🎙 Russia's President Vladimir Putin’s opening remarks at a meeting of the Council of Heads of State of the Commonwealth of Independent States (Dushanbe, October 10, 2025)
💬 President Putin: For over three decades the Commonwealth of Independent States has firmly established itself as an influential regional and integration association. But most importantly, we have managed to do more than just maintain a platform for dialogue; we have developed a common market and a shared humanitarian space.
I believe it is profoundly important for the citizens of our states that we have preserved this foundation. We are not only preserving the economic, social, and cultural ties that were forged over our many years as one state, but we are also building upon them, creating a new framework for our partnership. And I believe we have succeeded in this.
In terms of our economic cooperation, I can add to the figures just cited by President Tokayev regarding Kazakhstan. Russia’s trade with CIS countries grew by 7 percent in 2024 alone, reaching $112 billion.
Furthermore, the structure of this trade is consistently improving – a point of high importance. The emphasis is shifting towards a growing segment of high value-added products. So, I will reiterate: our trade is indeed improving from year to year.
Our countries are creating a stable financial infrastructure that is independent of outside influences.
👉 Today, practically all mutual settlements are carried out in national currencies. In the first six months of 2025, their share in commercial transactions between CIS member states amounted to 96%.
However, this does not mean that we are refusing to use other payment instruments and currencies. It is just that this enhances our independence and sovereignty. This is an obvious thing, in the present-day world in particular. This makes it possible to expand commodity exchanges, make reciprocal investments, and develop our own capital market regardless of the international economic situation.
<...>
Import substitution efforts are actively progressing within the CIS. However, as we now recognise in Russia – and I believe this applies to all of us – the goal is not merely to replace something, but to take the lead in certain fields. And not on the periphery of development, but in its key areas. We undoubtedly have the potential to achieve this, there is no doubt about it.
<...>
An important area of cooperation among the Commonwealth states is the joint fight against terrorism, extremism and corruption. We are making every effort to strengthen collaboration across a broad range of fields, and therefore fully support the documents being adopted today:
• an action plan on counterterrorism,
• a set of joint measures to protect external borders,
• an updated concept for military cooperation,
• a statement on combatting transnational crime,
• initiatives to counter money laundering obtained by criminal means, and steps to enhance energy security.
<...>
In 2025, we have all gone to great lengths to mark the 80th Anniversary of Victory in the Great Patriotic War, and almost all our colleagues have already mentioned this in their remarks. I would like to thank the CIS leaders who came to Moscow on May 9. It is symbolic that army units from CIS countries joined the Russian military to march through Red Square during the Victory Day parade. For that, you also have my gratitude and recognition. <...>
We have been coordinating our foreign policy efforts too and compare notes on a continuous basis. This is important considering the way the international environment has been evolving. In this context, we believe that the joint statement on 80 years since the UN’s establishment is quite timely. It will be submitted for approval to the Council today.
By the same token, just as many of those present here today, we support efforts to forge closer contacts between the CIS and the Shanghai Cooperation Organisation, as per the draft decision to grant the #SCO observer status within the #CIS. <...>

🎙 Excerpt from Russia's President Vladimir Putin's answers to media questions at the news conference on the outcomes of his three-day visit to the Republic of Tajikistan. (October 10, 2025)
❓ Question: Two major international summits have been held – the CIS summit and the Russia – Central Asia summit yesterday. How successful are they?
💬 Vladimir Putin: Some time ago, when the Soviet Union ceased to exist, the establishment of the #CIS was announced. I believe that an overwhelming majority of our countries’ citizens did not have a very clear idea of what was going on – they believed that the CIS had replaced the Soviet Union. They believed that, in essence, very little would change. In reality, everything changed drastically.
Unfortunately, the citizens of our countries were not informed in detail about the changes underway. But we are living in conditions that have evolved historically. Apart from living in these conditions, we should see how we can improve this vast region, how to move forwards and what should be done so as not to lose competitive advantages that emerged following the establishment on the territory of the former Soviet Union of common logistics, common industrial cooperation projects, and a common cultural code, despite the cultural diversity of the Soviet Union’s nations. The CIS is called on to preserve all this.
It became obvious at a certain stage that the level of intra-CIS collaboration was not enough for addressing current complicated economic issues. For this reason, on the initiative of Kazakhstan and its President, Nursultan Nazarbayev, another association emerged – the EAEU, where its members are working within the framework of more profound cooperation between countries that deemed it possible, expedient and advisable to establish this association.
