🎙 Statement by President Vladimir Putin at the expanded meeting of the Collective Security Council of the CSTO (November 27, 2025, Bishkek)

A package of documents was signed following the Summit, including the Declaration of the Collective Security Council of the CSTO and a statement on combating drug trafficking.

💬 Vladimir Putin: From January 1, 2026 the #CSTO Chairmanship passes to Russia.

It will be held under the motto: “Collective security in a multipolar world: one goal – shared responsibility”. Russia will do everything necessary to preserve continuity in the key areas of the Organization’s work and to deepen cooperation among our states on the principles of genuine alliance, friendship and good-neighbourliness, mutual respect, support and consideration of each other’s interests.

Over the past decade, the Collective Security Treaty Organization has become an authoritative regional structure. The CSTO reliably guarantees security and stability across the Eurasian space, safeguarding the sovereignty and territorial integrity of its member states. In the context of rising geopolitical tensions, it is only logical that the promotion of the collective interests and initiatives of CSTO countries on the world stage should come to the forefront.

☝️ In this context, the Russian Side proposes convening in 2026, ahead of the CSTO Summit in Moscow, an international expert forum dedicated to building an architecture of equal and indivisible security in Eurasia. We plan to invite not only delegations of CSTO member states but also representatives of friendly countries, multilateral platforms and integration associations.

Russia will, of course, continue close cooperation with its allies on all issues of strengthening the CSTO’s military potential. Our main efforts will focus on enhancing combat readiness of national contingents and improving the command and control of Collective Forces. We propose launching a large-scale programme to equip the Collective Forces with modern Russian weapons and hardware that have proven their effectiveness in real combat conditions.

We plan to hold a series of joint exercises for military and special-service units. These include the next stages of regular exercises: Interaction, Echelon, and Search. We believe that the development of the Organization’s air component and air-defence system requires particular attention.

We expect to increase the effectiveness of the CSTO Coordinating Council on Biosafety, established at Russia’s initiative in 2021. We believe it would be useful to hear a report from its leadership on the current situation at one of our forthcoming meetings.

During the Chairmanship, we plan to start the joint drafting of a new CSTO Counter-Terrorism Strategy. We will continue to do everything necessary to resolutely combat extremism, and together with our partners we will work to identify and eliminate international terrorist groups and cells, and to cut off their financing channels.

Among the Organisation’s most important priorities I would also note information security. Russia intends to work closely with its allies to counter the spread of radical ideas among young people. We consider it necessary to adopt additional measures to protect our common information space from such threats.

We will certainly continue strengthening our cooperation in combating drug trafficking and will carry on with the anti-drug operation Channel, with the involvement of interested international partners.

👉 The next Session of the Collective Security Council will take place in Moscow on November 11, 2026.

Key talking points:

• Lately we’ve been witnessing a rising tide of criticism coming primarily from the western quarters about shyness, slowness and ineffectiveness of BRICS, even not rising to the occasion to respond to the current global challenges, direct negative outbursts coming from its opponents and some high quarters. The notion of “BRICS on a plateau today” reminded me of such allegations. There could be nothing further from the truth.

• By 2025, #BRICS has more than doubled in size, if we count partners – even quadrupled, transforming into a mature strategic partnership of like-minded nations united by a shared vision.

BRICS is in many ways a pioneering international phenomenon. BRICS has evolved since its inception – even underwent several stages of qualitative transformation. What began as an informal dialogue platform has become now a complex and multifaceted mechanism for interstate cooperation on an equal footing across a wide range of areas.

• The latest BRICS Summit in Rio reaffirmed our common commitment to further strengthening political coordination to facilitate the emergence of a new democratic, polycentric world order, where the interests of the World's Majority, Global South and East countries will be duly taken into account. We believe BRICS will continue to serve as a driving force for positive global change.

• All decisions within BRICS are made solely by consensus – and this is one of the key guarantees that the national interests of each state are protected and ensured.

• BRICS since its inception is based on three pillars of cooperation – policy and security, economics and finance, and humanitarian contacts – which year by year are filled with practical initiatives and, in a political sense, reflect common views on global processes, security, development, economic and financial, environment and health challenges, which BRICS does not shy away from.

• Our opponents' increased attention to BRICS is understandable. The grouping has transformed into a real force to be reckoned with. It has become an integral component of the new, changing world order.

BRICS is not a geopolitical bloc directed against anyone. It is not “anti-West”, but is genuinely “non-West” – a positive and inclusive platform. Our own open and broad-based agenda, grounded in constructive dialogue and cooperation, not confrontation, appears unsettling for them.

• The increasing interest in BRICS reflects a deep global demand for more inclusive, equal and representative cooperation, for a platform to voice and defend the priorities, core interests and concerns of the Global South and East.

• There is no sign of a growth plateau or stagnation within BRICS. Despite the diversity of political systems, cultural and civilizational backgrounds among its member states, nobody brings negative agendas into the group. On the contrary, all its members remain committed to constructive engagement, mutual respect and further cooperation, ensuring that the BRICS platform remains forward-looking and inclusive.

