🎙️Ambassador Andrei Kelin's interview to Enda Brady for TRT World, 22 February, 2024

Excerpts from the interview:

I have no doubts that Russia is going to win in the Ukrainian conflict. I would like to attract your attention that Russia is much better adapted now, the political situation and economy are stable. President Vladimir Putin is supported by majority of the Russian population.

Western sanctions did not bring disaster to Russia. We have self-sufficient military-industrial complex which is now working at full capacity.

We need to achieve the goals of the SMO, which have been clearly formulated by Russian President. The front line is moving steadily westwards, and there are no doubts that it will continue to move towards the western part of Ukraine.

Ukraine should become neutral and the Russian security interests should be taken into account not only by Ukraine but also by the West, especially by the US. The normal conditions for the Russian speaking population should be created in Ukraine as well.

🕯 On Defender of the Fatherland Day, Russia's President Vladimir Putin laid a wreath at the Tomb of the Unknown Soldier by the Kremlin Wall.

The President honoured the memory of the fallen soldiers with a minute of silence.

The ceremony was also attended by Defence Minister Sergei Shoigu, army veterans, officers and cadets from military schools.

The ceremony concluded with a ceremonial march by the guard of honour and a military band.

⚡️The European Union remains in an "anti-Russian fever", losing its sense of reality and behaving as if it had a licence to interfere in the trade and economic relations of third countries.

The adoption of the thirteenth "package" of restrictions against Russia clearly shows that the sanctions toolkit has finally become a universal way for Brussels to communicate with the outside world. Well, this is "geopolitical Europe", and this is what the rules on which the EU believes the world order is based look like in action.

Another “package” is yet another act of symbolism, this time to mark the beginning of the Russian special military operation. Meanwhile, the EU fails to notice that it is making a mockery of itself with its obsession with special dates. The former European Union, which no longer exists and never will, attached symbolic importance to the creation of a single currency, the Schengen area and a common market for labour, capital, goods and services.

Now Brussels finds it much more relevant to assert itself at Russia's expense, to force European capitals to pursue an anti-Russian line, and to intimidate third countries. The EU is annoyed by sovereign states refusing to follow its flawed course. Brussels apparently finds it hard to understand that third countries pursue an independent policy and are guided by their own national interests.

❗️The states of the Global Majority see all this, understand it and, we are sure, will draw the appropriate conclusions. We have already drawn ours.

US President Biden came up with another rude remark about you. You have never said anything like that about any foreign leader, and you have never even taken the liberty to make any inappropriate remark. Will you respond the same way now?

💬 Vladimir Putin: Look, we recently talked and you asked me who we prefer to see as the new US president. I said we would work with any president. But for Russia, Biden is preferable. I am right, judging by what he said, because it is an adequate reaction to what I said.

Why? Because he cannot say to me, “Great, Vlad, thank you, you helped me a lot.” We understand what’s going on there in terms of domestic policy, and this is an absolutely adequate reaction. Which means I was right.

What I said was basically for our domestic audience, not the US. You are a Russian journalist, and you asked me what’s [who] better for us. I said then, and I will say it again: Biden.

🎙️Embassy comment on the illegitimate sanctions against Russia

Emotional outbursts from British officials demanding that Russia “must be made to pay” underscore the futility of the Western policy of sanctions, blackmail and confrontation. Russia continues to protect its welfare and security with all lawful means. All objectives of the Special Military Operation will be achieved.


︎Yet another batch of restrictive measures produced by London on occasion of the second anniversary of the launch of Russia’s Special Military Operation offers convincing proof that the once vaunted "sanctions" have forfeited any practical meaning. This is now a prop used by British officials to mark particular dates and show off in front of their partners at international fora.

︎The tragic paradox is that ten years ago London actively supported the unlawful coup d’etat in Kiev. The very same coup that swept a nationalistic anti-Russian regime to power. Turning a blind eye to Kiev’s unwillingness to implement the Minsk agreements, the British authorities encouraged aggressive provocations against Donbass and Crimea, after the latter reunified with Russia.

︎The UK supplied Ukrainian armed forces with weapons and trained them. Following the launch of the Special Military Operation, London assumed full responsibility for the Kiev regime and derailed peace negotiations with Russia.

︎Now, when Zelensky and his clique are stumbling from one defeat to the next, the UK Government is attempting to reverse the consequences of its own blunders through similarly unlawful sanctions.

As for the UK Government’s latest illegitimate and arbitrary restrictions, they will be met with a due response.

