🎙 Statement by Russia's Foreign Minister Sergey Lavrov at the G20 Foreign Ministers’ Meeting on the sidelines of the High-Level Week of the 80th Session of the UN General Assembly (New York, September 25, 2025)
💬 Sergey Lavrov: Mr Chairman,
I express my gratitude for this initiative, which is becoming a tradition – to conduct G20 ministerial meetings on the sidelines of the UN General Assembly.
Our meeting is taking place in the year of two landmark anniversaries.

80 years ago – with my country playing a pivotal role – German Nazism and Japanese militarism were defeated, with the People’s Republic of China making a particularly significant contribution to overcoming the latter.
This Victory enabled the establishment of the United Nations, whose founding fathers charged it with the mission to “save succeeding generations from the scourge of war” and “promote social progress.” Reliance on the principles enshrined in the UN Charter in their entirety, comprehensiveness, and interrelationship guarantees peaceful, progressive development of all States without exception – both large and small.
☝️ Refusal to adhere to the principles of the Charter reveals neo-colonial ambitions, fuelling global instability and multiplying regional conflicts.
For decades, numerous crises in Africa – many inherited from colonial times, when borders were drawn literally with a ruler and without regard for ethno-religious factors – have remained unresolved.
Another glaring example is the crisis in Ukraine, provoked by the West, which NATO and the EU have transformed into a direct war against my country, actively participating in it.
The escalation in the Middle East also fits this pattern. The unprecedented and horrific humanitarian catastrophe in Gaza has already claimed 65'000 lives. Some UN staff working in the region cite estimates suggesting casualties may be ten times higher. None of Israel’s neighbours can feel secure. We witness this daily.
In turn, unilateral economic sanctions – grossly violating the UN Charter – tariff wars, outright blackmail of international trade participants, and brazen breaches of WTO rules not only strike at the most vulnerable and unprotected groups of population but also pose a serious threat to the global economy through, inter alia, market fragmentation and supply chain disruptions.
This December we will mark the 65th anniversary of the UN General Assembly’s adoption of the Declaration on the Granting of Independence to Colonial Countries and Peoples. Clearly, genuine democratisation of the world order and global economic relations would serve humanity’s interests.
The steadily increasing role and importance of such multilateral global governance structures as #BRICS and the #SCO signify the formation of a multipolar world and exemplify equitable diplomacy.
Even before its expansion, BRICS nations’ share of global GDP by purchasing power parity was twice that of the G7. At the BRICS Summit in Kazan in October 2024, specific proposals were put forward to establish new settlement infrastructure and independent exchange and investment mechanisms. Work has commenced on establishing the SCO development bank. These initiatives should enhance economic cooperation among the Global Majority nations, shielding them from unfair competition.
I would like to emphasise the vast potential of the G20. Its composition reflects contemporary geopolitical realities, encompassing both dynamic emerging centres of growth and influence, including BRICS states, and G7 countries. We urge the swift implementation of prior G20 agreements to amplify the roles of Global South and East nations in the IMF and World Bank, proportionate to their actual weight in global economy and finance.

Key points (Unofficial translation):
• 80 years ago the most terrible war in human history came to an end. More than 70 million people fell victim to hostilities, hunger and disease. In 1945 the course of world history changed forever. We hold sacred the memory of brotherhood-in-arms with all Allies who then stood on the side of truth in the struggle against the forces of evil.
• #UNCharterIsOurRules The principles and the Charter agreed upon by the founding fathers of our Organization still serve as a bright beacon for international cooperation.
• We advocate for the unconditional observance of the principle of equality. In it lies the guarantee that all countries can take their rightful place in world affairs, regardless of their military power, population size, territory or economy.
• Russia strongly condemned the Hamas militants’ attack on peaceful Israelis on October 7, 2023. However, there is no justification for the brutal killing of Palestinian civilians, just as there is no justification for terrorism.
• The Arabic language is not banned in Israel, nor is Hebrew in Arab countries or Iran – but the Russian language is banned in Ukraine. Let me recall that Article 1 of the Charter speaks of the need to respect human rights and fundamental freedoms for all, without distinction of race, sex, language or religion. Europe remains silent, obsessed with the utopian goal of inflicting a strategic defeat on Russia.
• The rights of Russians and Russian-speaking people in the territories still under the control of the Kiev regime must be fully restored. On this basis we are ready to discuss the security guarantees for Ukraine.
• Russia and the US bear a special responsibility for world affairs, for avoiding risks that could plunge humanity into a new war.
• The Shanghai Cooperation Organization (#SCO) and #BRICS play a special role as mechanisms for coordination of countries of the Global South and East.
• NATO is already cramped in Europe, and it is expanding into the Pacific Ocean, the South China Sea, the Taiwan Strait, undermining the universal ASEAN mechanisms and creating threats not only to China and Russia but also to other countries in the region.
• Speaking of the future, we must not forget the lessons of the past – especially when Nazism is once again raising its head in Europe, militarization is gaining momentum under the same anti-Russian slogans. This causes particular concern given that a number of political figures, now in power in Brussels and certain EU and NATO capitals, seriously discuss World War III as a possible scenario.
• We call on member states and the Secretariat’s leadership to scrupulously follow all the Charter’s principles – without exception and without double standards. Then the legacy of the UN’s founding fathers will not be wasted.