🎙 President Vladimir Putin’s answers to media questions following his state visit to Kyrgyzstan and the CSTO Summit (November 27, 2025, Bishkek)

Key points:

There were no draft treaties on Ukrainian crisis resolution, only a set of questions proposed for discussion and eventual formulation. Overall, as I have said many times, before my visit to the US, before the Alaska Summit, we discussed this with the American negotiators, and afterwards a list of 28 possible points of agreement appeared. And, as I have publicly stated, it was passed on to us through certain channels and we studied it.

• There are issues where we genuinely need to sit down and discuss specific points, translating everything into proper diplomatic language. After all, it is one thing to make a general statement that Russia has no intention of attacking Europe – which, frankly, sounds rather absurd to us, as we never had such intentions. But if our partners want to hear this formally, we can put it in writing – we have no objections.

• We are certainly ready for such serious discussions. Next week, an American delegation is expected to arrive in Moscow.

Who represents Russia in these talks is obvious – the Ministry of Foreign Affairs. From the Presidential Administration, Vladimir Medinsky, the Presidential Aide, is involved – he has dealt with this from the very beginning. For ongoing matters and to organize the whole process, my aide Yury Ushakov has also been engaged – he maintains contact with the American counterparts.

• Hostilities will cease once Ukrainian forces withdraw from the territories they currently occupy. If they refuse to do so, this outcome will be achieved by military means – plain and simple.

• Positive dynamics are being maintained across the entire frontline. Moreover, the pace of movement of our troops in all areas is noticeably increasing.

• The main problem for the adversary is that the gap is widening between their losses and the number of servicemen they are able to send to the line of contact. In October, their losses amounted to over 47 thousand. They connoscripted – in fact, forcibly – around 16.5 thousand people, and returned roughly 14.5 to 15 thousand from hospitals. But when you calculate everything precisely, including decimals, they still end up with a deficit of 15 thousand. In the previous month, the deficit was 10 thousand – meaning the gap is steadily widening.

Desertion in the Ukrainian armed forces is very high, and this is evident not only from our media or from the Defence Ministry’s reports – it is visible in Western media too. It is practically impossible to conceal.

• Hungary is a member of the EU, and therefore the Prime Minister of an EU country understands better how confiscation of Russian assets may affect the European currency. It is clear that it will have negative consequences for the global financial system, because trust in the eurozone will sharply decline and fall drastically. And against the backdrop of economic difficulties – where the locomotive of the European economy, Germany’s economy, has been in recession for the third year – this will certainly be a serious test, in my view.

Signing documents with the Ukrainian leadership is pointless. I have spoken about this many times. I believe the Ukrainian leadership made a fundamental strategic mistake when it did not find the courage to face elections, which immediately deprived the president of legitimacy. Russia, despite being in an armed conflict with Ukraine, has held all its elections – presidential, and more recently municipal and regional. We conduct these processes, whereas they chose not to for some reason.

We ultimately want to reach an agreement with Ukraine, but at present this is practically impossible – legally impossible. Let whoever can or wants to negotiate on their behalf do so.

What we need is for our decisions to be recognized internationally by the key global players.

🗓 С 26 по 28 ноября в Якутске состоялся VI Северный форум по устойчивому развитию (#СФУР), ежегодно проводимый международной неправительственной организацией Северный форум совместно с Правительством Республики Саха (Якутия) и Северо-Восточным федеральным университетом.

В ходе мероприятия представители российских регионов-членов Северного форума, бизнеса, эксперты из России, Бразилии, Дании, Индии, Камеруна, Китая, Монголии, Норвегии, США обсудили широкий круг вопросов арктической повестки дня.

Среди них перспективы международного взаимодействия, в том числе по раскрытию транспортно-логистического потенциала Северного морского пути, тематика устойчивого социально-экономического развития региона, сохранения природного наследия, культуры и традиционного образа жизни коренных народов.

В направленном организаторам и участникам форума приветствии Министра иностранных дел России С.В.Лаврова подчёркнуто неизменное стремление России к расширению взаимовыгодного и конструктивного сотрудничества в высоких широтах с заинтересованными зарубежными партнёрами, поддержанию мира и стабильности в Арктике.

Выступая на пленарной сессии СФУР, директор Департамента европейских проблем МИД России, старшее должностное лицо от России в Арктическом совете В.В.Масленников поделился оценками текущего состояния международных контактов в Арктике, отметил растущий интерес внерегиональных стран к профильному взаимодействию с Россией в Заполярье.

🎶 28 ноября Посольство России в Норвегии совместно с Трестом «Арктикуголь» провело Зимнюю музыкальную гостиную в историческом особняке Посольства в Осло в честь 100-летия одной из главных див русской культуры, прима-балерины Большого театра, балетмейстера и хореографа Майи Михайловны Плисецкой. Вечер был посвящен жизни и творчеству блестящей балерины.

Судьба Плисецкой была тесно связана с Арктикой, с суровой и далекой землей - архипелагом Шпицберген. Именно здесь, в шахтерском посёлке Баренцбург, в возрасте семи лет она впервые вышла на сцену в самодеятельной постановке оперы «Русалка».

В ходе вечера прозвучали музыкальные и поэтические произведения в исполнении Святослава Грабовского, Ольги Лоран, Веры Оникийчук и Екатерины Петровой. В знак уважения местному культурному наследию норвежские музыканты исполнили композиции на музыку Э.Грига.

Зимняя гостиная продолжает серию культурных мероприятий в Посольстве в лучших традициях российского гостеприимства.
