Situation in the Global Food Market

1. Food price inflation has been observed not since the beginning of our Special Military Operation to protect the population of Donbass, but over the recent two years at least. According to stock exchanges, wheat prices grew up to 25% in 2021. By February 2022, the prices were 31 62% above the 2017 2021 average level. The corn prices rose by 162% and rapeseed – by 175% within two years. In late February – May 2022, quotations for key agro-industrial commodities were subject to sharp fluctuations.

For reference: According to indices published by certain commodity exchanges, as of 31 March 2022, the prices were: wheat – 375 USD/ton, corn – 295 USD/ton, oats – 422 USD/ton, rapeseed – 1,027 USD/ton.

However, as global agricultural output stabilizes, a gradual pullback from record highs is recorded. This is a natural market process, inherent to the normal operation of global grain markets. The supply gaps are filled in by other producers over time.

For reference: As of 13 July 2022, the price for wheat was 342 USD/ton (the same level as in February), rapeseed – 681 USD/ton (down by almost 40% from April), and corn – around 285 USD/ton (the same level as in March). There is a gradual decline in the prices for oats, rice, milk, and other agricultural products.

The FAO Food Price Index has been decreasing for the third consecutive month (down by 2.3% this June), with the Cereal Price Index showing a similar trend (down by 4.1%).

According to the updated forecasts published in the FAO July report on crop prospects and food situation, cereal output is set to rise by 7 million tons in the 2022/2023 crop year (up to 2.792 billion tons). That figure is only 0.6% less than this year's record high. Cereal stocks are expected to reach 854.2 million tons, which is only slightly less than this year's level, but substantially – 20 million tons – higher than last year's volume. Wheat stocks will remain virtually the same (around 300 million tons). As a matter of fact, when the global cereal output fell by 1.8% in 2018, no one was mentioning any food crisis or threat of global hunger.

Meanwhile, FAO reports that the number of people suffering from hunger worldwide is steadily rising. In 2020–2021, this number increased by 150 million. Last year, 2.3 bln people had trouble accessing food.

FAO experts note: there is now enough food in the world today (it should be mentioned that the hunger and malnutrition of many people in least developed countries have to do with their lack of import paying capacity and low food self-sufficiency). Although for some commodities, such as wheat and corn, the current consumption level does exceed output (by 3 and 8 million tons respectively), the current stock levels are sufficient to meet global demand.

2. The food inflation has been caused primarily by imbalances in the global economy, including in the agricultural product distribution system. This has to do with systemic mistakes and miscalculations in the macroeconomic, energy and food policies of major Western economies, who in 2020 2021 rapidly "pumped" cheap money into national financial systems to deal with the impact of the coronavirus pandemic, thus unbalancing global markets, including food markets. As Western states tried to effect a forced energy transition, investments and lending in the traditional extraction and processing energy sectors dropped significantly, resulting in unprecedented fuel, and, more generally, energy price hikes, and – as a consequence – record-high fertilizer costs (urea and ammonium nitrate prices have increased by 3 4 times, other fertilizer types – by 2 3 times).

The COVID-19 epidemic had its impact too as it disrupted supply chains, doubled freight costs and significantly increased insurance rates. Because of the restrictive measures, freight traffic was disrupted, the volume of shipments decreased significantly, and transportation costs rose. The situation was aggravated by unfavourable weather conditions and general underinvestment in the agricultural
sector. Against the backdrop of rising fuel and fertilizer costs, farmers are reducing crop areas. Of course, these negative processes have affected the food market and, above all, developing countries that are dependent on imported agricultural products.

3. The unilateral economic pressure measures of the "collective West" against our country have exacerbated negative trends in the global food market, energy sector, and industry. Restrictions and difficulties affected all economic operators, including agricultural companies. Port terminals abroad, through which the trans-shipment of domestic food and industrial products was carried out, have been blocked. International financial and logistics companies and banks have stopped crediting, insuring and servicing deals for the sale of food and fertilizers from Russia. In the environment of uncertainty, agricultural producers have doubts about the advisability of investing funds in expanded operations. The impossibility of free purchase of mineral fertilizers from Russia against the background of existing restrictions makes the prospects of a new crop less favourable and threatens food security in a whole range of developing countries.

