🇷🇺 On December 12, 1993, the fundamental law of our country — the Constitution of the Russian Federation — was adopted at a nationwide referendum.

The Constitution possesses supreme legal force and direct effect, and is applied throughout Russia.

The principle of separation of powers and the federal system of the State are enshrined in the country's basic document.

📕 #IntrerestingFact: The Russian Constitution is composed of the Preamble, two sections, nine chapters, 137 articles and nine paragraphs of interim and concluding provisions.

📄 Article 86 of the Constitution states:
The President of the Russian Federation:

a) shall direct the foreign policy of the Russian Federation;
b) shall hold negotiations and sign international treaties of the Russian Federation;
c) shall sign instruments of ratification;
d) shall receive letters of credence and letters of recall of diplomatic representatives accredited to his (her) office.


The main copy of the nation’s fundamental law is stored in the Kremlin Library. When assuming office, the President of the Russian Federation takes an oath of allegiance, placing his right hand on this copy of the Constitution. The text of the 33-Russian word presidential oath of allegiance is as follows:

💬 In the execution of the duties vested in me as the President of the Russian Federation, I solemnly vow to uphold and safeguard human rights and freedoms, to honour and protect the Constitution of the Russian Federation, to preserve the sovereignty, independence, security, and integrity of the state, and to faithfully serve the people.

The role of international law as an integral part of Russia's legal system is particularly emphasised. Article 15, paragraph 4 states:

Universally recognized principles and norms of international law as well as international agreements of the Russian Federation should be an integral part of its legal system. If an international agreement of the Russian Federation establishes rules, which differ from those stipulated by law, then the rules of the international agreement shall be applied.

💬 Vladimir Putin: Russia’s experience in the practical implementation of artificial intelligence is needed in various countries. Today, nations in Asia, Africa, Latin America, as well as our partners from the #CIS, the Eurasian Economic Union, the #SCO, #BRICS, and other associations are forming promising economic sectors and introducing innovations.

Russia unquestionably shares and supports their commitment to developing, and also supports domestic companies in creating AI-based products and services both for themselves and for the whole world.

We will provide the countries of the Global South and East with consultative and technical assistance in the domain of artificial intelligence. Of course, we hope that we will also borrow our partners’ achievements and implement joint projects based on equal access to knowledge, technology, and scientific achievements. This priority is enshrined in the National Strategy for Artificial Intelligence.

We are ready to help create and apply generative models not only in Russian, but also in other languages. As I have said, these systems’ algorithms must be trusted, that is, clear, open, and unbiased. They must also be developed considering cultural and national peculiarities of each civilisation with its history, identity and traditions, which we, in Russia, deeply respect.

❗️I am confident that an international alliance of AI National associations and development institutions of the BRICS countries and other interested states will give a boost to this cooperation. This Alliance will be launched at the AI Journey conference today.

I hope that new foreign participants, including my colleagues, leaders of state, will attend this event.

⚡️ Foreign Ministry statement on the Kiev regime’s attack on IAEA staff (December 11, 2024)

During a planned rotation of International Atomic Energy Agency (IAEA) Secretariat staff at the Zaporozhye Nuclear Power Plant on December 10, the armed forces of Ukraine carried out a series of strikes on the official vehicle used for the rotation of Agency personnel.

🔻 The vehicle carrying IAEA staff was attacked at around 3 pm within the Ukrainian controlled territory.

🔻 At 4.37 pm, Ukraine attacked a Russian convoy that was moving from Kamenskoye after delivering the IAEA Secretariat team to the frontline.

❗️We share the outrage of the IAEA management over these provocative and irresponsible actions by the Kiev regime, which not only continues to commit crimes, endangering and attacking Russian nuclear facilities, but has now decided to put at risk the lives of international personnel and the Russian servicemen responsible for the rotation.

That attack, which could have claimed lives, is evidence of the Ukrainian authorities’ complete disregard for the universal norms of humanitarian law and the agreements reached, as well as their undisguised contempt for the immunity of international staff.

We strongly condemn these actions of the Kiev regime, which believes in its impunity. <...>

☝️ We would like to point out that this latest action of Kiev is an obvious provocation staged ahead of the meeting of the IAEA Board of Governors, which will convene on December 12 at Kiev’s initiative. We call on the US, Great Britain and their allies to withdraw any support from Zelensky’s regime and to take measures to bring to account the culprits and those responsible for organising and carrying out that provocation.

