🇷🇺 The Constitution of the Russian Federation, the fundamental law of our country that has supreme juridical force, was adopted by a nationwide referendum on December 12, 1993.

Constitution Day is rightfully considered one of the most important state holidays in Russia.

The Constitution has the supreme legal force and direct effect, and applies throughout the entire territory of the country. It consists of a preamble, two sections, nine chapters, 141 articles, and nine paragraphs of transitional and concluding provisions.

The applicable Constitution opens with a Preamble, which reads as follows:
We, the multinational people of the Russian Federation, united by a common fate on our land, establishing human rights and freedoms, civic peace and accord, preserving the historically established state unity, proceeding from the universally recognised principles of equality and self-determination of peoples, revering the memory of ancestors who have conveyed to us the love for the Fatherland, belief in the good and justice, reviving the sovereign statehood of Russia and asserting the firmness of its democratic basic, striving to ensure the well-being and prosperity of Russia, proceeding from the responsibility for our Fatherland before the present and future generations, recognising ourselves as part of the world community, adopt the CONSTITUTION OF THE RUSSIAN FEDERATION.


In an era of global change, the Constitution remains a reliable guarantor of social stability, the protection of human and civil rights and freedoms, the preservation of natural and cultural heritage, the strengthening of the country’s integrity, and the assurance of its sustainable development. It reflects the core values of Russian society, namely, a strong family, patriotism, and the spiritual and cultural heritage of Russia’s peoples.

📖 The Copy No. 1 of the Constitution is kept in the Kremlin Library. When assuming office, the President of the Russian Federation takes the oath with his right hand placed on this copy of the Constitution.

Over its 32 years of existence, the Constitution has been amended several times. The latest amendments were adopted on October 4, 2022, when, following the outcomes of referendums, new regions - the Donetsk People’s Republic, the Lugansk People’s Republic, the Zaporozhye Region, and the Kherson Region - joined the Russian Federation. As a result, the total number of constituent entities of the Russian Federation increased from 85 to 89.

☝️ The Russian Foreign Ministry consistently follows the provisions of the Constitution in its work and, in cooperation with other government bodies, does everything possible to implement the objectives set forth in the Constitution.

Our country pursues sovereign foreign policy which relies on an understanding of Russia’s special role in maintaining global peace and security.

🗓 On December 9-10, St Petersburg hosted the 15th “Arctic: Present and Future” international Forum named after Arthur Chilingarov (polar explorer, a corresponding member of the Russian Academy of Sciences), an event held annually by the Association of Polar Explorers inter-regional public organisation.

The Forum was attended by delegations from regions of the Russian Federation’s Arctic zone, parliamentarians, representatives of related Russian agencies and organisations, businesses, and local indigenous peoples, as well as Russian and foreign scientists, experts and diplomats.

The Forum focused on discussing prospects for promoting international contacts in the high latitudes with an eye to an effective economic and infrastructural development of the polar regions, advancement of scientific research, as well as the study and protection of the Arctic environment and the traditional way of life of the small-numbered indigenous peoples of the North.

⛓️ 65 years ago, on December 14, 1960, the 15th UN General Assembly adopted a landmark document: the Declaration on the Granting of Independence to Colonial Countries and Peoples. This historic step was taken on the initiative of the Soviet Union.

The Declaration, drafted and promoted largely through Soviet efforts, became a true milestone in dismantling Western colonial rule in Africa and Asia, providing a powerful impetus for liberation from the grip of European empires.

🌍 Soviet proposals to end colonialism, segregation, and racial discrimination were incorporated into the final text. The Declaration was adopted and entered into force despite strong objections from colonial powers like Britain and France.

The USSR did not just oppose colonialism by word alone, speaking out at multilateral foras and the UN. We actively supported African nations in their fight for freedom, backing the liberation movements of Angola, Ethiopia, Egypt, Mozambique and others.

1960 went down in history as the Year of Africa, witnessing the birth of 17 new independent states. According to the UN, the great wave of decolonisation that followed ultimately freed some 750 million people, with 80 former colonies gaining their sovereignty.

The Soviet Union was among the first to establish diplomatic relations with these young states. We provided comprehensive support: helping to build government institutions, developing industrial production, and constructing vital infrastructure. The Soviet Union played a key role in establishing national education systems and training personnel. Humanitarian aid was delivered both directly and through the UN and its agencies like WHO and UNICEF.