The sanctions, including threats of mass arrests of dry cargo ships and SWIFT cut-off for Russian financial institutions, refusal to insure ships and cargoes, and restrictions by international transport companies have significantly aggravated the disruption of logistic and financial chains involving Russian economic operators. Direct and indirect restrictions have also affected goods necessary for the production of agricultural products and fertilizers – equipment and components for agricultural machinery, seeds, planting and incubation material, etc. In some cases, even in the absence of direct sanctions, coercive measures have been actually imposed based on an expansive interpretation of restrictive regimes by local regulators and counterparties of our economic operators.

Reference: There have been cases of the arrest of railcars with goods, contracts for which had been concluded before the sanctions were imposed on one of the shareholders of the company that owns the goods; the process of obtaining permits for the export of fertilizers through European ports is significantly delayed even when the exporter of the goods is not under the control of a "sanctioned" person.

4. Given Russia’s role in agro-industrial trade, such restrictions cannot but affect the supply of food products to our partners. In 2021, domestic food and related products were supplied to 161 countries of the world in a total volume of 71 million tons worth USD 31 billion. Exports of grains amounted to 43 million tons. Our country produced 11% of the world's wheat (75 million tons) and its export in 2021 22 agricultural year reached 30.7 million tons. We intend to export 37 million tons of grain this season and up to 50 million tons in the following one.

The Russian Federation is one of the world's most important exporters of the main groups of fertilizers – nitrogen, phosphorus, potash and complex. According to the Russian Federal Customs Service, in 2021, Russia exported a total of 37 million tons of fertilizers (over 14 million tons of nitrogen fertilizers, about 12 million tons of potash fertilizers, and about 11 million tons of complex fertilizers). Our country's share in the global fertilizer market amounts to 25%. Against the background of the anti-Russian measures, the cost of fertilizers has already increased by 30 35% in March this year, and by the end of the year the increase can reach up to 70%. According to the estimates of the UN World Food Program, reduction or interruption of Russian supplies may lead to further growth of prices for this category of goods and reduce future crop yields.

The Russian Federation, as a responsible participant in the world food market, scrupulously fulfils its obligations under international contracts as to the export of agricultural products, fertilizers, energy carriers and other critical products. We are well
aware of the importance of the supply of socially significant goods, including food, for the socio-economic development of the States in Asia, Africa, Latin America and the Middle East, achievement of food security indices and implementation of SDGs.

It is obvious that the unprecedented sanction hunt of Russia is fraught with catastrophic consequences, including for global food security. The persistent existing and possible new restrictions only increase the panic and instability in the world food markets, energy sector, and industry. In order to normalize the shipment of our food and fertilizers, it is necessary to make sure Russian ships enter unhindered into foreign ports and foreign transport companies work with domestic suppliers, as well as to have effective insurance mechanisms in place and payments made smoothly.

5. Russia is continuously accused of blocking 20 million tons of the Ukrainian grain, which allegedly provokes famine in the most vulnerable countries, primarily in Africa and Asia. Meanwhile, according to various estimates, Ukraine is actually ready to export only 5 6 million tons of wheat today (the said volume equals to 0.5% of the world wheat production, estimated at 800 million tons) and 6 7 million tons of corn, which is clearly not enough to set distortions in certain markets right. And even this grain, according to international estimates, does not quite fall under the food category.

Developing countries, in particular in Africa, suffer primarily from fluctuations in food prices, and not from physical shortages of agro-industrial products. The region's key agricultural crops – white corn, cassava and rice – are not supplied to world markets from Ukraine. The food situation is similar in Asia.

Accusations against our country, attempts to "unwind" all the new food propaganda campaigns are part of unfair competition. We hope that all responsible participants in the world market perfectly understand the true background of anti-Russian attacks and continue constructive interaction with our country on a pragmatic and mutually beneficial basis.

6. We welcome the UN involvement in resolving the situation with the Western blockade of the financial, transport and logistics support procedures for the relevant export shipments from Russia. The major shipping companies refusing to call at the Russian ports of the Azov-Black Sea basin is a key issue here. The SWIFT international interbank messaging system cut-off for "Rosselkhozbank" JSC as part of the EU "sixth sanctions package" is also a serious obstacle.