Кроме того, данным распоряжением из указанного перечня исключены Андорра и Сербия, с которыми имеются действующие двусторонние соглашения о взаимных безвизовых поездках граждан.

🌐 Таким образом, теперь в указанный перечень входят 64 страны.

Распоряжение Правительства Российской Федерации разработано МИД России в целях развития концепции системы единой электронной визы, функционирующей с 1 августа 2023 года, и по результатам годового мониторинга её работы, который свидетельствует о большом потенциале и высоком уровне востребованности данной категории визы.

Вопрос: Может ли Посольство прокомментировать сообщения о том, что консервативная партия «Хейре» выступает за увеличение норвежского военного присутствия на архипелаге Шпицберген?

💬 Ответ: Россия заинтересована в стабильной и предсказуемой Арктике с низким уровнем напряженности. Сторонникам наращивания военной активности в регионе, в т.ч. на Шпицбергене, хотелось бы ответить следующее.
Согласно Стратегии развития Арктической зоны Российской Федерации и обеспечения национальной безопасности на период до 2035 г., Россия стремится обеспечивать свое присутствие на Шпицбергене на условиях равноправного и взаимовыгодного сотрудничества с Норвегией и другими государствами-участниками Договора о Шпицбергене 1920 г.

❗️ Исходим из незыблемости курса на укрепление международного сотрудничества в регионе и сохранение Арктики в качестве зоны мира.

Ответственность за ухудшающуюся ситуацию в области безопасности в Арктике несут те, кто выступил за сворачивание контактов с Россией по военной линии (с 2014 г. не проводятся встречи начальников генеральных штабов арктических стран), проявил неготовность к диалогу стран Арктики на уровне военных экспертов, взял курс на милитаризацию региона, развязал против России настоящую «гибридную войну», что затронуло в т.ч. такой далекий от военных вопросов, но важный для устойчивого развития Арктики формат как Арктический совет, работу которого сейчас пытается восстановить норвежское председательство.

☝️Нам нужна мирная Арктика. В этой связи поддерживаем позицию о том, что Арктика должна быть полностью свободна от конфликтов, принимая во внимание стратегическое значение этого региона для энергобезопасности Евразии и деполитизированного сотрудничества в интересах глобальной климатической повестки.

💬 Svar: Russland er interessert i et stabilt og forutsigbart Arktis med et lavt spenningsnivå. Til de som støtter økt militær aktivitet i regionen, inkludert på Spitsbergen, ønsker vi å svare følgende.
I henhold til Strategien for utvikling av Den Russiske Føderasjons arktiske sone og sikring av nasjonal sikkerhet for perioden frem til 2035 ønsker Russland å sikre sin tilstedeværelse på Spitsbergen på grunnlag av et likeverdig og gjensidig fordelaktig samarbeid med Norge og de andre statene som er parter i Spitsbergen-traktaten av 1920.

❗️Vi tar utgangspunkt i den prinsipielle linjen om å styrke det internasjonale samarbeidet i regionen og bevare Arktis som en fredssone.

Ansvaret for den forverrede sikkerhetssituasjonen i Arktis ligger hos dem som bestemte for å stanse militærpolitiske kontaktene med Russland (det har ikke vært avholdt møter mellom generalstabssjefene i arktiske land siden 2014), som manglet vilje til dialog mellom de arktiske landene på militært ekspertnivå, som satset på en militarisering av regionen, og som utløste en faktisk «hybridkrig» mot Russland, noe som blant annet påvirket et format som ligger langt unna militære spørsmål, men som er viktig for bærekraftig utvikling av Arktis – Arktisk råd, hvis arbeid det norske formannskapet nå forsøker å gjenopprette.

☝🏻Vi trenger et fredelig Arktis. I den sammenhengen støtter vi standpunktet at Arktis bør være helt konfliktfritt, med tanke på regionens strategiske betydning for energisikkerheten i Eurasia og et avpolitisert klimasamarbeid.