The adoption and implementation of the Declaration is rightfully considered one of the most significant events in modern history. Yet, the struggle for full decolonisation unfortunately did not end with the achievement of political independence.

❗️ Today, the former colonial powers’ reluctance to relinquish global dominance has morphed into neocolonial policies. These target the nations of the Global Majority through illegal sanctions, manipulation of global trade, and the imposition of neoliberal beliefs that deepen worldwide socioeconomic inequality. Attempts to replace the established international legal order with a so-called “rules-based” international order are a clear manifestation of this neocolonialism.

Together with a broad coalition of like-minded partners, Russia continues to spearhead systemic efforts against colonialism. We work through the UN, BRICS, the Standing Committee of the International Movement For the Freedom of Nations, and inter-parliamentary channels.

👉 A key recent achievement on this track was the adoption on December 5 of the resolution International Day Against Colonialism in All Its Forms and Manifestations, drafted by the Group of Friends in Defence of the UN Charter.

It is telling that during the vote, as in 1960, the former Western powers once again lacked the courage to support a decision that would bring justice to the nations of the Global Majority.

🗓 With resolution A/RES/80/106, the United Nations has officially proclaimed December 14 the International Day Against Colonialism in All Its Forms and Manifestations. This Day reaffirms the principles of the UN Charter and the 1960 Declaration, emphasising the urgent need to end colonialism in all its forms, completely and unconditionally.

The legacy of the 1960 Declaration is profound: it paved the way for the truly global, polycentric world we see actively taking shape today.

🗓 11 декабря Министр иностранных дел Российской Федерации С.В.Лавров выступил на «круглом столе» по теме «Украинский кризис. Дипломатия и перспективы урегулирования», организованном Дипломатической академией МИД России, в присутствии 96 аккредитованных в Москве послов стран Мирового большинства и представителей международных организаций.

В своем выступлении Министр указал на последовательные многолетние российские усилия по политико-дипломатическому урегулированию украинского кризиса, контрастирующие с деструктивной линией европейских кураторов киевского режима.

С.В.Лавров акцентировал, что справедливый и устойчивый мир возможен лишь при устранении первопричин конфликта и отходе от логики конфронтации.

Между участниками мероприятия состоялся откровенный обмен мнениями по тематике украинского кризиса и другим актуальным сюжетам международной повестки дня. По итогам дискуссии было выражено намерение продолжить содержательный диалог по данной проблематике.

Министерство иностранных дел России в своей работе неизменно уделяет пристальное внимание вопросам нарушения прав и свобод российских граждан и соотечественников в зарубежных странах, а также прилагает усилия по отстаиванию интересов наших сограждан в рамках имеющихся у дипломатических представительств полномочий. <...>

Варварская дискриминация россиян, прежде всего, в Европе и Северной Америке, продолжается: всё так же имеют место отмеченные ранее и распространённые повсеместно нарушения прав россиян.

Среди наиболее частых проявлений можно выделить:

• отказы от оказания широкого спектра услуг (образовательных, медицинских, банковских и пр.),
• введение мер, направленных против российского бизнеса,
• наложение ареста на имущество российских граждан,
• принуждение к публичным покаяниям,
• осуждению действий российских властей,
• отстранение от спортивных состязаний и культурных мероприятий.

По-прежнему фиксируются нападения на русских и русскоязычных граждан, угрозы, оскорбления в их адрес, намеренная порча имущества и самая разнообразная бытовая дискриминация. <...>

В свете показательно демонстрируемой «коллективным Западом» поддержки неонацистского режима в Киеве наиболее русофобский курс проводят Польша, государства Прибалтики, та же Украина и ряд других стран.

Общим для всех них стало резкое усиление под предлогом «осуждения российской агрессии» борьбы с памятниками и мемориалами в честь воинов Красной армии, погибших в боях за освобождение Европы от нацизма, которую они, как подлинные последователи идеологии нацизма, довели практически до паранойи и маниакального преследования любого символа памяти в честь борцов с фашизмом.

Подобным неприглядным действиям, противоречащим в том числе решениям Нюрнбергского трибунала, уделено внимание не только в настоящем докладе, но и в докладах МИД России:

👉 «80 лет после Великой Победы: тень нацизма вновь накрыла Европу»;
👉 «Об осквернении и разрушении в Европе памятников, воздвигнутых в честь тех, кто боролся против нацизма в годы Второй мировой войны»;
👉 «О ситуации с героизацией нацизма, распространении неонацизма и других видов практики, которые способствуют эскалации современных форм расизма, расовой дискриминации, ксенофобии и связанной с ними нетерпимости».