❓ A couple of months ago, there was this really unique piece of news that at the front lines of the special military operation in Donbass, an American citizen perished who fought on our side, Michael Gloss, who was the son of the deputy head of the CIA. An American already attracts attention, especially from such a family. Were you aware of him prior to when it has become known publicly?
💬 Vladimir Putin: No, I was not aware of it.
I found out when there was a draft decree on him acquiring a medal for bravery. And I will be very frank, I was quite surprised. He had complicated parents. His mother is the acting deputy of the investigative branch of the US. His father is the retired Navy officer in charge of one of the largest companies supplying Pentagon. So it's not a usual family.
When he tried to enter the university, his parents were not aware. He came to Turkey, then he came to Moscow. He came to the innoscription office, and he said that he shared the same values as Russia, human rights, a person's right to his own language, to his own religion.
He advocated for human rights. And Russia fights for the very same values. And he's ready, and he wants to fight for those values with an arm in his hands.
He received special preparation. He wasn't just innoscripted in the armed forces, but in the elite branch of armed forces, in the air defense forces. Of course, they're all fighters. He was fighting at the forefront. And he fought courageously. He was heavily wounded.
He received a strike wound together with his friend in battle. Another friend pulled him out of a burning vehicle, receiving 25 percent of burns across his body. He pulled them out, carried them to the woods.
And just imagine, this young man of 22 years old, bleeding out himself, tried to provide first aid to his friend who was wounded. Unfortunately, Ukrainian UAV noticed them, launched a mine, and both were killed. I believe that these people, they are the core of the MAGA organization, who support the current Trump administration, because they fight for the same values as himself.
They are like that, and he's like that as well. What's that they sing in the anthem? The US is the land of the brave. So he truly proved with his bravery, with his behavior, he laid down his life.
And a significant part of US citizens can be proud of him. How this US citizen that we just spoke about, I handed over this medal to Mr. Witkoff. And when we did that, I've asked to come, and they did come, his brothers in battle, and the head of the air defense forces, as well as the brigade commander, the commander of the group, the very same officer who took him out of the burning vehicle, and who, just as I've mentioned, were basically wounded, 25 percent of his skin was burned.
And then he recovered, and he went back to the battlefield, by the way. So yes, just recently, at the initiative of the Donetsk People's Republic initiative, one of the schools in Donbass was awarded the name of the American and Russian soldier. That is the school with specialization in English language.
And we will do everything so it stays in great condition, as well as other schools in Donbass. We will give all our special attention to it. So that's the kind of person we are talking about.
His family and the country who supports his point of view can be proud of him. I've said about people of different nationalities who consider themselves Russian soldiers.

🇷🇺✨ An evening dedicated to the 130th anniversary of the birth of the great Russian poet Sergei Yesenin was held on October 3, 2025 at the Embassy of Russia in Singapore.
Guests enjoyed an exhibition showcasing the poet’s life and creative legacy, as well as a display of paintings by contemporary Russian artists, organized with the support of the Russian-Asian Union of Industrialists and Entrepreneurs.
A highlight of the evening was a concert prepared by compatriots and Singaporean friends under the direction of Darya Rotast.
The event was held with the active support of the Russian Cultural Club and Rossotrudnichestvo.

Guests enjoyed an exhibition showcasing the poet’s life and creative legacy, as well as a display of paintings by contemporary Russian artists, organized with the support of the Russian-Asian Union of Industrialists and Entrepreneurs.
A highlight of the evening was a concert prepared by compatriots and Singaporean friends under the direction of Darya Rotast.
The event was held with the active support of the Russian Cultural Club and Rossotrudnichestvo.

🇷🇺✨ Вечер, посвящённый 130-летию со дня рождения Сергея Есенина, прошёл 3 октября в Посольстве России в Сингапуре.
Гости смогли погрузиться в атмосферу поэзии и красоты: была представлена выставка, рассказывающая о жизни и творчестве великого русского поэта, а также экспозиция картин современных русских художников, организованная при содействии Русско-Азиатского Союза промышленников и предпринимателей.