On adoption of two UN General Assembly resolutions on Palestine 🇵🇸

On December 11, during the 10th Extraordinary Special Session of the United Nations General Assembly, two resolutions were endorsed by an overwhelming majority. These resolutions:

support the mandate of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA),

called for a ceasefire in the Gaza Strip.

Respectively, 159 and 158 states, including Russia, cast their votes in favour.

In contrast, only seven countries, alongside Israel and the United States, opposed the resolutions including Papua New Guinea, Paraguay, and Tonga among them.

The initial UNRWA document reaffirmed comprehensive support for the Agency’s mandate to deliver vital assistance to six million Palestinians in the Israeli-occupied Gaza Strip, the West Bank, including East Jerusalem, as well as in Jordan, Lebanon, and Syria. Furthermore, the document denounces the adoption by the Israeli Knesset of two bills prohibiting the activities of this indispensable and key humanitarian organisation. It urges Israel to adhere to its international legal obligations as the occupying power and to respect the privileges and immunities of UNRWA, including ensuring the safety of its personnel. Notably, 254 Agency staff members have been killed since the onset of the Israeli military operation in the Gaza Strip.

The second resolution of the UN General Assembly essentially reiterates the provisions of a draft Security Council resolution that was vetoed by the United States on November 20. It advocates for an immediate, unconditional, and permanent ceasefire; the release of hostages and those forcibly detained; and full, safe, and unhindered humanitarian access to all victims and those in need in the Gaza Strip. The resolution reaffirms the steadfast commitment to a two-state solution to the conflict, allowing for the establishment of the State of Palestine within internationally recognised borders without demographic or territorial changes.

The Russian delegation observes that, once again, since the onset of the unprecedented escalation of violence and bloodshed in the Arab-Israeli conflict zone, it is the UN General Assembly that is undertaking the necessary decisions to halt hostilities and provide humanitarian assistance – actions that are a moral imperative in the current dire circumstances.

❗️ Meanwhile, the UN Security Council, the principal body responsible for maintaining international peace and security, remains hamstrung due to Washington’s exercise of its veto, which has been utilised six times since the beginning of the current crisis.

🌍 On December 14, 1960, the Declaration on the Granting of Independence to Colonial Countries and Peoples was adopted at the 15th session of the United Nations General Assembly.

The document, which our country vigorously promoted, became a major milestone in eliminating the system of colonial domination of the West over the countries of Africa and Asia.

🇺🇳 As far back as 1945, the Soviet delegation insisted on including in the UN Charter the principles of equal rights and self-determination of peoples, respect for human rights and fundamental freedoms for all, without any discrimination based on race, gender, language and religion.

Our country opposed colonialism on international platforms and actively helped African nations in their struggle for independence, supported the national liberation movements in Angola, Ethiopia, Egypt, Mozambique and a number of other countries, as well as played an important role in the formation of new states on the continent.

In 1960, Soviet initiatives aimed at dismantling the colonial system were included in the draft Declaration, which was approved by the overwhelming majority of the countries participating in the UN General Assembly. It contributed to the liberation of approximately 750 million people from colonial oppression and the emergence of more than 80 newly independent states.

❗️ Today, the world still has non-self-governing territories where people have not been able to exercise their inalienable right to self-determination.

Russia is pursuing an active policy aimed at complete elimination of colonialism across the globe. On December 4, the UN General Assembly adopted a resolution noscriptd Eradication of Colonialism in All Its Forms and Manifestations, which was drafted by the Group of Friends in Defence of the UN Charter with the guiding role of Russia.

The main goal of that initiative is to ensure the full implementation of the 1960 Declaration and provide for declaring December 14 as an annual International Day against Colonialism in All Its Forms and Manifestations.

🎙 Excerpts from the President of the Russian Federation Vladimir Putin's speech during an expanded meeting of the Defence Ministry Board at the National Defence Control Centre of the Russian Federation (December 16, 2024)

💬 The military-political situation in the world remains challenging and unstable. Bloodshed continues in the Middle East, and there is a high potential for conflict in a number of other regions of the world.

• We observe the current US administration and practically the entire collective West attempting to maintain their global dominance. They continue to impose their so-called rules on the international community, which they change time after time, juggling them as they see fit.

