Россия может рассмотреть возможность протестировать задействование Пятой статьи Североатлантического договора, в Норвегии упала на благодатную почву, ее сразу же подхватили очевидно без какого-либо анализа норвежские политики, что не может не вызывать сожаление.

Повышение градуса этих дискуссий не может не настораживать, прежде всего со стороны тех политиков, которые выступают за милитаризацию в высоких широтах.

Вопрос: Распространяет ли Россия дезинформацию для создания раскола и хаоса в Норвегии?


💬 Н.В.Корчунов: В России есть поговорка – «на воре и шапка горит». Хочу заверить вас, что Российская Федерация как страна, соседствующая с Норвегией, заинтересована в благоприятной обстановке в приграничье, чтобы отношения с соседними странами были добрыми, стабильными, гармонично развивающимися и не представляли какую-либо угрозу для России, были предсказуемы и понятны. В этой связи страна, которую бы раздирали противоречия, хаос, могла бы стать не самым лучшим соседом.

Именно поэтому мы отмечаем, в свою очередь, возросшую «гибридную» полноформатную, разноуровневую, проникающую во многие области активность, которую ведут страны Запада против Российской Федерации, пытаясь посеять хаос в нашей стране (нелегитимные экономические санкции, распоряжение российскими капиталами за рубежом, закрытие границ, оказание давления на нашу страну на международной арене, попытки подрыва взаимоотношений России с другими – незападными странами, распространение дезинформации с целью дискредитации российского государства, создание в России внутренней нестабильности, влияние на общественное мнение, использование киберпространства для вмешательства во внутренние дела и др.).

Вопрос: Согласна ли Россия с тем, что Шпицберген является зоной ответственности НАТО?


💬 Н.В.Корчунов: Мы с уважением относимся к особому в военном отношении статусу Шпицбергена в соответствии с Договором о Шпицбергене 1920 г. и исходим из того, что нет причин его вовлекать в военное планирование Норвегии и НАТО. В части этой территории есть определенные изъятия. Наше понимание направлено на снижение напряжённости и является элементом деэскалации.

Вопрос: Можете ли Вы дать дополнительные комментарии о российско-норвежских отношениях?

Den Russiske Føderasjon, som ansvarlig part i Spitsbergen-traktaten, legger stor vekt på en klar implementering av folkeretten som regulerer aktiviteter i nordområdene, og anser Havrettskonvensjonen (UNCLOS) av 1982, samt Spitsbergen-traktaten av 1920, som de sentrale instrumentene som sikrer forutsigbarhet, stabilitet og sikkerhet på disse territoriene.
I den sammenhengen har vi lagt merke til at den tyske etterretningssjef Bruno Kahl sine nylige påstand om at Spitsbergen angivelig er et av de stedene hvor Russland kunne tenke seg å teste NATOs artikkel 5, falt i god jord i Norge og umiddelbart ble plukket opp av norske politikere, åpenbart uten noen analyse, noe som er beklagelig.
Det er urovekkende at disse diskusjonene har økt i omfang, først og fremst blant de politikerne som støtter militarisering i nordområdene.

Sprer Russland desinformasjon for å skape splittelse og kaos i Norge?

Det finnes et uttrykk i Russland som sier at «den skyldige røper seg». Jeg vil forsikre dere om at Den Russiske Føderasjon, som naboland til Norge, er interessert i en positiv situasjon i grenseområdet, slik at forholdet til nabolandene våre er gode, stabile, forutsigbarte og forståelige, utvikler seg harmonisk og ikke utgjør noen trussel mot Russland. I den sammenhengen er et land rammet av motsetninger og kaos kanskje ikke den beste naboen.
Det er nettopp derfor vi merker oss den økte «hybride», fullskala, omfattende og mangfoldige aktiviteten som de vestlige landene driver mot Den Russiske Føderasjon, der de forsøker å skape kaos i landet vårt (ulovlige økonomiske sanksjoner, bruk av russiske midler i utlandet, stenging av grenser, press på den internasjonale arenaen, forsøk på å undergrave Russlands forhold til andre ikke-vestlige land, spredning av desinformasjon for å sverte den russiske staten, påvirkning for å skape indre ustabilitet i Russland, påvirkning av den offentlige opinionen, bruk av cyberrommet til å blande seg inn i Russlands indre anliggender, osv.)

