🎙 Commentary by Aide to the President of Russia Yury Ushakov following a telephone conversation between Vladimir Putin and President of the United States Donald Trump (October 16, 2025)
💬 Yury Ushakov: Today in the afternoon, Vladimir Putin had a telephone conversation, the eighth one, with US President Donald Trump.
The conversation lasted almost two and a half hours. Clearly, it was a rather substantive and at the same time very open and frank exchange.
Our President started out by congratulating Donald Trump on his successful efforts to normalise the situation in the #GazaStrip. The US President’s peace work has been duly appreciated in the #MiddleEast, in the United States itself, and in most countries around the world.
Naturally, the Russian Side outlined its principled position in favour of a comprehensive Middle East settlement on a generally recognised international legal basis that would ensure lasting peace for all the peoples in that region.
A special emphasis during the conversation was placed on the #UkraineCrisis.
❗️ Vladimir Putin provided a detailed assessment of the current situation, stressing Russia’s interest in achieving a peaceful resolution through political and diplomatic methods.
In particular, it was noted that during the special military operation, the Russian Armed Forces hold full strategic initiative along the entire line of contact. Under these circumstances, the Kiev regime resorts to terrorist methods, attacking civilian targets and energy infrastructure facilities, to which we are forced to respond accordingly.

Donald Trump repeatedly emphasised the imperative of establishing peace in Ukraine at the earliest opportunity. The notion that the Russian-Ukrainian conflict has proven the most intractable issue in all peacekeeping efforts of the US President was palpably evident throughout his remarks during the conversation. In this context, he naturally mentioned his successes in settling eight other regional conflicts.
It is noteworthy that one of the US President’s key arguments centred on the premise that the resolution of the conflict in Ukraine would open up tremendous — and he stressed this — tremendous prospects for the development of US-Russian economic cooperation.
Incidentally, both Sides spoke of the profound mutual affinity between the peoples of the two countries, which was so vividly demonstrated during #WWII. It was underscored that the current state of bilateral relations appears paradoxical against this backdrop.
The issue of potential supplies of long-range Tomahawk cruise missiles to Ukraine was also raised. Vladimir Putin reiterated his position that Tomahawks would not change the situation on the battlefield but would inflict substantial damage to relations between our countries, to say nothing of the prospects for a peaceful settlement.
In this context, it is worthy of note that the Presidents discussed the possibility of holding another personal meeting. This is indeed a very significant development. It was agreed that representatives of both countries would immediately begin preparations for the Summit, which could potentially be organised in Budapest, for instance.
On a separate note, it should be mentioned that our President highly praised personal efforts of the First Lady of the United States Melania Trump in reuniting Russian and Ukrainian children with their families and asked the US President to convey his very best wishes to his spouse.
Overall, I would say that the telephone contact between the Presidents of Russia and the United States was quite useful, and the two Leaders agreed to maintain contact.

⚡️ Statement of the State Duma of the Federal Assembly of the Russian Federation on the unacceptability of the discriminatory policy of Latvia against Russian citizens
✍️ Members of the State Duma of the Federal Assembly of the Russian Federation strongly condemn the latest wave of discrimination by the Latvian authorities against citizens of the Russian Federation permanently residing in Latvia.
The current situation has arisen as a result of amendments to the Immigration Law adopted by the Saeima of the Republic of Latvia in 2022 and 2023. In line with Nazi-like practices, these amendments revoke the residence permits of 841 Russian citizens who failed to pass ‘filtering procedures’, namely, a state language exam and the so-called loyalty questionnaire, and all of them are now subject to deportation.
☝️ We are truly outraged of the demand in this questionnaire that individuals express agreement with Latvia’s policy of demolishing monuments to Soviet heroes who defeated Nazi Germany.
The Advisory Committee of the Framework Convention for the Protection of National Minorities has repeatedly expressed concern over these amendments. Special attention has been drawn to the issue of family separation and the disproportionate, insurmountable burden imposed on national minorities in Latvia without consideration of individual circumstances of the affected persons.
This inhumane tightening of requirements has primarily impacted the Russian national minority, especially elderly individuals who, for objective reasons, are unable to undergo these humiliating procedures. Latvian authorities, in their rabid Russophobia, have gone so far as to demand knowledge of the national language even from the deaf, mute and blind. There are confirmed cases of several elderly individuals dying during the examination process intended to review residence permits, as well as cases of suicide among those who failed the test.
The Russian Federation consistently pursues a policy of protecting and defending the interests of its compatriots.
❗️ The egregious violations of the fundamental rights and freedoms of the Russian-speaking population in Latvia will not go unnoticed, and all necessary support will be provided to deported Russian citizens upon their return to their historical homeland.
Rejecting discrimination on the basis of language, race, national or ethnic origin, political or other beliefs, the members of the State Duma call on the reasonable segment of the international community to condemn the neo-Nazi policies of the Latvian leadership and to unite efforts in combating violations of fundamental human rights and freedoms, as well as all forms of chauvinism, xenophobia and related intolerance.