• In a bid to weaken our country and inflict a strategic defeat on us, the US continues to pump the de facto illegitimate Kiev regime with weapons and money, as well as sending mercenaries and military advisors, thereby encouraging further escalation of the conflict.

• NATO’s ambitions have long surpassed its so-called historical responsibility zone. Apart from the so-called eastern flank, it is also building up its presence in the Asia-Pacific region.

• Equally concerning is the US activity in developing high-precision ground-based strike systems with a firing range of up to 5,500 km and preparing them for deployment in forward zones. Moreover, the transfer and deployment of these missile systems are already being prepared in Europe and the Asia-Pacific region.

• Given the escalating geopolitical tensions, we must adopt additional measures to ensure the security of Russia and its allies. We are doing this carefully and thoughtfully, without becoming drawn into a full-scale arms race that would damage the socioeconomic development of the country.

• Meanwhile, we have specified the fundamental principles for the use of nuclear weapons envisaged in the updated Basic Principles of State Policy on Nuclear Deterrence. Let me stress once again, so that no one accuses us of trying to scare everyone with nuclear weapons: this is a policy of nuclear deterrence.

• Earlier today, I spoke about the risks associated with the United States deploying medium-range missiles in Europe and the Asia-Pacific region. We will respond to such threats in a comprehensive manner. The most important task is to ensure the timely detection of the launch of such missiles and to intercept them.

• We need to continue to further expand military and military-technical cooperation with allies and partners, with those who are ready and willing to work with us, and that is the majority of countries around the world.

📄 Joint Statement in Support of the Efforts to Strengthen the United Nations Secretary-General’s Mechanism for Investigation of the Alleged Use of Chemical and Biological Weapons (Geneva, December 16, 2024)

🌐 We, the Bolivarian Republic of Venezuela, Burkina Faso, the Central African Republic, the Islamic Republic of Iran, the Kyrgyz Republic, the People’s Republic of China, the Plurinational State of Bolivia, the Republic of Belarus, the Republic of Equatorial Guinea, the Republic of Kazakhstan, the Republic of Mali, the Republic of the Union of Myanmar, the Republic of Nicaragua, the Republic of the Niger, the Republic of Tajikistan, the Russian Federation, the State of Eritrea, the Syrian Arab Republic, reaffirm our dedication to protecting humanity from chemical and biological warfare, recognize the common interest of all humankind in excluding completely the possibility of the use of chemical, bacteriological (biological) and toxin weapons.

Convinced that such use would be repugnant to the conscience of humankind, we are determined to condemn any use of toxic chemicals, biological agents or toxins as weapons by anyone, anywhere, at anytime, and to hold accountable those responsible for any such use.

We underline that the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction (BWC), the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction (CWC) and the Protocol for the Prohibition of the Use in War of Asphyxiating, Poisonous or Other Gases, and of Bacteriological Methods of Warfare (Geneva Protocol) are essential for international peace and security.

🇺🇳 We note efforts by the UN Secretary-General and UN Secretariat, as well as national initiatives to provide relevant training to experts that could support the Secretary-General’s Mechanism for Investigation of Alleged Use of Chemical and Biological Weapons (UNSGM).

⚡️ Russia’s Foreign Ministry Statement on the development of the situation in the Syrian Arab Republic

Moscow is carefully monitoring the evolving situation in Syria following the transfer of control over most of the country's territory to an alliance of armed factions operating under the leadership of the so-called Military Operations Command, headed by Ahmad al-Sharaa.

We acknowledge the declarations made by representatives of the new authorities concerning their intention to facilitate the restoration of governmental functions, maintain order and security, firmly suppress criminal activities, and prevent extrajudicial executions. In a recent interview, Mr al-Sharaa himself asserted that following the revolutionary transition of power, it is imperative to swiftly abandon the "tools of rebellion" and, while heeding past errors, initiate the construction of a state grounded in the rule of law and justice, taking into consideration the interests of all segments of Syrian society.

❗️ From our perspective, the path to a sustainable normalisation of the situation in the Syrian Arab Republic lies in the initiation of an inclusive intra-Syrian dialogue aimed at securing national consensus and advancing a comprehensive political settlement process in alignment with the fundamental principles outlined in UNSC resolution 2254.