In compliance with its agreements with the UN, Russia has begun to provide data on the range of food products, their available volumes, as well as on specific difficulties we face in organizing the relevant shipments. We are seeking to extend "humanitarian" exemptions to them. We understand that arranging a wide "green corridor" first of all serves the interest of developing, the most vulnerable countries, who are already suffering from the consequences of corona crisis. In response, we are registering numerous signals from Washington, Brussels, London and their relay from New York about exemptions to the sanctions regimes for Russian food and fertilizers. However, there is no real progress. Today, specific steps are required, at the level of the US and EU leaders, showing that they will not directly or indirectly interfere with Russian shipments. Public assurances or even written explanations in the form of "comfort letters" have not yet worked. Businesses need clear, official exemption guarantees for these export categories. It is important that vessels for the transportation of such goods enter our ports unhindered, foreign transshipment terminals accept working with Russian cargo, and payments pass smoothly to Russian economic operators.

⚡️ Russian Defence Ministry report on the progress of the special military operation in Ukraine (Part 1)

▫️The Armed Forces of the Russian Federation continue the special military operation in Ukraine.

💥High-precision sea-, air- and land-based weapons hit enemy reserves in Kiev and Cherngoiv regions on July 28.

▫️The strikes completely disabled 30th Mechanized Brigade, which was being prepared for deployment to Donbass at training ground near Lyutezh in Kiev Region.

▫️In addition, 57th Motorised Infantry Brigade, which was recovering its combat capabilities in Chernigov Region at Goncharovskoye Combined Arms training ground, suffered critical losses.

💥Operational-tactical and army aviation, missile troops and artillery strikes continue against military facilities in Ukraine.

▫️During the day, 1 Tochka-U tactical missile launcher, 1 missile and artillery weapons and ammunition depot of 81st Airmobile Brigade of AFU near Kostantnovka settlement in Donetsk People's Republic, as well as 275 areas of enemy manpower and military equipment have been hit.

✈️💥Su-35s of the Russian Aerospace Forces destroyed 1 Tor-M1 anti-aircraft missile launcher near Dergachi, Kharkov Region.

▫️In addition, Su-34 destroyed Ukrainian self-propelled 1 Buk-M1 anti-aircraft missile system near Razdolovka, Donetsk People's Republic.

💥Russian air defence means have shot down 6 unmanned aerial vehicles near Chervonyi Shakhtor, Chervonoye, Vernopol'e and Velikaya Kamyshevakha in Kharkov Region, as well as Verkhnetoretskoye in Donetsk People's Republic overnight.

▫️In addition, 12 shells of multiple-launch rocket system have been intercepted over Chernobayevka in Kherson Region and Gorskoye in Lugansk People's Republic, as well as 1 Tochka-U ballistic missile near Chervonyi Oskol in Kharkov Region.

📊In total, 260 Ukrainian airplanes and 145 helicopters, 1,631 unmanned aerial vehicles, 361 anti-aircraft missile systems, 4,181 tanks and other armored combat vehicles, 768 multiple launch rocket systems, 3,213 field artillery and mortars, as well as 4,522 units of special military vehicles were destroyed during the operation.

❗️Bloody provocation was purposefully perpetrated by Kiev regime tonight.

▫️US-made HIMARS MLRS struck a detention centre near Elenovka, where Ukrainian servicemen, including Azov fighters, are being held.

▫️40 Ukrainian POWs were killed and 75 injured. In addition, 8 employees of detention centre were injured to varying degrees of severity.

▫️A large number of Ukrainian soldiers are now voluntarily laying down their arms, knowing the humane treatment of prisoners of war on the Russian side.

▫️This blatant provocation was committed in order to intimidate Ukrainian servicemen and prevent their surrender.

▫️The circumstances of this provocation are being investigated.

Russian Foreign Ministry statement on US House of Representatives Speaker Nancy Pelosi’s visit to Taiwan

Speaker of the US House of Representatives, Nancy Pelosi, arrived in Taiwan on August 2.

We consider her visit a clear provocation in keeping with the US’s aggressive policy of comprehensive containment of the PRC.

We believe relations between both sides of the Taiwan Strait are exclusively China’s domestic affair. The Chinese side is ennoscriptd to take any measures necessary to protect its sovereignty and territorial integrity in terms of the Taiwan issue.