В ряде стран (прежде всего, в государствах Прибалтики, США, Канаде и на Украине) давлению и репрессиям властей подвергаются деятели русскоязычной общины, желающие сохранять культурные, языковые и исторические связи с Россией и выступающие в пользу выстраивания конструктивных отношений с нашей страной.

В дополнение к этому власти Литвы, Латвии, Эстонии и Украины продолжают выдавливать русский язык из всех учреждений образовательной системы, ограничивая тем самым право своих жителейна получение образования на родном языке.

По-прежнему сохраняется угроза массовой депортации русскоязычных жителей властями прибалтийских государств: зафиксированы попытки с их стороны таким образом окончательно решить «русский вопрос» и беспрецедентную проблему массового безгражданства.

Ускоренными темпами, также ограничивая обучение на русском языке и вводя различные запреты, пытаются догнать «лидеров» русофобии Финляндия и Молдавия. <...>

☝️ МИД России продолжает предпринимать все возможные дипломатические шаги для защиты прав российских граждан, оказавшихся в тюрьмах за рубежом.

Фиксируем инциденты с воспрепятствованием властями зарубежных стран деятельности российских журналистов или лиц, представляющих российские СМИ.

В зарубежной медиасфере сохраняется и развивается тенденция подготовки информационных кампаний против иностранных политиков и общественных деятелей, сотрудничающих с российскими СМИ.

❗️ Ещё раз подчеркнём: все подобные действия свидетельствуют о стремлении Запада уничтожить альтернативную точку зрения и воспрепятствовать реализации одного из основополагающих прав своих граждан – права на свободу выражения мнения.

⚡️ Bank of Russia:

On 3 December 2025, the European Commission published on its website the press release ‘Commission unveils two solutions to support Ukraine’s financing needs in 2026–2027’ and the draft regulation ‘Proposal establishing the Reparations Loan to Ukraine’, providing for unauthorised use of Bank of Russia assets held by European financial institutions, including the Euroclear depository. In view of the above, the Bank of Russia makes the following statement 👇

The proposed solutions where Bank of Russia assets may be used directly or indirectly or any other forms of unauthorised use of Bank of Russia assets are unlawful and contradict international law, including in respect of immunity of sovereign assets.

The release and implementation of the proposals announced on the European Commission’s website will certainly make the Bank of Russia challenge any direct or indirect activities that may result in the unauthorised use of Bank of Russia assets, file lawsuits with all available competent bodies, including national courts, judicial authorities of foreign states and international organisations, commercial courts, and other international judicial authorities, and seek enforcement of court decisions in UN member states.

The Bank of Russia reserves the right, without further notice, to apply all available remedies and protections if the proposed initiatives of the European Union are upheld or implemented.

🎙 Russian MFA Spokeswoman Maria Zakharova's answer to a media question on the freezing of Russian assets by the EU (December 13, 2025)

Question: How does Russia view the freezing of our assets, and does it intend to take retaliatory steps? If so, what kind?

💬 Maria Zakharova: Using Russia’s sovereign assets without its consent, be it through their indefinite freeze, expropriation, or attempts to palm off their actual confiscation as a “reparation loan”, is a completely unlawful act and a flagrant violation of international law.

☝️ Whatever pseudo-legal tricks Brussels may use to justify this, it amounts to blatant, outright theft.

We recall that Belgian Prime Minister Bart De Wever– and it is precisely in Belgium that the Euroclear depository is registered, which currently holds the bulk of Russian assets and, consequently, Belgium would suffer most from their de facto confiscation – compared the European Commission’s initiative to “stealing furniture from a foreign embassy”. 👉 A vivid and accurate denoscription.

Attempts to showcase the EU’s much-vaunted “unity” through a decision to indefinitely block the assets of the Bank of Russia have failed spectacularly.

Representatives of a number of EU member states have openly declared their categorical rejection of the blatantly fraudulent scheme engineered by the European Commission with the backing of aggressively Russophobic EU capitals against Russian assets.

The EU’s approach to Russia has long departed from rationality and now increasingly borders on the absurd.