💬 Kirill Logvinov: Mr. Chair, Honorable ministers, Excellencies,
❗️ Our meeting takes place against the backdrop of complex crises that threaten development and security. Terrorism, climate change, food insecurity, geopolitical tensions and regional conflicts have weakened the fundamental pillars of multilateralism.
In these circumstances the Non-Alignment Movement (#NAM) is becoming a platform for an inclusive and constructive dialogue. The strength of the NAM is determined by collective expression of commitment to the goals and principles of the UN Charter in their entirety and interrelation, recognition of the central coordinating role of the UN and sovereign equality of States.
This December marks the 65th anniversary of the General Assembly’s historic resolution 1514 and the Declaration on the Granting of Independence to Colonial Countries and Peoples. The decolonization process, championed by the Soviet Union, was a direct consequence of realizing the right of nations to self-determination.
Regrettably, colonialism in modern forms remains one of the most serious challenges to the realization of the purposes and principles of the UN Charter. New and increasingly sophisticated neocolonial practices are in place.
In this context, the Group of Friends in Defense of the UN Charter has developed the ideas of the UNGA Resolution 79/115 "Eradication of Colonialism in all its Forms and Manifestations" adopted on December 4, 2024. As a result a new draft resolution was submitted to the UNGA Fourth Committee. It’s called "International Day against Colonialism in All Its Forms and Manifestations".
The document is scheduled to be adopted by the Fourth Committee today, October 16, New York time. There are still few more hours to instruct your esteemed delegations to vote in favor of the document. We encourage you to do so.
Establishing December 14 as the International Day against Colonialism will have a special symbolic meaning and significant practical outcome anchoring the anti-colonial discussion to the agenda of the UNGA.
The Group of Friends in Defense of the UN Charter is playing an ever-growing role in support of formation of a fair multipolar world order with the UN Charter at its core. We are committed to prove that if used properly the UN can regain its status of the universal dialogue platform to address common challenges of the humanity rather than to serve the interests of the Golden Billion. The Group is open for those who share these aspirations.
Russia and the NAM are tied by relations partnership and mutual respect. Being an observer in the Movement, our country aims at maintaining the aspiration of its member states to conduct independent foreign policy, encouraging measures to counteract the illegal coercive practices or interfere into internal affairs, ensuring the sovereign equality of states, defending the principles of the UN Charter as well as expanding the set of joint mutually beneficial initiatives at the UN.
☝️ The period of total Western dominance in global affairs is coming to its end.
The neocolonial world which was built on the monopoly of the Western minority is becoming redundant. We all have responsibility to change the world for the better and to make it truly equal and fair. In this context the positive potential of the NAM is especially in demand.
I would like to express profound gratitude to Ugandan chairmanship for organizing Ministerial conference and most importantly congratulate H.E. Yoweri Kaguta Museveni, President of the Republic of Uganda and the people of Uganda on the occasion of the Independence Day celebrated on October 9.