🇷🇺 🤝 🇨🇳 Russia's principled position remains unchanged: we operate on the premise that there is only one China, and the PRC government is the only legitimate government representing all of China, and that Taiwan is an inalienable part of China.

In the Joint Statement of the Russian Federation and the People's Republic of China on international relations entering a new era and on sustainable global development, which was adopted after the talks between the leaders of our countries on February 4, the Russian side reaffirmed its adherence to the “one China” principle and opposed the independence of the island in any form.

We call on Washington to refrain from actions, that undermine regional stability and international security, and to recognise the new geopolitical reality, which has no place for US hegemony.

⚡️ Заявление МИД России в связи с визитом на Тайвань спикера Палаты представителей США Н.Пелоси

2 августа на Тайвань прибыла спикер Палаты представителей Конгресса США Нэнси Пелоси.

Рассматриваем её визит как явную провокацию в духе агрессивной линии США на всестороннее сдерживание КНР.

Считаем, что отношения между сторонами Тайваньского пролива – это сугубо внутреннее дело Китая. Китайская сторона вправе предпринимать меры, необходимые для защиты своего суверенитета и территориальной целостности в тайваньском вопросе.

❗️ Принципиальная позиция России неизменна: исходим из того, что существует только один Китай, правительство КНР – единственное законное правительство, представляющее весь Китай, а Тайвань – неотъемлемая часть Китая.

В принятом по итогам переговоров лидеров наших стран 4 февраля с.г. в Пекине Совместном заявлении Российской Федерации и Китайской Народной Республики о международных отношениях, вступающих в новую эпоху, и глобальном устойчивом развитии российская сторона вновь подтвердила приверженность принципу «одного Китая» и выступила против независимости острова в какой бы то ни было форме.

☝️ Призываем Вашингтон воздержаться от действий, подрывающих региональную стабильность и международную безопасность, и признать новую геополитическую реальность, в которой уже нет места для американской гегемонии.

Аксиоматичная формула, что Россия может быть либо сильной, либо ее не будет, получает сегодня наглядное подтверждение. Санкции, военное, информационное и политическое давление, попытки отрезать нас от глобальных рынков и технологий – все это эффективно лишь в той степени, в какой мы находимся в недружественной нам системе координат. Взятая в последние годы линия на укрепление национального суверенитета оказалась несовместимой с участием России в глобальных процессах на чужих условиях или в качестве члена западоцентричных структур (например, той же «Группы восьми», которую Москва безвозвратно покинула в 2014 г.). Суверенизация всех областей жизнедеятельности, включая идейную сферу, политическую систему, культуру, науку, экономику, финансы и другие, при открытости к самому широкому взаимообогащающему равноправному международному сотрудничеству, может гарантировать устойчивое развитие России и достойное место нашей страны в многополярном миропорядке. Среди прочего, ход вещей заставляет обеспечить «национализацию» категорий нашей внешнеполитической философии, кооптированных из западной «школы мысли». Так ли применимы в отечественном контексте и практике такие идеологизированные конструкты, как, например, «мягкая сила» и «публичная дипломатия», или все-таки правильно говорить о «культурной и гуманитарной политике», а также «информационном сопровождении внешней политики»?

России пора вернуться к самой себе. Осознать себя в качестве исторического ядра самобытной цивилизации, крупнейшей евразийской и Евро-Тихоокеанской державы, одного из сильнейших геополитических центров мира.

Специальная военная операция дает для такого самоопределения широкие возможности. Русские, чеченцы, аварцы, татары, якуты, тувинцы и представители других коренных народов в составе многонациональной и многоконфессиональной российской армии противостоят формированиям киевского марионеточного режима, сделавшего ставку на ущербный радикал-национализм и безоглядную, унизительную покорность иностранным хозяевам. Давние исторические враги – казаки и чеченцы, освободившие Лисичанск, называют себя братьями по оружию, а командира-чеченца награждают казачьим крестом. Здесь есть о чем задуматься. На поверхность выходит, что выбор в пользу межнационального единства и традиционных ценностей высвобождает созидательную энергию, а неестественная опора на сфальсифицированное прошлое и иллюзорное будущее не может не вести к внутренней неустроенности и агрессии против инакомыслящих.