Er Russland enig i at Svalbard er Natos ansvarsområde?

Vi respekterer den særskilte militære status Spitsbergen har i henhold til Spitsbergen-traktaten av 1920 og legger til grunn at det ikke er noen grunn til å trekke Spitsbergen inn i Norges og NATOs militære planlegging. Det finnes visse unntak når det gjelder dette området. Vår forståelse er rettet mot å redusere spenninger og er et element av de-eskalering.

🗓 10 декабря международное сообщество ежегодно отмечает День прав человека. В этот знаменательный день в 1948 году Генеральная Ассамблея приняла Всеобщую декларацию прав человека.

Это уникальный документ, установивший универсальные права и признавший их равную ценность. Декларация оказала определяющее влияние на формирование международного режима поощрения и защиты прав человека, а также развитие международного права в целом.

👉 Документ продолжает оставаться как никогда актуальным, особенно в свете, по сути, ползучей реабилитации нацизма в Европе, линии ряда западных стран на пересмотр итогов Второй мировой войны, включая прославление гитлеровцев и местных коллаборационистов.

К сожалению, права человека давно и активно используются Западом в качестве инструмента для вмешательства во внутренние дела суверенных государств. Членам международного сообщества навязываются чуждые неолиберальные «ценности» в качестве якобы универсальной основы жизнедеятельности. Исторические, культурные и религиозные особенности стран при этом в расчёт не берутся.

🇷🇺 Российская Федерация выступает за выстраивание взаимодействия в правозащитной сфере на основе общепризнанных принципов и норм международного права, а также конструктивного, равноправного и уважительного диалога.

☝️Необходимо сделать всё возможное для противодействия попыткам недобросовестного толкования основополагающих документов ООН в угоду конъюнктурным интересам отдельных государств. В этом – залог возврата к правам человека как объединяющему, а не разъединяющему фактору международных отношений и сотрудничества.
🎙️Комментарий Посольства норвежской гостелерадиокомпании «NRK» в связи с заявлением лауреата Нобелевской премии мира (опубликован 10 декабря 2024 г.)

Вопрос: Лауреат Нобелевской премии мира Теруми Танака из организации Nihon Hidankyō направил письменное заявление Президенту России В.В.Путину. В нем он указал, что В.В.Путин неоднократно угрожал применением ядерного оружия: «Мне не кажется, что Президент Путин действительно понимает, чем ядерное оружие является для людей. Поэтому он говорит подобные вещи. Мы должны изменить его образ мышления и заставить его понять, что это значит», - заявил Танака на пресс-конференции 9 декабря. Ответил ли В.В.Путин на это послание? Как Россия может прокомментировать высказывания лауреата Нобелевской премии мира?


💬 Ответ: Упомянутое письменное обращение г-на Теруми Танаки к Президенту России через Посольство Российской Федерации в Норвегии не направлялось, в связи с чем нам сложно комментировать его судьбу.

❗️Президент России неоднократно заявлял, что Россия никому не угрожает ядерным оружием. Он также подробно разъяснял позицию нашей страны по вопросам ядерного сдерживания. В Заявлении от 21 ноября с.г. Президент еще раз подчеркнул, что «не Россия, а именно США разрушили систему международной безопасности и, продолжая бороться, цепляться за свою гегемонию, толкают весь мир к глобальному конфликту. Мы всегда предпочитали и сейчас готовы решать все спорные вопросы мирными средствами. Но мы готовы также и к любому развитию событий».

☝🏻Полагаем, что всем прекрасно известна единственная страна, имеющая практический опыт принятия трагического решения о применении ядерного оружия против мирного населения Японии. Уверены, что для дела укрепления мира, о котором завещал заботиться А.Нобель, было бы значительно полезнее сфокусироваться на работе с теми западными странами, которые разрешают применять свои дальнобойные вооружения по территории другого ядерного государства и предпринимают иные попытки нанести нашей стране «стратегическое поражение», которые хотя и обречены на провал, но несут в себе существенные риски крупной эскалации.