📉 The course of inflicting damage on our country at any cost has already led to dire economic consequences within the EU itself: near-zero economic growth, rapidly rising public debt and budget deficits, declining output and de-industrialisation amid soaring energy costs.

One would think Brussels should have calmed down and come to its senses by now, yet there are no signs of this. The current EU leadership remains gripped by Russophobia and an unhealthy urge to undermine Russian interests in every sphere and on every platform – even where the EU seemingly has no place.

It is increasingly apparent that Ursula von der Leyen and her associates are determined to derail efforts aimed at a peaceful resolution of the Ukrainian crisis, by whatever means necessary. Hence the haste and the timing of the decision on Russian assets – a direct strike against the peace initiatives of US President Donald Trump.

It is telling that the European Commission justifies its proposals for the unlawful use of Russian assets by referring to EU legal provisions allowing for emergency measures in the event of a severe economic situation within the EU itself.

👉 Thus, the EU is exposing itself: this is not merely about financing a failed Ukrainian project, but also about a clear attempt to prop up its own economy at the expense of billions in Russian state reserves. The EU has effectively admitted that the Ukrainian burden has become unbearable, forcing it to resort to theft.

Brussels carefully conceals the fact that EU citizens will pay the price for these political ambitions. Our retaliatory measures will not be long in coming.

A detailed statement on this matter was published by the Bank of Russia on December 12. Specific steps are already being implemented.

On the same day, the Russian regulator notified of the filing of a lawsuit with the Moscow Arbitration Court against Euroclear to recover damages incurred by the Bank of Russia.

As for the EU itself, it will be unable to compensate for the damage these actions will inflict on its own financial and economic system – and on its reputation worldwide as a once reliable trade and investment partner.

❗️Such delicts in international relations do not go without consequences.

💬 Sergey Lavrov: Today’s meeting focuses on the Arctic dimension of the region-to-region ties. Let me tell you right away that even in the northern latitudes the negative trends affecting the situation around the world, including growing military and political tension and illegal sanctions, can be felt. The degradation of effective multilateral cooperation mechanisms was one of the consequences resulting from the West’s commitment to confrontation. The Russian Federation used to be part of several now-defunct mechanisms of this kind.

In fact, the Arctic Council is the only remaining intergovernmental format. It has been in a state of relative suspension since March 2022, even if it did not stop working. There were no attempts to change its composition at the expense of Russia’s interests. Our colleagues may have moved in this direction but these aspirations have not materialised. Overall, there has been some progress within what we view as a very important body.

The Arctic Council held its 14th session at the level of senior officials on May 12, 2025, in the so-called hybrid format with some taking part in-person and some joining the event via videoconference. Adopted as an outcome document, the joint statement reflects several aspects which have principled importance for us, including the commitment to peace, stability and cooperation in the Arctic, as well as the need to reinforce the Arctic Council.

This may seem rather obvious but in today’s environment with the West locked in its frenzied attempts to punish Russia and defeat it on the battlefield, as they say, and also on the diplomatic front, this wording and the fact that there were no Russia-hating assessments injected into the document is an achievement in itself.

We do understand, however, that this stems from the recognition by some in the West, including those in charge of the Arctic Council, that their attempts to isolate Russia are futile, just as it is futile to treat our actions to ensure justice, respect for human rights and the assert the principle of indivisible security in Ukraine as some kind of an aggressive policy, as we have been hearing from European leaders who have lost their bearings. The Arctic Council has every chance to retain its importance.

In the current geopolitical climate, we are not only working to preserve this important institution but are also actively promoting cooperation with non-regional states interested in responsible and equitable partnership in the High North. <...> A key priority is our joint effort to develop the transport and logistics potential of the Northern Sea Route. <...>

Further evidence of growing international interest was a thematic roundtable held at the 10th Eastern Economic Forum in September, co-organised by the Russian Foreign Ministry with the Rosatom State Corporation. <...>

We will continue to strengthen mutually beneficial ties with Asian and other partners and to support our northern territories, businesses, and civil society. Special attention will be paid to protecting the interests of the Arctic’s indigenous peoples, including through various international forums.

We will continue working purposefully to meet the objectives set by the national leadership. Naturally, such participation must be based on equality, respect for Russian interests, and the fundamental principles governing our cooperation with foreign partners in the Russian Arctic.