Конечно, возвращение к себе невозможно без хорошо продуманной идейной мобилизации государства и общества – это также необходимое условие результативной внешней политики после выхода из-под всех форм зависимости от Запада. На это указывает и обращение к трудам видных отечественных ученых, мысленно предвосхитивших вопросы, которые поставил нынешний исторический этап. Самобытность российской цивилизации определяется как «совершенно своеобразный национальный государственный и культурный комплекс, одинаково четко отличающийся и от Европы, и от Азии», писал в 1951 г. И.Л.Солоневич . «Особой этноцивилизационной платформой» назвал нашу страну в 1993 г. В.Л.Цымбурский. Место Европы как крайней западной оконечности Евразийского континента в 2003 г. констатировал А.А.Зиновьев: «Тот благополучный Запад, о котором мечтают в России, есть лишь маленький островок в океане грязи и страданий» .

История выбрала Россию в качестве силы, которая своим упорством и последовательностью в стремлении к правде и справедливости для всех ускорит переход к новому миропорядку. От нашей способности сыграть объединяющую роль и создать межцивилизационную «сеть» приоритетных партнеров на горизонте ближайшего десятилетия будут зависеть не только внешнеполитические позиции России, но и стабильность всей системы международных отношений.

⚡️Russian Defence Ministry has recorded and is taking into account for the future an official admission by General Skibitsky, deputy head of the Chief Directorate of Intelligence of the Ministry of Defence of Ukraine, that Washington directly coordinates each target for Kiev before strikes from US-made HIMARS MLRS.

▫️Speaking to The Telegraph's British journalists, Skibitsky admitted that "before rocket launches, there are consultations between intelligence officials from both countries, which allow Washington to stop any potential attacks if they were unhappy with the intended target".

▫️All this undeniably proves that Washington, contrary to White House and Pentagon claims, is directly involved in the conflict in Ukraine.

▫️It is Biden administration that is directly responsible for all Kiev-approved rocket attacks on residential areas and civilian infrastructure in populated areas of Donbas and other regions, which have resulted in mass deaths of civilians.

💥No one else in Ukraine or in the world should have any doubts that HIMARS strikes on Novaya Kakhovka on July 12, on Stakhanov on July 17, on Krasniy Luch on July 24, dozens of strikes on Donetsk and, of course, the July 29 strike on the detention facility in Elenovka, which killed 50 and injured 73 Ukrainian POWs, were planned by Zelensky regime and approved by Washington.

❗️Political, criminal and moral responsibility for the Elenovka massacre and other war crimes in Ukraine, along with Zelensky, lies directly with Biden administration.

Russia can be either strong or perish – the latest developments have proven in all clarity the accuracy of this axiomatic statement. Sanctions, military, media and political pressures and attempts to cut us from the global markets and deprive us of technology are effective only as long as we stay within a matrix shaped by those who are hostile to us. Russia’s policy to reinforce its national sovereignty in recent years has proven to be incompatible with its involvement in global processes on someone else’s terms or as a member of Western-centric structures such as the Group of Eight, which Russia left for good back in 2014. Injecting more sovereignty across the board, including in the world of ideas, politics, culture, research, economics, finance and other spheres while remaining open to broad mutually enriching equitable international cooperation can well place Russia on the path to steady development and secure the place it deserves in the multipolar world order. <...>

It is high time for Russia to go back to its roots and to realise that it forms a historical core of a civilisation with a unique identity and is, in fact, the largest Eurasian and Euro-Pacific power and one of the world’s most powerful geopolitical centres.

The special military operation creates ample opportunities for reclaiming this identity. Russians, Chechens, Avars, Tatars, Yakuts, Tuvans and members of other indigenous peoples are all fighting within a multi-ethnic and multi-faith Russian army against the troops of Kiev’s puppet regime, which has put its stakes on a retrograde policy of radical nationalism and an unconditional and humiliating subordination to its foreign masters. Cossacks and Chechens had been adversaries for a long time, but now they worked together to liberate Lisichansk and call each other comrades in arms. A Chechen commander received a Cossack military award. This is something that deserves some thought. It emerges that efforts to promote an interethnic unity and traditional values generate creative energies, while relying on a falsified vision of history and illusions about the future is unnatural, paving the way to domestic instability and aggression against dissenters.