🎙️ Ambassadens kommentar på henvendelse fra NRK i forbindelse med fredsprisvinnerens uttalelse (publisert 10. desember 2024)

Spørsmål: Fredsprisvinner Terumi Tanaka fra organisasjonen Nihon Hidankyō har sendt en skriftlig uttalelse til Russlands president Vladimir Putin. Han viser til at Putin gjentatte ganger har truet med å ta i bruk atomvåpen: «Jeg tror ikke president Putin virkelig forstår hva atomvåpen er for mennesker. Derfor kan han si slike ting. Vi må endre tenkemåten hans og få ham til å forstå hva dette er», sier Tanaka på pressekonferanse 9. desember. Har Vladimir Putin gitt noen respons på dette? Hva sier Russland til uttalelsen fra årets fredsprisvinner?


💬 Svar: Den ovennevnte skriftlige uttalelse fra Terumi Tanaka til Russlands President ble ikke sendt gjennom Den Russiske Føderasjonens Ambassade i Norge, så det er vanskelig for oss å kommentere dens skjebne.

❗️Russlands President har gjentatte ganger uttalt at Russland ikke truer noen med atomvåpen. Han har også forklart i detalj vårt lands tilnærming til kjernefysisk avskrekking. I sin uttalelse 21. november understreket Presidenten nok en gang at «det er ikke Russland, men USA som har ødelagt det internasjonale sikkerhetssystemet og som, ved å fortsette å kjempe og klamre seg til sitt hegemoni, skyver hele verden mot en global konflikt. Vi har alltid foretrukket og er også nå innstilt til å løse alle uenigheter med fredelige midler. Men vi er også forberedt på enhver utvikling av situasjonen».

☝🏻Vi tror at alle kjenner godt til det eneste landet som har praktisk erfaring med å ta den tragiske beslutningen om å bruke atomvåpen mot sivilbefolkningen i Japan. Vi er overbevist om at for å styrke freden, som Alfred Nobel sørget for i sin testament, ville det være mye mer nyttig å fokusere på å arbeide med de vestlige landene som tillater bruk av sine langtrekkende våpen mot en annen atomvåpenstats territorium og forsøker med andre midler å påføre landet vårt et «strategisk nederlag», som, selv om de er dømt til å mislykkes, medfører betydelig risiko for en større eskalering.

🇷🇺 On December 12, 1993, the fundamental law of our country — the Constitution of the Russian Federation — was adopted at a nationwide referendum.

The Constitution possesses supreme legal force and direct effect, and is applied throughout Russia.

The principle of separation of powers and the federal system of the State are enshrined in the country's basic document.

📕 #IntrerestingFact: The Russian Constitution is composed of the Preamble, two sections, nine chapters, 137 articles and nine paragraphs of interim and concluding provisions.

📄 Article 86 of the Constitution states:
The President of the Russian Federation:

a) shall direct the foreign policy of the Russian Federation;
b) shall hold negotiations and sign international treaties of the Russian Federation;
c) shall sign instruments of ratification;
d) shall receive letters of credence and letters of recall of diplomatic representatives accredited to his (her) office.


The main copy of the nation’s fundamental law is stored in the Kremlin Library. When assuming office, the President of the Russian Federation takes an oath of allegiance, placing his right hand on this copy of the Constitution. The text of the 33-Russian word presidential oath of allegiance is as follows:

💬 In the execution of the duties vested in me as the President of the Russian Federation, I solemnly vow to uphold and safeguard human rights and freedoms, to honour and protect the Constitution of the Russian Federation, to preserve the sovereignty, independence, security, and integrity of the state, and to faithfully serve the people.

The role of international law as an integral part of Russia's legal system is particularly emphasised. Article 15, paragraph 4 states:

Universally recognized principles and norms of international law as well as international agreements of the Russian Federation should be an integral part of its legal system. If an international agreement of the Russian Federation establishes rules, which differ from those stipulated by law, then the rules of the international agreement shall be applied.