⚡️ On the adoption of a UNGA resolution combating the glorification of Nazism

At the December 15 plenary session of the 80th United Nations General Assembly, a resolution noscriptd “Combating the Glorification of Nazism, Neo-Nazism and Other Practices That Contribute to Fueling Contemporary Forms of Racism, Racial Discrimination, Xenophobia and Related Intolerance” was adopted. The resolution was spearheaded by the Russian Federation.

The resolution garnered the support of 44 co-sponsoring states from various global regions.

It was endorsed by 119 votes, opposed by 51 delegations, with 10 countries abstaining.

This resolution on combating the glorification of Nazism lays the groundwork for countering the falsification of history and efforts to revise the outcomes of the Second World War on an international platform.

It condemns the glorification of the Nazi movement and former SS members, including Waffen-SS units, deemed criminal by the Nuremberg Trials. The resolution expresses profound outrage at the rehabilitation of Hitler’s collaborators and attempts to elevate them to the status of national heroes, manifesting in torchlight processions, street renaming, and the erection of memorials.

The document articulates serious concern over the ongoing campaign against monuments dedicated to anti-Nazi and anti-fascist fighters and liberating soldiers in some countries, which has increasingly assumed the guise of state policy. Simultaneously, it expresses strong indignation at efforts by certain nations to prohibit symbols associated with Victory over Nazism.

The resolution particularly underscores that such actions desecrate the memory of the countless victims of Nazism, negatively impacting younger generations and being utterly incompatible with the obligations of UN member states under the Organisation’s Charter.

Furthermore, the resolution upholds the principle of inadmissibility of any ideology promoting the superiority of specific population groups based on racial, ethnic, religious affiliations, or similar criteria. This is particularly relevant in light of the persistent rise in Islamophobia, Christianophobia, Afro-phobia, Arabophobia, Russophobia, and anti-Semitism, notably in the collective West.

It is emblematic that this very political bloc, year after year, seeks to obstruct the adoption of the Russian initiative, resorting to unscrupulous procedural tactics, and consistently votes against international efforts to combat aggressive manifestations of racism and xenophobia. Of particular concern are the positions of Germany, Italy, and Japan, as former Axis members. Their indulgence of perilous trends raises questions about the sincerity of their contrition for crimes committed during the Second World War.

❗️The voting results clearly demonstrate that the global majority stands in solidarity with Russia’s approaches to combating the glorification of Nazism.

This is especially symbolic in the year commemorating the 80th anniversary of Victory over Nazism in the Second World War, the founding of the United Nations, and the establishment of the Nuremberg Trials.

☝️ Moscow is convinced that the adoption of this thematic resolution will significantly contribute to the eradication of racism, racial discrimination, xenophobia, and related intolerance.

💬 Ответ: Удовлетворены решением Международной шахматной федерации отменить рестрикции против российских и белорусских шахматистов.

Реакция в Норвегии, при этом, удивления совершенно не вызывает. Неприятие справедливых и законных решений, попытки их оспорить в различных инстанциях, как и в ситуации с допуском наших лыжников, демонстрируют не только запредельный уровень русофобии, но и ставшее уже привычным нежелание соревноваться в здоровой конкурентной среде.

По всей видимости, местным спортивным федерациям гораздо комфортнее и привычнее теперь состязаться не на стадионах или за шахматной доской, а в кабинетах спортивных чиновников и залах судебных заседаний.

❗️Российская шахматная школа, являясь одной из самых сильных и прославленных в мире, продолжает находить и воспитывать таланты, которые побеждают на соревнованиях всех уровней. Участие ее представителей — всегда украшение и главная интрига этой «битвы умов».

Россия, со своей стороны, в интересах обеспечения прав своих спортсменов и поддержки международного спорта будет и далее выступать против политизации и искусственных ограничений в области международного спортивного движения, укрепляя его объединяющую и мотивирующую силу.

How would you comment on the Norwegian Chess Federation's plans to appeal the lifting of restrictions on Russian and Belarusian chess players?

💬 Answer: We are satisfied with the decision of the International Chess Federation (FIDE) to lift restrictions against Russian and Belarusian chess players.

The reaction in Norway, however, comes as no surprise. The rejection of fair and lawful decisions and attempts to challenge them in various courts, as in the case of the admission of our skiers, demonstrate not only an extreme level of russophobia, but also a now familiar unwillingness to compete in a healthy competitive environment.