🎙 Address by Russian President Vladimir Putin at the Plenary Session of the International Forum “Russian Energy Week” (Moscow, October 16, 2025)
Main Theme of the 2025 Forum – “Building the Energy of the Future Together”.
Key points:
• Many European countries have stopped purchasing Russian energy resources under political pressure. I have already noted the consequences of such a refusal for the Western countries themselves and for their economic and industrial potential. <...> According to Eurostat, industrial output in the eurozone in July of this year was 1.2% below 2021 levels. The decline in industrial production continues even in what is called the “locomotive” of the European economy – Germany – where in July output fell by 6.6% compared to the 2021 average.
• The point is not the problems of Europeans but rather the global energy market as a whole, where, as I have said, an objective reconfiguration of supply chains is underway – with energy logistics shifting toward the Global South, the dynamic economies of the Asia-Pacific region, Africa, and Latin America, along more reliable routes and through new hubs and ports that reflect both current and future demand.
• Demand, of course, continues to grow – the global economy expands year after year, despite all challenges. Growth rates vary, but they remain positive, and so does demand. According to estimates, global oil demand this year will reach 104.5 million barrels per day – over one million more than last year.
• Russia remains one of the world’s leading oil producers – despite the use of unfair competition mechanisms against us. We account for about 10% of global output, and by the end of the year, oil production in our country is expected to reach 510 million tons.
• Russia continues its cooperation within OPEC+. Acting on the basis of mutual interests, we and our partners are fulfilling our commitments to balance the global oil market. I would like to emphasize that this is done not only in the interests of producers but also of consumers.
• The EU’s demarche only accelerated the redirection of our supplies toward more promising and responsible buyers – countries that understand their interests and act rationally, guided by their national priorities.
• The Russian energy system is one of the largest in the world. Our generating facilities have a total installed capacity of nearly 270 gigawatts, and this vast complex operates reliably and efficiently.
• Russia’s energy balance is among the “greenest” in the world. The overwhelming share of electricity in our country – namely 87% – is generated with minimal or zero carbon footprint, including from gas, nuclear, renewable, and hydropower sources.
❗️ Russia intends to further strengthen its position as a global energy leader and develop partnerships to build a fair and sustainable model of global energy in the interests of future generations.

🎙 Statement by Head of the Russian Delegation to the Vienna Negotiations on Military Security and Arms Control Yulia Zhdanova at the 1117th Plenary Meeting of the OSCE Forum for Security Cooperation (October 15, 2025)
Resilience through Comprehensive Security
Key talking points
• A massive campaign is gathering momentum to prepare European peoples for a direct military confrontation with our country. NATO Secretary General Mark Rutte has said that “Russia could be ready to use military force against NATO within five years.”
They see cyberattacks, disinformation, propaganda and crowd manipulation everywhere. No proof has been provided for any of the accusations against us. When it turns out that Russia was not to blame, nobody thinks of apologising for the lies and slander. Yet preparations for crisis situations are based on these imaginary threats.
Europeans are being deliberately misled and indoctrinated to prevent people from taking a critical look at the EU and NATO’s policy of militarising the continent and increasing military spending to the detriment of solving socioeconomic problems.
• This preconfigured virtual reality, into which European societies are immersed, is not only shaped through the introduction of the notion of radical liberal values but also through Russophobia, the rewriting of history, and cancel culture. <...> In the West, information space has been cleansed of any alternative opinions. Attempts by individual politicians and active citizens to criticise the authorities quickly lead to their stigmatisation.
❌ They have banned a number of Russian media outlets and blocked access to many Russian information resources. This is part of Western reality where military resilience of states is being reinforced through total disinformation of the population.
• The global information space and the introduction of AI technology offer unlimited opportunities to Western intelligence services to use various elements of social engineering to purposefully influence public consciousness as a whole. The Euro-Atlantic elites are doing this to create controlled chaos, which they are using to destabilise the key regions of the world by setting “disobedient” states against each other with the aim of creating Western controlled operational and tactical coalitions around them.
We could see this scenario enacted in Ukraine, where the West worked for decades to build up anti-Russia forces through the networks it controls. And then the criminal regime, which it brought to power through a bloody state coup in February 2014, launched a civil war.
• While the “collective West” lacks maturity and courage to be on the right side of history, other nations – the Global Majority – are building their future. Working together with our friends in the #EAEU, #CIS, #CSTO, #SCO and #BRICS, we will continue along the path of building a collective security architecture in Eurasia, which is not designed to prepare our societies for a war but to ensure their prosperity. I have no doubt that healthy forces in Western countries that are aware of risks to the international community will join this process increasingly more actively.