We emphasise that Muslims and Christians have coexisted in the Syrian Arab Republic for many centuries, and Damascus is the see of the Orthodox Patriarch John X of Antioch and All the East, the head of the Church of Antioch, which shares a sisterly relationship with the Russian Orthodox Church. We express our hope that Syria will continue to be a homeland for all its citizens, irrespective of their religious affiliation.

☝️ It is crucial for Russia that the future of the Syrian Arab Republic be determined by the Syrians themselves.

We are confident that the bonds of friendship and mutual respect that have developed between the peoples of our countries over the past decades will continue to evolve constructively.

On Syria

🔹The Russian Federation expresses its full support to the Syrian people, Syria's territorial integrity, its unity, independence and sovereignty.

☝️The Russian Federation also fully supports close monitoring of the situation in Syria by the OPCW. However, we note that it is of utmost importance that such monitoring be comprehensive and impartial, based on the provisions of the Chemical Weapons Convention (CWC) and concrete evidence. 

❗️We have repeatedly reminded that in eleven years since Syria has joined the Convention neither the Technical Secretariat no any State Party has so far provided any evidence confirming that Syria might possess chemical weapons. No State Party has shared such data and evidence under the UN Security Council resolution 2118. The Technical Secretariat was only able to state that it could not confirm the comprehensiveness and completeness of Syrian initial declaration. 

On the situation in Ukraine

🔹We regret that not only the Kiev regime does not hesitate to use toxic chemicals included in the Scheduled Lists of the CWC, but it has a proper base for the production of poisoning chemicals. Ukrainian militants use listed chemicals such as BZ, hydrocyanic acid, US-made gas grenades and other toxic chemicals.

❗️We have transmitted this data to the OPCW. These materials are backed up with the results of sample analysis collected in accordance with the high standards of the OPCW.

☝️Identification of the presence of toxic substances in the samples was carried out by the Analytical Chemistry Laboratory of the 27th Scientific Centre of the Ministry of Defence of the Russian Federation.

In this case you should submit a written request to the Consular section of the Russian Embassy in Norway in order to transfer your visa to a new passport.

🇺🇳 On December 19, 1961, the UN World Food Programme (#WFP) was established – the world’s largest humanitarian organisation that specialises in food assistance.

The WFP provides sustenance to individuals in nations experiencing persistent food shortages, as well as those affected by armed conflicts and natural disasters. In 2020, the WFP was honoured with the Nobel Peace Prize for its efforts to combat hunger.

In 2023, the WFP delivered food to over 100 million individuals. In the same year, approximately $2.8 billion was provided to around 51.6 million people through the Programme in the form of cash assistance. WFP activities are entirely funded by voluntary contributions from donors – governments, organisations, corporations, and individuals.

🇷🇺 Russia ranks among the largest donors to the Programme and supports its work in numerous countries worldwide. Since 2003, the Russian Government has allocated over $430 million to support WFP humanitarian operations and development projects globally.

In 2002, the first Memorandum of Understanding was signed between the WFP and the Russian Emergencies Ministry, which established the legal framework for the involvement of Russian organisations in the logistical support of WFP operations across various regions of the world and initiated cooperation in humanitarian endeavours.

For over a decade, Russia has been financing WFP projects aimed at sustainable school nutrition systems. Significant assistance in this domain has been extended to the populations of Armenia, Kyrgyzstan, and Tajikistan. In recent years, similar initiatives have been launched in Nicaragua, Cuba, Jordan, Cambodia, Laos, and Sri Lanka.

🚚 Our country has contributed substantially to enhancing the logistics capacity of the WFP and renewing its vehicle fleet with Russian KAMAZ lorries. Approximately 300 vehicles and their spare parts have been provided for humanitarian transportation in critical areas across Asia, the Middle East, and Africa.

🇳🇴 О милитаристских устремлениях Норвегии на Шпицбергене

Обратили внимание на набирающую обороты в Норвегии кампанию в пользу милитаризации архипелага Шпицберген. Под предлогом якобы исходящих от России гибридных угроз высокопоставленные норвежские политики призывают к наращиванию военного присутствия на архипелаге и демонстрации его принадлежности к зоне ответственности НАТО. Лучше бы следили за безопасностью газопроводов в зоне ответственности альянса.
Громкие заявления о якобы замышляемых нашей страной неких гибридных атаках на территории Шпицбергена, способных пошатнуть норвежский суверенитет, ничем кроме слухов, домыслов и фейков, как водится, не подкрепляются. Схожий сценарий мы уже наблюдали на территории материковой Норвегии – под лозунги о якобы исходящих от России угрозах безопасности инициирована глубокая милитаризация севера страны с подгонкой ее параметров под цели США и НАТО. Очевидно, что теперь к этим процессам активно подключается Шпицберген.