Apparently, local sports federations now find it much more comfortable and familiar to compete not in stadiums or at chessboards, but in the offices of sports officials and courtrooms.

Key points:

• In 2025, Russia's GDP growth stood at 1%. However, over the past three years, cumulative growth reached 9.7%, which is a more representative figure. By comparison, growth in the eurozone over the same period amounted to 3.1%. Slower growth in Russia is a deliberate choice – the price paid for preserving economic quality, stability, and sound macroeconomic fundamentals.

• Attempts in Brussels to seize Russian assets should not be called “theft” but robbery, as these actions are carried out openly. This robbery has not been carried out because the consequences could be extremely serious for the perpetrators – not only for their reputation, but also for the foundations of the global financial system. All assets taken will ultimately have to be returned. Russia will defend its interests, primarily through legal channels.

• Claims that Russia is rejecting peace initiatives are completely baseless. Moscow has openly stated its readiness to make compromises. At this stage, the initiative now lies fully with the West – above all, with the Kiev regime and its European sponsors. Russia stands ready for negotiations and a peaceful resolution.

Efforts to build a new security architecture in Europe remain highly relevant. Even before the collapse of the USSR, proposals were made in Europe for a security system without NATO expansion, involving the US, Eastern Europe, and Russia – without exclusions or threats. Russia is not demanding anything extraordinary and does not challenge states’ right to choose their means of defence, but such choices must not threaten others, including Russia.

Europe’s ruling elites are trying to hide years of economic and social policy failures with the myth of a “hostile Russia”. Where is Europe’s so-called "green agenda", when coal plants are being reopened and nuclear power stations being brought back? Today’s situation was created by Western politicians themselves, who continue to escalate tensions.

• Donald Trump was previously accused of "colluding with Russia" during the elections, but the allegations proved baseless – there was no collusion or interference by Russia. At the same time, European political elites intervened directly, openly, and unambiguously. Some in Europe still hope that the 2026 US midterm elections might alter the political balance and enable increased pressure on President Trump.

• The combined GDP of Russia and European countries in purchasing power parity terms would exceed that of the US. By combining and complementing their capabilities, the sides could prosper instead of confronting each other. Russia is not fighting Europe – Europe is fighting Russia through Ukrainian nationalists. Moscow is ready to cease hostilities immediately, provided Russia’s security is guaranteed in the medium- and long-term.

• I hope that a blockade of the Kaliningrad Region never happens. But if threats of this kind are created, they will be eliminated. Everyone must clearly understand that such actions would lead to an unprecedented escalation, push the conflict to a completely different level, and could expand it up to a large-scale armed confrontation.

• Aggressive statements by NATO leadership raise serious concerns. In the updated US National Security Strategy, Russia is not designated as an enemy, despite the fact that the US is NATO’s key player, founder, and main sponsor. Yet NATO Secretary General Mark Rutte speaks of preparing for war with Russia – contradicting the position of NATO’s leading country and pointing to a lack of professional responsibility among a number of Western leaders.

• We are ready to work with the UK, Europe as a whole, and the US – but on equal terms and with mutual respect. ☝️ Should this point ever be reached, it will benefit everyone.

🗓 On December 18, building on the UN General Assembly resolution 80/106 “International Day against Colonialism in All Its Forms and Manifestations”, adopted on December 5 at the initiative of the Group of Friends in Defence of the UN Charter with Russia’s participation, a plenary meeting of the UN General Assembly was held to mark the 65th anniversary of the Declaration on the Granting of Independence to Colonial Countries and Peoples.

Our country played a key role in supporting the national liberation movements of colonial peoples. The Victory of the Soviet Union over German Nazism and Japanese militarism inspired patriotic forces resisting colonial oppression and triggered a powerful surge of liberation movements worldwide. The dedicated efforts of Soviet diplomacy, aimed at dismantling the colonial system, ensured the adoption on December 14, 1960, during the 15th Session of the UN General Assembly, of resolution 1514, which enshrined this historic Declaration.

The document became one of the most significant achievements of the UN. At the time, it freed nearly one third of the world’s population from colonial domination and led to the emergence of dozens of new states across Africa, Asia, Latin America and Oceania.

Our country provided newly independent states with political and material support, helped them defend their sovereignty, and assisted in rebuilding national economies undermined by decades of colonial exploitation. We actively contributed to the restoration of infrastructure, the establishment of state institutions, education systems and training of national personnel, and delivered substantial humanitarian assistance.