🗓 On October 16, the Fourth Committee of the UN General Assembly adopted a resolution — International Day against Colonialism in All Its Forms and Manifestations.It had been drafted by the Group of Friends in Defence of the Charter of the United Nations with Russia’s active contribution.
The document was co-authored by 23 nations, among them: Algiers, Angola, Botswana, Togo and the Republic of South Africa alongside members of the Group of Friends.
This date, December 14th, was a purposeful choice👇
It was on that day 65 years ago when, with the USSR’s decisive role, the historic UN Declaration on the Granting of Independence to Colonial Countries and Peoples was adopted. It was a crucial milestone for liberation of millions of people in the Global South from the oppression by the colonial powers and led to the emergence of dozens of sovereign states on the world map.
The current document is a follow-up to the UNGA Resolution 79/115 Eradication of Colonialism in All its Forma and Manifestations which was also adopted at the initiative of the Group of Friends in Defence of the UN Charter.
It puts the issue even more firmly on the UN agenda.
The timeliness of these efforts cannot be questioned as the humankind is now facing both remains of that shameful age as well as new manifestations of colonial practices. It impedes a full-fledged socioeconomic development and hinders the establishment of a just multipolar architecture.
An overwhelming support the resolution enjoys clearly confirms that it is much needed, it's constructive and unifying in character. The Group of Friends in Defence of the UN Charter is set to presently submit this document for discussion at the UN General Assembly plenary session.
🗓 On October 16, the Fourth Committee of the UN General Assembly adopted a resolution — International Day against Colonialism in All Its Forms and Manifestations.It had been drafted by the Group of Friends in Defence of the Charter of the United Nations with Russia’s active contribution.
The document was co-authored by 23 nations, among them: Algiers, Angola, Botswana, Togo and the Republic of South Africa alongside members of the Group of Friends.

🌐 The event brought together over 7'000 participants from 100 countries, including representatives of major companies, government agencies, international organisations, and leading experts in the fuel and energy sector. The theme of this year’s Forum was “Building the Energy of the Future Together”.
The plenary session, attended by Russia's President Vladimir Putin, reaffirmed that despite the unprecedented sanctions pressure Russian energy industry continues to demonstrate resilience, technological adaptability, and is entering a new investment cycle built on domestic potential and international partnerships.

❓В городе Будё на севере Норвегии открылся центр управления воздушными операциями НАТО. Это третий такой центр альянса - два других находятся в Германии и Испании. Несет ли создание данного объекта угрозу России? Пытаются ли в НАТО с его помощью контролировать судоходство и авиасообщение на Крайнем Севере?
💬 Ответ: Действительно, 10 октября в расположенном за Полярным кругом норвежском городе Будё (губерния Нурланд) был официально открыт Объединенный центр военно-воздушных операций НАТО (Combined Air Operations Centre, CAOC), который будет отвечать за наблюдение, «сдерживание» и при необходимости оборону в северо-западном секторе воздушного пространства альянса. Его размещение в северной Норвегии в Осло без обиняков объяснили стремлением укрепить военное присутствие НАТО в северных регионах страны на фоне роста международной напряженности и повышенного внимания к Арктике.
Со своей стороны, исходим из того, что интенсификация направленных против нашей страны военных приготовлений и провокационной деятельности НАТО на т.н. «северном фланге», безусловно, создает угрозы для национальной безопасности России.
Это, в свою очередь, совершенно точно не способствует укреплению безопасности НАТО и Норвегии, поскольку запускает дестабилизирующую цепную реакцию и повышает риски эскалации в Арктическом и Балтийском регионах. Ситуация усугубляется тем, что между Россией и Североатлантическим альянсом отсутствуют эффективные меры доверия и каналы коммуникации по военной линии, что существенно увеличивает вероятность опасных инцидентов.
❓Какие еще объекты НАТО готовятся к открытию в Норвегии? Есть ли опасность развертывания в стране постоянного контингента альянса?
💬 Ответ: К 2026 г. в н.п.Сёррейса в северонорвежской губернии Тромс планируется открыть тренировочный центр на 500 казарменных мест для отработки морских десантных операций НАТО в арктических условиях, прежде всего, для военнослужащих Великобритании, Нидерландов и США.
К 2029 г. на главной военно-морской базе Хоконсверн (г.Берген) появится совместный центр техобслуживания подлодок ВМС Норвегии и Германии.
Вашингтон и Осло строят на острове Андёйя (губерния Нурланд) «временную» спутниковую станцию для поддержки создаваемой США космической инфраструктуры Proliferated Warfighter Space Architecture.
В северной части Норвегии активно обновляется и расширяется военная инфраструктура для приема, переброски и размещения союзных подкреплений. В мае 2025 г. норвежское правительство объявило о решении «адаптировать» национальные руководящие принципы для иностранной военной деятельности в северной Норвегии с целью увеличения интенсивности совместных с НАТО учебно-тренировочных мероприятий на Севере, в т.ч. в трансграничном формате с Финляндией и Швецией.
По Дополнительному соглашению об оборонном сотрудничестве между Норвегией и США от 2021 г. (изменения внесены в 2024 г.), в Норвегии создано 12 т.н. «согласованных районов», которые американские ВС могут с весьма широкими полномочиями использовать в т.ч. в целях размещения сил и средств, заблаговременного хранения оборудования, предметов снабжения и техники, проведения тренировок и учений, техобслуживания и пр. Де-факто речь идет об американских базах в Норвегии. Кроме того, свои постоянные тренировочные лагеря на норвежской территории есть у британских и голландских морпехов.
Так что, несмотря на формальную приверженность Осло самоограничениям в части неразмещения в Норвегии иностранных военных баз, на практике силы и средства стран НАТО, прежде всего США, присутствуют здесь постоянно и во все большем количестве.

