▫️One of the US customers' priorities is the anthrax pathogen, which is highly susceptible and persistent in the environment.

▫️The slide shows documents from the UP-2 project, one of the tasks of which was to identify dead animal burial sites, taking soil samples from anthrax animal burial sites. The interest of US military biologists in studying insect vectors in animal burial sites is also not accidental. Apparently, they analysed the results of an outbreak of anthrax disease in Yamal in 2016, during which cases of vector-borne transmission through flies and gadflies were recorded.

▫️Given that the situation with anthrax in Ukraine remains positive, it raises the question of the need for the Pentagon's research and its true purpose.

▫️We know of examples where the US military departments work with anthrax has ended in biosecurity emergencies.

▫️Between 2005 and 2015, viable anthrax spores were sent from the US Army's Dugway proving ground to 194 recipients in ten countries.
The current situation with the shipment of pathogenic biomaterials from Ukraine to European countries could result in loss of life and create a hotbed of epidemiological instability on a scale comparable to the COVID-19 pandemic.

▫️We continue to share information on research involving Ukrainian military personnel. We would like to point out that such work is prohibited within the US and is carried out by the military department outside the US.

▫️Earlier mention was made of the UP-8 research, which involved more than 4,000 people. According to figures published in the Bulgarian media, some 20 Ukrainian soldiers were killed in experiments in the Kharkov laboratory alone and another 200 were hospitalised.

▫️The documents received confirm the attempt to test previously untested medicines on them. This is the Deep Drug screening system for unlicensed pharmaceuticals in the United States and Canada.

▫️What makes the US sponsors particularly cynical is that the developer, Scymount, offered to purchase the system in question on a commercial basis, despite the fact that Ukrainian Ministry of Defence officials were engaged as volunteers.

▫️Such unacceptable approaches, with the tacit approval of the US administration, are the norm for big pharma companies. For example, the US Naval Medical Centre in Jakarta was shut down by Indonesian authorities in 2010 because of numerous irregularities.

▫️The Americans conducted work at the site outside the agreed research programme, collected biological samples and refused to inform the Indonesian government of their findings. The materials they obtained were used on behalf of the Pentagon-affiliated pharmaceutical company Gilead, which conducts trials of its drugs, including in Ukraine and Georgia.

▫️We would like to draw attention that the number of biological laboratories in the USA is not comparable with other countries. According to the Chinese Foreign Ministry, they control 336 laboratories in 30 states outside national jurisdiction.

▫️We believe that in the context of the incoming information, clarification should be sought from Washington regarding the true objectives of the US biolaboratories as part of the international investigation.

🕯 Today marks 2️⃣3️⃣ years since NATO began bombing #Yugoslavia.

◼️ Some 2,000 civilians, including at least 89 children were killed during the 78-day NATO campaign, and many facilities in dozens of cities, including Belgrade, were destroyed or damaged.

◼️ The use of depleted-uranium munitions contaminated large territories and caused an unprecedented surge in cancer cases. People continue to suffer from malignant tumours to this day.

❗️ On that day the West began dismantling the international legal framework.

Conducted 23 years ago, NATO’s military operation against sovereign Yugoslavia became a tragedy whose long-term and diverse consequences are still being felt. One of its main lessons is that lawlessness and arbitrary rule are unable to solve even a single problem and merely aggravate the situation. This is confirmed by permanent delays in resolving the Kosovo problem.

💬 This vote exposed all who place politicizing of the humanitarian file above the UN support for providing humanitarian assistance to the Ukrainians in need.

Let’s have another look at the steps and measures that our Western colleagues prevented from being endorsed for political reasons. Our draft resolution contained such crucial elements as a call to establish a ceasefire and have humanitarian pauses to facilitate safe evacuation of civilians, as well as enabling unimpeded exit (free from any discrimination) from the territory of Ukraine to all those willing to leave; a call to not attack critical infrastructure; calls to not place heavy equipment in residential quarters and densely populated areas; protection of humanitarian and medical personnel; proper protection of the sick and wounded; humane treatment of prisoners; protection of civilians, especially women and children.

☝️ So, dear colleagues, when you start wailing here or at the General Assembly that some of the points I listed might not be implemented, we will remind you that you had them all in front of you, but you refused to vote to support them for political reasons. You had a choice and you made your choice.

We again heard some delegations accuse Russia of preparing and using chemical and biological weapons in Ukraine. We again heard the notorious fakes (that we had repeatedly debunked) regarding the events in Mariupol, regarding bombardments and killings of people standing the lines. I will not list all, because we spoke about it many times. Unfortunately, no one would listen and no one would hear that.

The lack of a Security Council humanitarian resolution on Ukraine will surely make things more complicated for the humanitarians who work on the ground. It will allow the Ukrainian side to keep ignoring the demands for a ceasefire, needed to evacuate people via humanitarian passages. Kiev will continue using civilians as a “human shield” and, contrary to the international humanitarian law, placing heavy armaments in the vicinity of hospitals and kindergartens.