☝️But the CIS is not losing its significance; it essentially aims to maintain this common space, including its cultural and humanitarian aspects.
Regardless of the scale of cultural differences between the most diverse nations of the former Soviet Union, Soviet people had their own common and distinctive moral code, which is very significant. The CIS is called on to preserve the heritage of the Soviet Union, and it is accomplishing this objective rather successfully.
People-to-people contacts remain robust. Again, we are committed to preserving a seamless transport space, which is of paramount importance.
🇷🇺 We actively support the Russian language as a language of interethnic communication. This is a fundamental element in uniting our efforts and preserving the competitive advantages that I mentioned earlier.
This collaborative spirit extends to addressing security challenges and combating the most dangerous types of crime, such as drug trafficking. If you examine the package of documents we adopted and signed today, you will see that it speaks directly to these priorities.
❗️ Ultimately, the preservation and strengthening of our unity is crucial for our shared future.
The situation in the Central Asian countries follows a similar logic, albeit with local specificities. We all recognise the region’s rich ethnic diversity. The further, the more each nation is developing based on its own foundation – its own economy, its own cultural code, its own traditions. Russia is developing in the same way. This makes it all the more important that we do not drift too far apart. We must maintain our shared conviction that something unites us – a great deal actually – because that is the reality.
<...>
Our shared history is an important unifying force. Today, we have discussed the common Victory over Nazism – a shared legacy and a source of pride for all our nations. We will talk more about it in our ongoing meetings. That is, while we are connected by the past and the present, we must constantly seek and build upon the things that will unite us in the future.
This format has been designed precisely to give special focus to this track of our foreign policy.

🎙 Statement by Russia's Foreign Minister Sergey Lavrov during a meeting with representatives of Arab media (Moscow, October 13, 2025)
Key talking points:
• We sincerely wish success to today’s event — the summit in Sharm El Sheikh, which brings together representatives from over 20 Arab countries as well as a number of Western states. We hope that all the agreements reached will be implemented. At the same time, we hear statements from both Hamas and Tel Aviv indicating that the situation is not yet fully resolved and that the crisis could flare up again.
• It is important that those who initiated the summit, first and foremost President Donald Trump, supported by the President of Egypt, as well as the leadership of Qatar and Türkiye, prevent such scenarios and focus on the urgent need for a ceasefire, adherence to the agreed-upon line for the withdrawal of Israeli troops from the Gaza Strip, the delivery of humanitarian aid, and the restoration of this beautiful part of the world, which has perhaps suffered more than any other territory in the postwar years.
• A long-term settlement is only possible through the implementation of UN resolutions calling for the establishment of a Palestinian state. We have taken note that President Trump’s peace plan mentions only the Gaza Strip. Statehood is referenced, but in very general terms. These approaches must be clearly defined, including the future of the West Bank, since the UN resolutions call for the creation of a single and territorially integral Palestinian state within the 1967 borders.
• Our relations with our Arab friends are steadily developing. The League of Arab States has proven itself and continues to strengthen its role as one of the pillars of the emerging multipolar world. It participates actively and authoritatively in global affairs — in the economy, in finance, and increasingly contributes to resolving both regional and broader political issues. Our trade turnover with the League’s member states is growing and has already exceeded $34 billion.
• Our cooperation extends far beyond the energy and oil-and-gas sectors. We interact within the frameworks of OPEC+ and the Gas Exporting Countries Forum, amongst others. A growing number of states in the region are expressing interest in our expertise in nuclear technologies, nuclear energy and non-energy applications of nuclear power. A flagship project is the construction of Egypt’s first nuclear power plant, El Dabaa.
• Thousands of students from the League’s member countries have received education in Russia and continue to study here under annual government scholarship quotas provided by the Russian Federation. Tourism is also growing bilaterally.
• Major cultural initiatives are being implemented to promote the achievements of our nations. The “Russian Seasons” have been well received in several countries, especially in the Gulf, and this experience is in demand in other regions as well.
• We were pleased to see the participation of representatives from Arab countries in the Intervision International Song Contest. Performers from Saudi Arabia, Qatar, the United Arab Emirates and Egypt took part in this celebration of music, which was held on September 20, 2025, and was well received.
• Over the past two decades, we have gained valuable experience, which has allowed us to carry forward the best elements of our relations from the Soviet era. Let me remind you that the Soviet Union was the first country to recognise the independence of what is now the Kingdom of Saudi Arabia.