💬 Vladimir Putin: Russia’s experience in the practical implementation of artificial intelligence is needed in various countries. Today, nations in Asia, Africa, Latin America, as well as our partners from the #CIS, the Eurasian Economic Union, the #SCO, #BRICS, and other associations are forming promising economic sectors and introducing innovations.

Russia unquestionably shares and supports their commitment to developing, and also supports domestic companies in creating AI-based products and services both for themselves and for the whole world.

We will provide the countries of the Global South and East with consultative and technical assistance in the domain of artificial intelligence. Of course, we hope that we will also borrow our partners’ achievements and implement joint projects based on equal access to knowledge, technology, and scientific achievements. This priority is enshrined in the National Strategy for Artificial Intelligence.

We are ready to help create and apply generative models not only in Russian, but also in other languages. As I have said, these systems’ algorithms must be trusted, that is, clear, open, and unbiased. They must also be developed considering cultural and national peculiarities of each civilisation with its history, identity and traditions, which we, in Russia, deeply respect.

❗️I am confident that an international alliance of AI National associations and development institutions of the BRICS countries and other interested states will give a boost to this cooperation. This Alliance will be launched at the AI Journey conference today.

I hope that new foreign participants, including my colleagues, leaders of state, will attend this event.

⚡️ Foreign Ministry statement on the Kiev regime’s attack on IAEA staff (December 11, 2024)

During a planned rotation of International Atomic Energy Agency (IAEA) Secretariat staff at the Zaporozhye Nuclear Power Plant on December 10, the armed forces of Ukraine carried out a series of strikes on the official vehicle used for the rotation of Agency personnel.

🔻 The vehicle carrying IAEA staff was attacked at around 3 pm within the Ukrainian controlled territory.

🔻 At 4.37 pm, Ukraine attacked a Russian convoy that was moving from Kamenskoye after delivering the IAEA Secretariat team to the frontline.

❗️We share the outrage of the IAEA management over these provocative and irresponsible actions by the Kiev regime, which not only continues to commit crimes, endangering and attacking Russian nuclear facilities, but has now decided to put at risk the lives of international personnel and the Russian servicemen responsible for the rotation.

That attack, which could have claimed lives, is evidence of the Ukrainian authorities’ complete disregard for the universal norms of humanitarian law and the agreements reached, as well as their undisguised contempt for the immunity of international staff.

We strongly condemn these actions of the Kiev regime, which believes in its impunity. <...>

☝️ We would like to point out that this latest action of Kiev is an obvious provocation staged ahead of the meeting of the IAEA Board of Governors, which will convene on December 12 at Kiev’s initiative. We call on the US, Great Britain and their allies to withdraw any support from Zelensky’s regime and to take measures to bring to account the culprits and those responsible for organising and carrying out that provocation.

🌐 Таким образом, теперь в указанный перечень входят 64 страны.

Распоряжение Правительства Российской Федерации разработано МИД России в целях развития концепции системы единой электронной визы, функционирующей с 1 августа 2023 года, и по результатам годового мониторинга её работы, который свидетельствует о большом потенциале и высоком уровне востребованности данной категории визы.

💬 Ответ: Россия заинтересована в стабильной и предсказуемой Арктике с низким уровнем напряженности. Сторонникам наращивания военной активности в регионе, в т.ч. на Шпицбергене, хотелось бы ответить следующее.
Согласно Стратегии развития Арктической зоны Российской Федерации и обеспечения национальной безопасности на период до 2035 г., Россия стремится обеспечивать свое присутствие на Шпицбергене на условиях равноправного и взаимовыгодного сотрудничества с Норвегией и другими государствами-участниками Договора о Шпицбергене 1920 г.

❗️ Исходим из незыблемости курса на укрепление международного сотрудничества в регионе и сохранение Арктики в качестве зоны мира.