❗️ The colonial era, which is considered de jure concluded with the adoption of the Declaration, de facto remains unresolved. 17 territories worldwide still lack sovereignty or remain directly dependent on administering metropolitan states. Even after the formal liberation of dependent territories, former colonial powers have not abandoned practices of exploitation, continuing to draw resources from previously subordinated countries to sustain their own development and claims to global dominance. This includes the persistence of unequal relations, through which natural, economic, intellectual and other resources are extracted under various pretexts.

Today, with Russia's active support, a broad front of Global Majority states is taking shape, determined to put an end to the remnants of the shameful colonial era that impede the emergence of a fair and equitable multipolar global architecture. An important role in this effort is played by the Group of Friends in Defence of the UN Charter.

🤝 Russia will continue, together with like-minded partners, to consolidate efforts aimed at overcoming diktat and ensuring the right of peoples to independent development, grounded in cultural and civilisational identity and traditional values.

🎙Комментарий Посла России в Норвегии Н.В. Корчунова для российских СМИ (20 декабря 2025 г.)

Новая Стратегия нацбезопасности США поставила европейских союзников Вашингтона в сложную ситуацию, подталкивая их к большей самостоятельности и ответственности за свою безопасность. Очевидно, это не может не повлиять на деятельность НАТО и, в частности, Норвегию, позиционирующую себя как «глаза и уши» альянса на Севере. Каковы Ваши оценки происходящих изменений?

💬 Ответ: Действительно, последние события, включая выход подготовленной администрацией Д.Трампа Стратегии нацбезопасности США, свидетельствуют о фундаментальных изменениях и формировании «ценностного разрыва» в некогда монолитном Североатлантическом альянсе. Чтобы оправдать свою полезность для Вашингтона и выполнить его настойчивые требования о «более справедливом распределении бремени» европейские члены НАТО вынуждены «сбиваясь с ног» наращивать оборонные расходы в ущерб социально-экономическим потребностям населения. Для оправдания этих  малопродуктивных трат руководство альянса и ряда европейских государств раздувает построенную на лжи истерию вокруг «российской угрозы», открыто провозглашая милитаристский курс на подготовку к «большой войне» с нашей страной.

Так, генсекретарь НАТО М.Рютте заявил, что Россия якобы может атаковать страны блока в ближайшие пять лет.
Глава Военного комитета альянса Дж. Каво Драгоне пошел дальше, предложив рассмотреть возможность нанесения «упреждающих ударов».

В Норвегии военно-политическое руководство страны под тем же откровенно надуманным предлогом занимается срочными военными приготовлениями от увеличения присутствия НАТО в Арктике, огромных вложений в закупку вооружений, в т.ч. ударных наступательных потенциалов, до заблаговременного минирования собственных мостов.

Все это лишний раз подтверждает верность наших оценок, что НАТО никакой не оборонительный союз, а агрессивный военный блок, видящий смысл своего существования в военном доминировании и конфронтации с нашей страной и другими суверенными государствами, проводящими самостоятельную политику.

А как в Норвегии отнеслись к сделанным в Берлине заявлениям М.Рютте о том, что у России заканчиваются деньги, солдаты и идеи, но при этом страны НАТО должны срочно наращивать оборонные расходы, чтобы избежать войны «масштаба той, что пережили наши деды и прадеды»?

💬 Ответ: Норвежские официальные лица это не комментируют, предпочитая не «выносить сор из избы». Местные политобозреватели в шоке от голландца с тех пор, как тот на саммите альянса под камеру назвал Д.Трампа «папочкой», а потом не раз отличался самой грубой лестью. Со знанием дела высказался бывший представитель Норвегии при НАТО К.Эйде, который счел заявления М.Рютте непоследовательными и направленными на нагнетание чрезмерного страха войны в Европе.

Опытный норвежский дипломат диагностировал у генсекретаря НАТО «недостаток мудрости и глубины», необходимых для столь ответственной должности. Отметил, что эта поверхностность усугубляется неспособностью противостоять соблазну выдать перед СМИ яркую отсебятину вместо взвешенного и упорядоченного изложения согласованных подходов всей Организации, где тот служит всего лишь «секретарем, а не генералом». Пожалуй, добавить к такой оценке нечего.