• Not everyone approves of the partnership between Russia and the Arab world. There are those who still want to play colonial or neo-colonial games — to “divide and rule.” Nevertheless, the prevailing trend is the development of mutually beneficial relations based on mutual respect, consideration of each other's interests, and the construction of a stable balance of interests.

The Kiev neo-Nazi regime continues to attack Russian civilian targets, terrorising the peaceful population.
Over the past week, 70 people became victims of Ukrainian artillery shelling and UAV strikes, of whom 12 died, including 1 child, and 59 were wounded, including 5 minors.
#UkraineCrisis #EU
The European Union continues its attempts to find additional resources to keep the Zelensky regime afloat. This task was one of the central issues on the agenda of the informal EU summit held on 1 October in Copenhagen. Brussels intends to solve this by using frozen Russian sovereign assets. According to the European Commission's plan, funds amounting to 140 billion euros are to be allocated to Bankovaya street as an interest-free loan, which it is unlikely to ever repay.
Maintaining the Zelensky regime is becoming increasingly expensive for Brussels; money is becoming scarcer, and there are no new sources. Therefore, European officials are trying so unceremoniously to appropriate Russian funds.
#KievRegime #terrorism #Africa
New evidence continues to emerge of the Zelensky regime's support for terrorist groups in the Sahara-Sahel region of Africa.
The security apparatus of the Libyan Government of National Unity, with British mediation, has established cooperation with Ukrainian militants, including Kiev's supply of attack UAVs and training activities conducted by instructors from the Main Intelligence Directorate of the Ministry of Defence of Ukraine. There are facts confirming the cooperation of the Libyan Government of National Unity with Ukrainians in organising and supporting terrorist operations in Sahel countries, including Niger.
On 1 October, Sudanese military intelligence colonel Fatah al-Sayyid reported that Ukrainian and Colombian mercenaries, who fought on the side of the rebel Rapid Support Forces of Sudan, suffered heavy losses in battles in the western part of the country. It is known that they used Ukrainian-made drones.
All this criminal activity is coupled with the mass illegal sale of Western weapons and ammunition by the Armed Forces of Ukraine. Their presence in terrorist formations is recorded in Burkina Faso, the Democratic Republic of Congo, Mali, Niger, Sudan, Somalia, Syria, the Central African Republic and Chad.
#Russia #UN
On October 1, Russia assumed the monthly presidency of the UN Security Council, one of the principal organs of the United Nations. According to the UN Charter, the Security Council bears the primary responsibility for maintaining international peace and security.
As a permanent member of the UN Security Council and a responsible participant in the international community, Russia will, as tradition dictates, make every effort to ensure the coordinated and efficient functioning of the Security Council. It is committed to promoting a constructive and unifying agenda, guiding colleagues toward finding common ground while carefully considering the approaches of all interested parties.

🎙 Commentary by Aide to the President of Russia Yury Ushakov following a telephone conversation between Vladimir Putin and President of the United States Donald Trump (October 16, 2025)
💬 Yury Ushakov: Today in the afternoon, Vladimir Putin had a telephone conversation, the eighth one, with US President Donald Trump.
The conversation lasted almost two and a half hours. Clearly, it was a rather substantive and at the same time very open and frank exchange.
Our President started out by congratulating Donald Trump on his successful efforts to normalise the situation in the #GazaStrip. The US President’s peace work has been duly appreciated in the #MiddleEast, in the United States itself, and in most countries around the world.
Naturally, the Russian Side outlined its principled position in favour of a comprehensive Middle East settlement on a generally recognised international legal basis that would ensure lasting peace for all the peoples in that region.
A special emphasis during the conversation was placed on the #UkraineCrisis.
❗️ Vladimir Putin provided a detailed assessment of the current situation, stressing Russia’s interest in achieving a peaceful resolution through political and diplomatic methods.
In particular, it was noted that during the special military operation, the Russian Armed Forces hold full strategic initiative along the entire line of contact. Under these circumstances, the Kiev regime resorts to terrorist methods, attacking civilian targets and energy infrastructure facilities, to which we are forced to respond accordingly.
***
Donald Trump repeatedly emphasised the imperative of establishing peace in Ukraine at the earliest opportunity. The notion that the Russian-Ukrainian conflict has proven the most intractable issue in all peacekeeping efforts of the US President was palpably evident throughout his remarks during the conversation. In this context, he naturally mentioned his successes in settling eight other regional conflicts.