🇷🇺🇧🇷 On February 22, Foreign Minister Sergey Lavrov met with President of Brazil Luiz Inacio Lula da Silva in Brasilia to discuss further steps to promote friendly bilateral relations, including preparations for the 12th session of the Intergovernmental Commission on Trade and Economic Cooperation and the upcoming meeting of the High-Level Commission to coordinate additional measures to expand mutual trade and implement joint projects in various areas.

The Sides welcomed the intensified inter-parliamentary and inter-party contacts, as well as the development of humanitarian and sports ties.

🌐 Special attention was given to the practical aspects of interaction in the international arena, particularly in light of Russia’s BRICS chairmanship and Brazil’s G20 chairmanship in 2024.

The Officials agreed to coordinate activities in these formats and at the UN to advance the reform of global governance institutions, which should reflect the increased weight of the Global South countries in the economy and politics around the world.

The Parties exchanged opinions on developments related to Ukraine. President Lula da Silva confirmed Brazil’s commitment to conflict resolution based on the legitimate concerns of all Parties in the security sphere and emphasised the futility of unilateral initiatives and ultimatums.

☝️ Sergey Lavrov and President Lula da Silva expressed their shared concerns regarding the deep crisis in the Palestinian territories, which has claimed the lives of tens of thousands of civilians. They agreed that the UN Security Council should demand an immediate ceasefire, address grave humanitarian issues, and remove obstacles to the implementation of UN resolutions on the creation of a Palestinian state.

This policy is also designed to ensure internal political stability and promote mutually beneficial integration processes within the Union State.

⚡️ Statement by the Foreign Ministry regarding the response to the 13th EU package of sanctions against Russia

The European Union continues its futile attempts to put pressure on Russia through unilateral restrictive measures. On February 23, the EU countries adopted the 13th package of sanctions. We consider these EU moves illegitimate and believe they undermine the international legal prerogatives of the UN Security Council.

⛔️ In response to this unfriendly move, the Russia has significantly expanded the list of representatives of European institutions and EU member states, who, under Federal Law No 114-FZ On the Procedure for Entering and Exiting the Russian Federation dated August 15, 1996, are denied entry to our country.

It concerns officials from law enforcement agencies and commercial organisations in the EU countries and EU nationals who are involved in providing military assistance to the neo-Nazi Kiev regime; representatives of European agencies engaged in prosecuting Russian officials for “illegal arrests and deportation of people from Ukrainian territories;” those who are involved in establishing a “tribunal” against the Russian leadership and collecting relevant materials; those who call for confiscation of Russian state assets or the use of the profits from them in the interests of Ukraine; those who support the sanctions against our country and try to undermine Russia’s relations with other states, and those who are engaged in distributing misinformation about our country.

The Russian stop-list also includes representatives of the Council of Europe, members of the legislative assemblies of the EU countries, participants in the Parliamentary Assembly of the OSCE and PACE, who systematically make unfriendly statements regarding Russia.

❗️This is to reiterate that any unfriendly actions by Western countries will be met with a timely and commensurate response.

🇷🇺🇹🇷 During the telephone conversation, President Vladimir Putin extended warm wishes to President of the Republic of Türkiye Recep Tayyip Erdogan on his 70th birthday, noting his high authority both in Türkiye and abroad, many years of government activity for the benefit of the Turkish nation and, in particular, Türkiye's strengthened position in the international arena.

🤝 The significant personal contribution of Recep Tayyip Erdogan to the development of friendly bilateral relations was also emphasised. The two Presidents reaffirmed their mutual commitment to the further comprehensive strengthening of these relations.

It was agreed to continue contacts at various levels.

✉️ Vladimir Putin also sent a message of greetings to Recep Tayyip Erdogan:

You enjoy a high reputation among your compatriots and abroad as an experienced and far-sighted politician who does a great deal to promote the socioeconomic development of Türkiye and to protect its interests on the international stage.

It is difficult to overestimate your personal role, over many years, in strengthening friendly, mutually beneficial relations between our countries. And of course, we will continue our constructive dialogue and joint work on current issues on the bilateral, regional, and international agenda.

Найти способ отъема замороженных средств, который бы соответствовал британской нормативной базе, непросто. При этом в местном праве есть положения, фиксирующие, пусть и в несколько ином контексте, особый, неприкосновенный статус государственной
собственности.

Какую бы глупость не совершили в Лондоне, она не останется без адекватного ответа.