💬 Svar: Ja, 10. oktober ble Combined Air Operations Centre (CAOC) offisielt åpnet i den norske byen Bodø (Nordland fylke), som ligger over polarsirkelen. Senteret vil ha ansvar for overvåking, «avskrekkelse» og, om nødvendig, forsvar i den nordvestlige delen av alliansens luftrom. Plasseringen i Nord-Norge ble åpent forklart med ønsket om å styrke NATOs militære tilstedeværelse i de nordlige regionene av landet på bakgrunn av økende internasjonale spenninger og økt oppmerksomhet mot Arktis.
Fra vår side går vi ut fra at opptrappingen av NATOs militære forberedelser og provoserende aktiviteter mot vårt land på den såkalte «nordflanken» utvilsomt utgjør en trussel mot Russlands nasjonale sikkerhet.
Dette bidrar på sin side absolutt ikke til å styrke sikkerheten til NATO og Norge, da det utløser en destabiliserende kjedereaksjon og øker risikoen for eskalering i Arktis og Baltikum. 💬 Svar: Innen 2026 er det planlagt å åpne et treningssenter med 500 kaserneplasser i Sørreisa i Troms i Nord-Norge for å øve på NATO-maritime angrepsoperasjoner under arktiske forhold, primært for militært personell fra Storbritannia, Nederland og USA.
Innen 2029 skal det etableres et felles vedlikeholdssenter for norske og tyske marineubåter ved Sjøforsvarets hovudbase i Håkonsvern (Bergen).
Washington og Oslo bygger en «midlertidig» satellittstasjon på Andøya i fylke Nordland for å støtte den USA-ledede rominfrastrukturen Proliferated Warfighter Space Architecture.
I Nord-Norge oppgraderes og utvides militær infrastruktur for mottak, overføring og utplassering av allierte forsterkninger aktivt. I mai 2025 kunngjorde den norske regjeringen sin beslutning om å «tilpasse» nasjonale retningslinjer for utenlandske militære aktiviteter i Nord-Norge for å øke intensiteten av felles NATO-trenings- og øvelsesaktiviteter i nord, inkludert i et grenseoverskridende format med Finland og Sverige.
I henhold til tilleggsavtalen om forsvarssamarbeid mellom Norge og USA fra 2021 (endret i 2024) er det etablert 12 såkalte «omforente områder» i Norge, som det amerikanske forsvaret kan bruke med svært vide fullmakter, blant annet til utplassering av styrker og utstyr, forhåndslagring av utstyr, forsyninger og teknologi, trening og øvelser, vedlikehold osv. De facto er dette amerikanske baser i Norge. I tillegg har britiske og nederlandske marinesoldater egne permanente treningsleirer på norsk territorium.

Цель форума – создание эффективной площадки для диалога между государственными структурами, иностранными инвесторами, а также российским и международным бизнес-сообществом.
Центральным событием форума стала дискуссионная панель «Россия – миру. Укрепляя доверие, развивая глобальные связи», проведённая при поддержке Департамента государственного протокола МИД России.
Гостями сессии стали представители более 80 посольств, аккредитованных в Москве, в том числе порядка 50 послов и временных поверенных в делах дружественных стран.
Модераторами сессии выступили генеральный директор ТАСС А.О.Кондрашов и генеральный директор РЭЦ В.О.Никишина. В её работе приняли участие Председатель Правительства Российской Федерации М.В.Мишустин, Первый заместитель Председателя Правительства Российской Федерации Д.В.Мантуров, Министр промышленности и торговли России А.А.Алиханов, Министр экономического развития России М.Г.Решетников, , а также представители ведущих российских компаний.

Важно, что в условиях продолжающихся санкционных ограничений в отношении нашей страны спрос на продукцию, сделанную в России, сохраняется.
Идёт переориентация на более перспективные рынки Евразийского экономического союза, Содружества Независимых Государств, объединения БРИКС, Шанхайской организации сотрудничества. Усиливается взаимодействие с государствами Азии, Африки, Латинской Америки.