It is noteworthy that one of the US President’s key arguments centred on the premise that the resolution of the conflict in Ukraine would open up tremendous — and he stressed this — tremendous prospects for the development of US-Russian economic cooperation.
Incidentally, both Sides spoke of the profound mutual affinity between the peoples of the two countries, which was so vividly demonstrated during #WWII. It was underscored that the current state of bilateral relations appears paradoxical against this backdrop.
The issue of potential supplies of long-range Tomahawk cruise missiles to Ukraine was also raised. Vladimir Putin reiterated his position that Tomahawks would not change the situation on the battlefield but would inflict substantial damage to relations between our countries, to say nothing of the prospects for a peaceful settlement.
In this context, it is worthy of note that the Presidents discussed the possibility of holding another personal meeting. This is indeed a very significant development. It was agreed that representatives of both countries would immediately begin preparations for the Summit, which could potentially be organised in Budapest, for instance.
On a separate note, it should be mentioned that our President highly praised personal efforts of the First Lady of the United States Melania Trump in reuniting Russian and Ukrainian children with their families and asked the US President to convey his very best wishes to his spouse.
Overall, I would say that the telephone contact between the Presidents of Russia and the United States was quite useful, and the two Leaders agreed to maintain contact.

⚡️ Statement of the State Duma of the Federal Assembly of the Russian Federation on the unacceptability of the discriminatory policy of Latvia against Russian citizens
✍️ Members of the State Duma of the Federal Assembly of the Russian Federation strongly condemn the latest wave of discrimination by the Latvian authorities against citizens of the Russian Federation permanently residing in Latvia.
The current situation has arisen as a result of amendments to the Immigration Law adopted by the Saeima of the Republic of Latvia in 2022 and 2023. In line with Nazi-like practices, these amendments revoke the residence permits of 841 Russian citizens who failed to pass ‘filtering procedures’, namely, a state language exam and the so-called loyalty questionnaire, and all of them are now subject to deportation.
☝️ We are truly outraged of the demand in this questionnaire that individuals express agreement with Latvia’s policy of demolishing monuments to Soviet heroes who defeated Nazi Germany.
The Advisory Committee of the Framework Convention for the Protection of National Minorities has repeatedly expressed concern over these amendments. Special attention has been drawn to the issue of family separation and the disproportionate, insurmountable burden imposed on national minorities in Latvia without consideration of individual circumstances of the affected persons.
This inhumane tightening of requirements has primarily impacted the Russian national minority, especially elderly individuals who, for objective reasons, are unable to undergo these humiliating procedures. Latvian authorities, in their rabid Russophobia, have gone so far as to demand knowledge of the national language even from the deaf, mute and blind. There are confirmed cases of several elderly individuals dying during the examination process intended to review residence permits, as well as cases of suicide among those who failed the test.
The Russian Federation consistently pursues a policy of protecting and defending the interests of its compatriots.
❗️ The egregious violations of the fundamental rights and freedoms of the Russian-speaking population in Latvia will not go unnoticed, and all necessary support will be provided to deported Russian citizens upon their return to their historical homeland.
Rejecting discrimination on the basis of language, race, national or ethnic origin, political or other beliefs, the members of the State Duma call on the reasonable segment of the international community to condemn the neo-Nazi policies of the Latvian leadership and to unite efforts in combating violations of fundamental human rights and freedoms, as well as all forms of chauvinism, xenophobia and related intolerance.

🎙 Statement by Director of the Russia's Foreign Ministry’s Department of International Organisations Kirill Logvinov at the Ministerial Meeting of the Non-Aligned Movement (Kampala, 16 October 2025)
Read in full
💬 Kirill Logvinov: Mr. Chair, Honorable ministers, Excellencies,
❗️ Our meeting takes place against the backdrop of complex crises that threaten development and security. Terrorism, climate change, food insecurity, geopolitical tensions and regional conflicts have weakened the fundamental pillars of multilateralism.
In these circumstances the Non-Alignment Movement (#NAM) is becoming a platform for an inclusive and constructive dialogue. The strength of the NAM is determined by collective expression of commitment to the goals and principles of the UN Charter in their entirety and interrelation, recognition of the central coordinating role of the UN and sovereign equality of States.
This December marks the 65th anniversary of the General Assembly’s historic resolution 1514 and the Declaration on the Granting of Independence to Colonial Countries and Peoples. The decolonization process, championed by the Soviet Union, was a direct consequence of realizing the right of nations to self-determination.