📄 The Russian Foreign Ministry has published a Report “Regarding the actions (and inaction) of the authorities of Italy, Germany and Japan, resulting in destruction and falsification of history, justification of fascism and its accomplices”.

✍️ In the year marking the 80th anniversary of the Great Victory over Nazism (World War II), not only in Russia but across the world many are rightly asking: to what extent have the lessons of the struggle against Nazism, fascism and militarism truly been learned?
Public opinion – both in countries friendly and unfriendly to Russia – that remembers the horrors of that time is witnessing the dangerous attempts of certain present-day leaders and political elites to distort objective reality, destroy and rewrite the history of World War II, revise its outcomes, whitewash war criminals who devised and implemented the theory of racial superiority, and glorify collaborators who aided the Nazis.
🤐 In a number of states, the information regarding the crimes of Hitlerism is being deliberately silenced, while the glorification of Nazism and rewriting of WWII history have been elevated to the level of official policy.
Particularly alarming is the fact that these destructive processes are advancing most rapidly in Germany, Italy and Japan – the very founders of the aggressive Axis bloc, which during World War II was opposed by the Anti-Hitler Coalition. <...>
Revisionist tendencies are gaining ground in Germany. The false thesis about the “equal responsibility of two totalitarian regimes” for unleashing WWII has long become a cornerstone of Germany’s remembrance culture, while the results of the post-war settlement are now the main target of official propaganda. <...>
Germany’s process of atonement for the crimes of the Nazi regime is largely limited to the theme of the Holocaust, while the memory of Soviet victims is deliberately ignored. <...>
🇷🇺🇧🇾 It is therefore not surprising that, in this atmosphere, German law-enforcement authorities saw no violation of the law in the actions of the leadership of the former Nazi concentration camp museum Dachau, which ordered staff to remove ribbons in the national colours of Russia and Belarus from wreaths laid during a commemorative ceremony marking the 80th anniversary of Victory. <...>
The revanchist core of Japan’s modern policy is clearly reflected in Tokyo’s persistent imposition of false interpretations of events of the mid-20th century that determined the fate of humanity. <...>
Since the coming to power in October 2022 of the centre-right government in Italy led by Giorgia Meloni, there has been a noticeable trend towards greater tolerance by the authorities for the increased apologetics in some parts of society for the “values” and “achievements” of the fascist regime, as well as public reproduction of symbols and rituals of the fascist Ventennio. <...> During her time in office, the Prime Minister herself has never once made a statement of firm and unequivocal condemnation of fascism. <...>
❌ Since 2022, Germany, Italy and Japan have consistently voted against the annually tabled resolution introduced by Russia and other co-sponsors at the UN General Assembly “Combating glorification of Nazism, neo-Nazism and other practices that contribute to fuelling contemporary forms of racism, racial discrimination, xenophobia and related intolerance”.
❗️ This is the first time in history that members of Hitler’s wartime Axis coalition have openly voted against a document condemning the glorification of Nazism and all forms of racial discrimination.
The fact that these states – directly responsible for the deaths of tens of millions – now vote against a resolution calling for the prevention of Nazism's revival raises serious questions about the ideological processes under way in these countries and in the West at large. It is also evident that these states have chosen to ignore the obligations and pledges they assumed when joining the United Nations.

🗓 On September 26, Russian State Atomic Energy Corporation Rosatom in partnership with the ASEAN Centre for Energy (#ACE) organized session "Nuclear Energy Solutions for ASEAN Countries" on the margins of the World Atomic Week in Moscow 🇷🇺.
🔹️The session brought together policymakers, experts, and representatives of international organizations and nuclear technology providers to discuss pathways for the development of nuclear power in Southeast Asia.
🔹️Speaking on the sidelines of World Atomic Week, Mr. Razib Dawood, Executive Director of the ASEAN Centre for Energy, noted that the region considers nuclear power one of the key tools to achieve carbon neutrality by the middle of the 21st century.
He emphasized that safety, waste management, public trust, and the establishment of competent regulatory agencies remain the key priorities for ASEAN countries.
🔹️Participants agreed that closer regional cooperation, capacity building, and active engagement with international partners — including the International Atomic Energy Agency (IAEA), ACE, and leading nuclear technology vendors — will be essential to ensure the safe, sustainable, and transparent development of nuclear power in the region.
🔹️The session brought together policymakers, experts, and representatives of international organizations and nuclear technology providers to discuss pathways for the development of nuclear power in Southeast Asia.