Ответственность за ухудшающуюся ситуацию в области безопасности в Арктике несут те, кто выступил за сворачивание контактов с Россией по военной линии (с 2014 г. не проводятся встречи начальников генеральных штабов арктических стран), проявил неготовность к диалогу стран Арктики на уровне военных экспертов, взял курс на милитаризацию региона, развязал против России настоящую «гибридную войну», что затронуло в т.ч. такой далекий от военных вопросов, но важный для устойчивого развития Арктики формат как Арктический совет, работу которого сейчас пытается восстановить норвежское председательство.

☝️Нам нужна мирная Арктика. В этой связи поддерживаем позицию о том, что Арктика должна быть полностью свободна от конфликтов, принимая во внимание стратегическое значение этого региона для энергобезопасности Евразии и деполитизированного сотрудничества в интересах глобальной климатической повестки.

💬 Svar: Russland er interessert i et stabilt og forutsigbart Arktis med et lavt spenningsnivå. Til de som støtter økt militær aktivitet i regionen, inkludert på Spitsbergen, ønsker vi å svare følgende.
I henhold til Strategien for utvikling av Den Russiske Føderasjons arktiske sone og sikring av nasjonal sikkerhet for perioden frem til 2035 ønsker Russland å sikre sin tilstedeværelse på Spitsbergen på grunnlag av et likeverdig og gjensidig fordelaktig samarbeid med Norge og de andre statene som er parter i Spitsbergen-traktaten av 1920.

❗️Vi tar utgangspunkt i den prinsipielle linjen om å styrke det internasjonale samarbeidet i regionen og bevare Arktis som en fredssone.

Ansvaret for den forverrede sikkerhetssituasjonen i Arktis ligger hos dem som bestemte for å stanse militærpolitiske kontaktene med Russland (det har ikke vært avholdt møter mellom generalstabssjefene i arktiske land siden 2014), som manglet vilje til dialog mellom de arktiske landene på militært ekspertnivå, som satset på en militarisering av regionen, og som utløste en faktisk «hybridkrig» mot Russland, noe som blant annet påvirket et format som ligger langt unna militære spørsmål, men som er viktig for bærekraftig utvikling av Arktis – Arktisk råd, hvis arbeid det norske formannskapet nå forsøker å gjenopprette.

☝🏻Vi trenger et fredelig Arktis. I den sammenhengen støtter vi standpunktet at Arktis bør være helt konfliktfritt, med tanke på regionens strategiske betydning for energisikkerheten i Eurasia og et avpolitisert klimasamarbeid.

On adoption of two UN General Assembly resolutions on Palestine 🇵🇸

On December 11, during the 10th Extraordinary Special Session of the United Nations General Assembly, two resolutions were endorsed by an overwhelming majority. These resolutions:

support the mandate of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA),

called for a ceasefire in the Gaza Strip.

Respectively, 159 and 158 states, including Russia, cast their votes in favour.

In contrast, only seven countries, alongside Israel and the United States, opposed the resolutions including Papua New Guinea, Paraguay, and Tonga among them.

The initial UNRWA document reaffirmed comprehensive support for the Agency’s mandate to deliver vital assistance to six million Palestinians in the Israeli-occupied Gaza Strip, the West Bank, including East Jerusalem, as well as in Jordan, Lebanon, and Syria. Furthermore, the document denounces the adoption by the Israeli Knesset of two bills prohibiting the activities of this indispensable and key humanitarian organisation. It urges Israel to adhere to its international legal obligations as the occupying power and to respect the privileges and immunities of UNRWA, including ensuring the safety of its personnel. Notably, 254 Agency staff members have been killed since the onset of the Israeli military operation in the Gaza Strip.

The second resolution of the UN General Assembly essentially reiterates the provisions of a draft Security Council resolution that was vetoed by the United States on November 20. It advocates for an immediate, unconditional, and permanent ceasefire; the release of hostages and those forcibly detained; and full, safe, and unhindered humanitarian access to all victims and those in need in the Gaza Strip. The resolution reaffirms the steadfast commitment to a two-state solution to the conflict, allowing for the establishment of the State of Palestine within internationally recognised borders without demographic or territorial changes.