Of course, going back to one’s roots would be impossible without mobilising the state and society on the ideological front. This is another essential prerequisite for an effective foreign policy as we move away from our dependency on the West in all its forms and manifestations. Prominent Russian researchers have been making this point as they presaged many of the issues that emerged at the current historical stage. Ivan Solonevich wrote back in 1951 that the unique nature of the Russian civilisation can be defined as a “singular national state and cultural whole that is clearly distinct from both Europe and Asia.” In 1993, Vadim Tsymbursky referred to Russia as a “special ethnic and civilisational platform.” Alexander Zinoviev wrote in 2003 that Europe was the Western tip of the Eurasian continent saying: “The prosperous West that Russia is dreaming of is but a small island in the ocean of filth and suffering.”

History has chosen Russia as a force poised to accelerate the transition to a new world order through its persistence and steady resolve to achieve truth and justice for all. Not only Russia’s foreign policy positions but the stability of the entire system of international relations hinge on our ability to play a unifying role and create a cross-civilisational network of priority partners within the next decade.

⚡️ The Russian Ministry of Defence continues to analyse the military and biological activities of the US and its allies in Ukraine and elsewhere in the world in the light of new information obtained in the liberated territories.

☣️ Work continues on the study of biological samples from Ukrainian soldiers who have voluntarily laid down their arms.

Particular attention should be paid to the discovery of narcotic drugs, including opioids such as methadone, codepsin, codeterp, as well as ephedrine-type substances: t-phedrine and tri-phedrine, at positions abandoned by Ukrainian military personnel.

A side effect of such addictive drugs is primarily excessive aggression, which explains the extreme cruelty towards civilians displayed by some Ukrainian servicemen, as well as the shelling of towns in Donbass.

☣️ A few weeks ago, during the special military operation, Rubezhnoye in Lugansk People's Republic was liberated. Documents have been found in the laboratory of the Pharmbiotest medical centre, confirming that research had been carried out in Ukraine for several years on behalf of the so-called Big Pharma.

☣️ We are considering the possibility that the US Agency for International Development (USAID) was involved in the emergence of the new coronavirus. Since 2009, the agency has funded the Predict programme, which has investigated new species of coronaviruses by capturing bats that carry the viruses. One of the contractors for the project was Metabiota, a company known for its military-biological activities in Ukraine.

❗️ We see a clear trend: infectious disease agents that reach the Pentagon's zone of interest are subsequently pandemic, with US pharmaceutical companies and their patrons, the leaders of the US Democratic Party, as the beneficiaries.

☣️ US impunity has contributed to the continued use of bioweapons technology by Washington in Latin America, including the assassination of undesirable politicians.

On July 18, 2022, the President of the Republic of Venezuela, Nicolas Maduro, publicly declared the involvement of the United States in the assassination of former head of state Hugo Chávez.

According to information available to Venezuela, U.S. security services have been working since 2002 on possible ways to eliminate the Venezuelan leader, who has pursued an active anti-American policy. Numerous assassination attempts involving members of the US embassy in Caracas were uncovered and thwarted.

A causal link between the Venezuelan leader's death and the development of biological weapons is confirmed by forensic evidence and the testimony of Cuban doctors who treated Chavez about the atypical course of the disease and its resistance to the use of medicines.

📜 Foreign Ministry statement on the results of the #RussiaASEAN Foreign Ministers’ Meeting

The Russia - ASEAN Foreign Ministers’ Meeting co-chaired by the Russian Federation and the Kingdom of Cambodia showed that the Russia - ASEAN strategic partnership is unaffected by the geopolitical environment.

The ASEAN countries welcomed Russia’s firm support for the Association’s central role in the regional architecture and unity of its states, and the active role of our country in ASEAN-centric mechanisms, including the East Asian Summit, the ASEAN Regional Forum on security and the meeting of the ASEAN Defence Ministers and Dialogue Partners.

The participants reaffirmed their plans to hold a second round of Russia-ASEAN consultations of senior security officials and the second dialogue on cybersecurity in the latter half of 2022.