︎По данным британского Минфина, к октябрю 2023 г. Великобритания «заморозила» российских госактивов на общую сумму около 23 млрд ф.ст. Лондон в принципе никогда не скрывал, что хотел бы окончательно отобрать у нас эти средства, якобы в пользу Украины.

︎Найти способ отъема замороженных средств, который бы соответствовал британской нормативной базе, непросто.

︎Есть Конвенция ООН (2004 г.) о юрисдикционных иммунитетах государств и их собственности. Великобритания ее подписала.

︎Есть Европейская конвенция об иммунитете государств 1972 г.

︎Наконец, еще в 1978 г. здесь принят Закон о государственном иммунитете. Он устанавливает, что собственность государства не может являться объектом принудительных мер в связи с судебным или арбитражным решением.

☝️Сейчас сложно предсказать, куда занесет англичан их собственная безответственность. Надеемся, что здравый смысл возобладает.

🔑According to the Department for Citizen Registration and Housing Provision of the Mariupol City Administration, as of February 21, 2024, specialists have already issued 3,269 orders to citizens to receive compensatory housing, and this work continues.

🌆Citizens who have lost their homes can choose their future place of residence.Today, compensation apartments are provided in new buildings in the Izumrudny and Cheryomushki microdistricts in the Primorsky district, the Nevsky microdistrict in the Zhovtnevy district and new apartment buildings on Gugel Street on the left bank of Mariupol.

🎓 On February 26, Foreign Minister Sergey Lavrov chaired a joint meeting of the Supervisory Board and the Board of Trustees of MGIMO University under the Foreign Ministry of the Russian Federation.

Meeting participants heard a report by MGIMO University Rector Anatoly Torkunov on the university’s activities in 2023 and plans for 2024, and discussed the progress of the university’s projects under the Priority-2030 strategic academic leadership programme.

Special attention was given to organising events to celebrate the 80th anniversary of the university’s foundation, which will be marked this year.

• MGIMO takes these circumstances into consideration in its practical work, as it handles its internal transformation caused by sweeping changes in the global geopolitical landscape with dignity.

• We refer to the ongoing developments rather simplistically as the “pivot to the East,” but Russia has never turned away from the East, just as it is not turning away from the West now. Speaking on the G20’s role in overcoming current international tensions, Sergey Lavrov presented Russia’s detailed assessments of the geopolitical situation noting the West’s deliberate policy to maintain its dominance by containing new centres of power, eroding the coordinating function of the UN and the primacy of the universal provisions of international law, and substituting them with restricted-participation alliances and an obscure rules-based order. <...>

The principled Russian policy to preserve the #G20 as a key global economic forum that is free from politicisation and is not authorised to interfere in matters of international peace and security to the detriment of the prerogatives of the UN Security Council was reaffirmed.

❗️In this context, the unacceptability of attempts to lead the discussion away from the real challenges that plague the global economy through the Ukrainisation of the G20 agenda was emphasised <...>.

• Some of our Western colleagues’ attempts during the #G20 Ministerial Meetings to divert the discussion from this key issue to the topic of supporting the Kiev regime, focusing on groundless accusations against Russia and Ukrainising the agenda are not supported by developing countries and most of the Global South countries.

🌐 Our remarks also focused on the fact that, apart from the Bretton Woods institutions, the IMF, the World Bank, and the WTO, there are also new centres and unions of the Global Majority developing in different regions of the world. In the Eurasian space, these are the #SCO, #ASEAN, and #EAEU.

🇺🇳 Today, six members of the UNSC out of 15 are allies of the US, with nearly all of them doing Washington’s bidding. When we address the problem of expanding the UNSC in practical terms, we will support solely representatives of Asia, Africa, and Latin America.

• US Secretary of State Antony Blinken said they should not by any means divide the world into isolated blocs which seems like a sound idea, but immediately, without missing a beat, he went on to say that they will, of course, cooperate primarily with democracies. To use his words, there are different “blocs.” The best part, though, is him saying that all countries have a choice, “If you are not at the table in the international system, you’re going to be on the menu.” That’s the kind of approach the top US diplomat has towards those who disagree with them.

• Many of our colleagues from the Global Majority share with us in confidence how the Americans demand that they join their sanctions against Russia and what threats they use. That prompts an interesting conclusion about US diplomacy and what it now amounts to.

🌎 Latin America is one of our major partners. Our trade is growing substantially and investment activities are also gaining momentum.