❗️Напоминаем, что архипелаг имеет особый международно-правовой статус, в т.ч. в военном отношении. В соответствии со статьей 9 Договора о Шпицбергене 1920 г. Норвегия обязана не создавать и не допускать создания инфраструктуры, которая может быть использована в целях войны. Любое такое агрессивное намерение на данной территории рассматриваем как нарушение Договора, опасную провокацию, чреватую привнесением военного потенциала в Арктический регион.

Кроме того, безответственно пренебрегая международным правом, Осло и его союзники фактически вовлекают архипелаг в украинский конфликт. По информации норвежских СМИ, расположенная здесь станция спутникового слежения «СвалСат» используется для получения сведений в интересах спецслужб и военных ведомств США и Украины в целях поддержки боевых действий против России. Под прикрытием «защиты суверенитета» Шпицберген тем самым превращается в накаченный средствами ведения разведки и гибридных военных операций полигон для испытания продукции и технологий двойного назначения.

🇳🇴 Norway’s military aspirations in Spitsbergen

The Foreign Ministry has taken note of the campaign to militarise Spitsbergen, which has been gaining traction in Norway. High-ranking Norwegian politicians have been pointing to the alleged hybrid threats coming from Russia when calling for a bigger military presence in the archipelago and demonstrating that it falls within NATO’s area of responsibility. They would have been better off ensuring that the gas pipelines within NATO’s area of responsibility stay safe.

Of course, apart from rumours, far-fetched allegations and fakes, they have nothing to show for all their vociferous statements about what they present as Russia’s plans to target Spitsbergen with hybrid attacks, whatever they mean by that. We have already seen a similar scenario unfold in mainland Norway when they launched a massive effort to militarise the country’s north in keeping with the US and NATO agenda while using the alleged security threats coming from Russia as a pretext for acting this way. It is quite obvious that they have now extended these approaches to cover Spitsbergen too.

❗️In fact, this archipelago enjoys special status under international law, including in military terms. In accordance with Article 9 of the Treaty of February 9, 1920 relating to Spitsbergen (Svalbard), Norwayundertakes not to create any infrastructure which may be used for warlike purposes. Russia views any aggressive moves in this territory as a violation of this Treaty and a dangerous provocation which could result in deploying military capabilities in the Arctic.
Oslo and its allies have also irresponsibly ignored international law in their efforts to make the archipelago part of the Ukraine conflict. According to Norwegian media, SvalSat, a satellite surveillance station located there, has been used to gather reconnaissance for US and Ukrainian intelligence agencies and the military for supporting combat action against Russia. This is how Spitsbergen is turning into a range for testing dual use products and technology under the guise of defending its sovereignty.

☝️As for us, we have been upholding in word and in deed our unwavering commitment to constructively working with Norway on the archipelago as per the 1920 Treaty. We are certain that the militarist rhetoric and steps by the Norwegian leadership run counter to the goal of ensuring stability and security in the Arctic.

🛳 Мурманский морской торговый порт принял последнее судно со Шпицбергена в 2024 году. Всего за уходящий год порт обработал 12 судов с углем, который добыли на архипелаге. Общий тоннаж переваленного груза составил 50,805 тысяч тонн.

Справка: Шпицберген - обширный полярный архипелаг в Северном Ледовитом океане.

🏗 Добыча угля на Шпицбергене осуществляется ФГУП «Государственный трест «Арктикуголь» Министерства Российской Федерации по развитию Дальнего Востока и Арктики.

🏗 Ежегодная добыча угля ограничена решением Правительственной комиссии по обеспечению российского присутствия на архипелаге Шпицберген до 120 тысяч тонн. Уголь используется для нужд посёлка Баренцбург и поставляется в страны Европы и Азии.