The Russian delegation observes that, once again, since the onset of the unprecedented escalation of violence and bloodshed in the Arab-Israeli conflict zone, it is the UN General Assembly that is undertaking the necessary decisions to halt hostilities and provide humanitarian assistance – actions that are a moral imperative in the current dire circumstances.

❗️ Meanwhile, the UN Security Council, the principal body responsible for maintaining international peace and security, remains hamstrung due to Washington’s exercise of its veto, which has been utilised six times since the beginning of the current crisis.

🌍 On December 14, 1960, the Declaration on the Granting of Independence to Colonial Countries and Peoples was adopted at the 15th session of the United Nations General Assembly.

The document, which our country vigorously promoted, became a major milestone in eliminating the system of colonial domination of the West over the countries of Africa and Asia.

🇺🇳 As far back as 1945, the Soviet delegation insisted on including in the UN Charter the principles of equal rights and self-determination of peoples, respect for human rights and fundamental freedoms for all, without any discrimination based on race, gender, language and religion.

Our country opposed colonialism on international platforms and actively helped African nations in their struggle for independence, supported the national liberation movements in Angola, Ethiopia, Egypt, Mozambique and a number of other countries, as well as played an important role in the formation of new states on the continent.

In 1960, Soviet initiatives aimed at dismantling the colonial system were included in the draft Declaration, which was approved by the overwhelming majority of the countries participating in the UN General Assembly. It contributed to the liberation of approximately 750 million people from colonial oppression and the emergence of more than 80 newly independent states.

❗️ Today, the world still has non-self-governing territories where people have not been able to exercise their inalienable right to self-determination.

Russia is pursuing an active policy aimed at complete elimination of colonialism across the globe. On December 4, the UN General Assembly adopted a resolution noscriptd Eradication of Colonialism in All Its Forms and Manifestations, which was drafted by the Group of Friends in Defence of the UN Charter with the guiding role of Russia.

The main goal of that initiative is to ensure the full implementation of the 1960 Declaration and provide for declaring December 14 as an annual International Day against Colonialism in All Its Forms and Manifestations.

🎙 Excerpts from the President of the Russian Federation Vladimir Putin's speech during an expanded meeting of the Defence Ministry Board at the National Defence Control Centre of the Russian Federation (December 16, 2024)

💬 The military-political situation in the world remains challenging and unstable. Bloodshed continues in the Middle East, and there is a high potential for conflict in a number of other regions of the world.

• We observe the current US administration and practically the entire collective West attempting to maintain their global dominance. They continue to impose their so-called rules on the international community, which they change time after time, juggling them as they see fit.

• In a bid to weaken our country and inflict a strategic defeat on us, the US continues to pump the de facto illegitimate Kiev regime with weapons and money, as well as sending mercenaries and military advisors, thereby encouraging further escalation of the conflict.

• NATO’s ambitions have long surpassed its so-called historical responsibility zone. Apart from the so-called eastern flank, it is also building up its presence in the Asia-Pacific region.

• Equally concerning is the US activity in developing high-precision ground-based strike systems with a firing range of up to 5,500 km and preparing them for deployment in forward zones. Moreover, the transfer and deployment of these missile systems are already being prepared in Europe and the Asia-Pacific region.

• Given the escalating geopolitical tensions, we must adopt additional measures to ensure the security of Russia and its allies. We are doing this carefully and thoughtfully, without becoming drawn into a full-scale arms race that would damage the socioeconomic development of the country.

• Meanwhile, we have specified the fundamental principles for the use of nuclear weapons envisaged in the updated Basic Principles of State Policy on Nuclear Deterrence. Let me stress once again, so that no one accuses us of trying to scare everyone with nuclear weapons: this is a policy of nuclear deterrence.

• Earlier today, I spoke about the risks associated with the United States deploying medium-range missiles in Europe and the Asia-Pacific region. We will respond to such threats in a comprehensive manner. The most important task is to ensure the timely detection of the launch of such missiles and to intercept them.

• We need to continue to further expand military and military-technical cooperation with allies and partners, with those who are ready and willing to work with us, and that is the majority of countries around the world.