Regrettably, colonialism in modern forms remains one of the most serious challenges to the realization of the purposes and principles of the UN Charter. New and increasingly sophisticated neocolonial practices are in place.
In this context, the Group of Friends in Defense of the UN Charter has developed the ideas of the UNGA Resolution 79/115 "Eradication of Colonialism in all its Forms and Manifestations" adopted on December 4, 2024. As a result a new draft resolution was submitted to the UNGA Fourth Committee. It’s called "International Day against Colonialism in All Its Forms and Manifestations".
The document is scheduled to be adopted by the Fourth Committee today, October 16, New York time. There are still few more hours to instruct your esteemed delegations to vote in favor of the document. We encourage you to do so.
Establishing December 14 as the International Day against Colonialism will have a special symbolic meaning and significant practical outcome anchoring the anti-colonial discussion to the agenda of the UNGA.
The Group of Friends in Defense of the UN Charter is playing an ever-growing role in support of formation of a fair multipolar world order with the UN Charter at its core. We are committed to prove that if used properly the UN can regain its status of the universal dialogue platform to address common challenges of the humanity rather than to serve the interests of the Golden Billion. The Group is open for those who share these aspirations.
Russia and the NAM are tied by relations partnership and mutual respect. Being an observer in the Movement, our country aims at maintaining the aspiration of its member states to conduct independent foreign policy, encouraging measures to counteract the illegal coercive practices or interfere into internal affairs, ensuring the sovereign equality of states, defending the principles of the UN Charter as well as expanding the set of joint mutually beneficial initiatives at the UN.
☝️ The period of total Western dominance in global affairs is coming to its end.
The neocolonial world which was built on the monopoly of the Western minority is becoming redundant. We all have responsibility to change the world for the better and to make it truly equal and fair. In this context the positive potential of the NAM is especially in demand.
I would like to express profound gratitude to Ugandan chairmanship for organizing Ministerial conference and most importantly congratulate H.E. Yoweri Kaguta Museveni, President of the Republic of Uganda and the people of Uganda on the occasion of the Independence Day celebrated on October 9.

🎙 Address by Russian President Vladimir Putin at the Plenary Session of the International Forum “Russian Energy Week” (Moscow, October 16, 2025)
Main Theme of the 2025 Forum – “Building the Energy of the Future Together”.
Key points:
• Many European countries have stopped purchasing Russian energy resources under political pressure. I have already noted the consequences of such a refusal for the Western countries themselves and for their economic and industrial potential. <...> According to Eurostat, industrial output in the eurozone in July of this year was 1.2% below 2021 levels. The decline in industrial production continues even in what is called the “locomotive” of the European economy – Germany – where in July output fell by 6.6% compared to the 2021 average.
• The point is not the problems of Europeans but rather the global energy market as a whole, where, as I have said, an objective reconfiguration of supply chains is underway – with energy logistics shifting toward the Global South, the dynamic economies of the Asia-Pacific region, Africa, and Latin America, along more reliable routes and through new hubs and ports that reflect both current and future demand.
• Demand, of course, continues to grow – the global economy expands year after year, despite all challenges. Growth rates vary, but they remain positive, and so does demand. According to estimates, global oil demand this year will reach 104.5 million barrels per day – over one million more than last year.
• Russia remains one of the world’s leading oil producers – despite the use of unfair competition mechanisms against us. We account for about 10% of global output, and by the end of the year, oil production in our country is expected to reach 510 million tons.
• Russia continues its cooperation within OPEC+. Acting on the basis of mutual interests, we and our partners are fulfilling our commitments to balance the global oil market. I would like to emphasize that this is done not only in the interests of producers but also of consumers.
• The EU’s demarche only accelerated the redirection of our supplies toward more promising and responsible buyers – countries that understand their interests and act rationally, guided by their national priorities.
• The Russian energy system is one of the largest in the world. Our generating facilities have a total installed capacity of nearly 270 gigawatts, and this vast complex operates reliably and efficiently.
• Russia’s energy balance is among the “greenest” in the world. The overwhelming share of electricity in our country – namely 87% – is generated with minimal or zero carbon footprint, including from gas, nuclear, renewable, and hydropower sources.
❗️ Russia intends to further strengthen its position as a global energy leader and develop partnerships to build a fair and sustainable model of global energy in the interests of future generations.