As for humanitarian deliveries, we will seek to solve this task, as we used to be solving it for Donbas (whose sufferings you choose to disregard) in the course of eight years.

The representative of Great Britain today reminded that we are all one human race. I agree. Unfortunately, many countries including Great Britain chose to not remember it in some other episodes. I will not mention all of them. I think this is not the right moment to do the citing. We regret all victims of conflicts, every human life is priceless. I could, but I will not remind what officials of states, i.a. those represented at this table said regarding mass deaths of civilians (including children) in conflicts.

❗️We call on you to not politicize the humanitarian agenda. We regret that the Security Council was not able to adopt a resolution that would facilitate solving those issues. Nevertheless, we do trust that both us and members of the global community who are genuinely interested in this, will do their best to improve the humanitarian situation in Ukraine and alleviate suffering of civilians.

🕯 On March 24, 1999, the #US and its #NATO allies began a 78-day armed aggression against the Federal Republic of Yugoslavia.

▪️ NATO conducted over 35,000 air raids, dropping some 3,000 cruise missiles and over 10,000 tonnes of bombs on the country. In TNT equivalent, this is five times the yield of the nuclear bomb, which the Americans dropped on Hiroshima in 1945.

▪️ Over 2,000 Serbs, including children, women and elderly people, were killed in the bombing raids. They were later cynically described as “collateral damage.”

▪️ NATO’s aggression against Yugoslavia in 1999 was the first armed invasion of a sovereign state in Europe since 1945. That tragic contribution to European history was made by the “purely defensive” alliance.

⚫️On 24 March 1999 the US-led NATO commenced its act of illegal and unprovoked aggression 💥 against the then Federal Republic of Yugoslavia which lasted 78 days.

For the last eight years almost at every meeting here at Hofburg we told the Permanent Council about Ukrainian army shelling 🏥 hospitals and schools 🏫 in certain areas of the Donetsk and Lugansk regions, where bomb shelters have been set up.

🔻 While disregarding international agreements and acts, since April 2014 Ukrainian 🇺🇦 military forces have been constantly shelling settlements in Donbass, using lethal weapons of indiscriminate action designed to completely eliminate people and infrastructure. As a result, not only residential buildings and essential facilities have been destroyed, but thousands of civilians of Russian-speaking groups, including 👩🏼women, 👶children and 👨‍🦳 elderly people that do not participate in the military conflict have been killed or injured.

🔻 We have repeatedly drawn attention to Ukraine's failure to take effective steps to investigate systematic human rights abuses by Ukrainian security forces, especially by nationalist battalions. It is well known that their crimes include torture, abductions, arbitrary detentions, extrajudicial executions and sexual violence. The perpetrators still enjoy complete impunity.

❗️ Попытка через психологическую войну, шантаж и банальное запугивание заставить граждан России противопоставить себя своему государству даст, скорее всего, противоположный эффект.

💬 Russia's FM Sergey Lavrov: We know who created a pretext for the bombing of Yugoslavia: US national William Walker, who headed the OSCE’s Kosovo Verification Mission. There were armed clashes, and he convened journalists to tell them that they had discovered the bodies of 30 civilians in Racak who had been massacred by the Serbs. He described it as genocide and took a unilateral decision, which he had no right to do, to withdraw the mission from Kosovo. This is what triggered the bombing. They said that the atrocity in Racak was the last straw and that they would cut short the activities of the criminal regime.

Later a special group was assigned to investigate the incident. It established that the dead were not civilians but militants who were dressed in civilian clothes after they had been killed in battle. The holes in their clothes did not align with the wounds. Yes, the case was investigated very thoroughly. So, saying that NATO’s invasion of Yugoslavia had a noble purpose is wrong and unethical.

Два последних дня ознаменовались громким обсуждением украинского гуманитарного досье в Совете Безопасности ООН и Генеральной Ассамблее. Некоторые краткие итоги:

1) Западники не стали поддерживать наш гуманитарный проект в СБ только потому, что он не содержал осуждения «российской агрессии», хотя в гуманитарные резолюции СБ политические оценки не включаются. Наши выступления по этому поводу тут и тут.

2) Поступив так, они лишили нужного подспорья гуманитарщиков «на земле», поскольку именно резолюции СБ дают им необходимые мандаты для гуманитарной работы.

3) Еще больше раскрыв свои истинные политические, а не гуманитарные мотивы, западники перенесли свой политизированный «гуманитарный» текст в Генассамблею, которая никаких нужных мандатов гуманитарщикам на земле дать не может. При этом в утечках западным СМИ ими не скрывалась главная задача - увеличить цифры поддержки по сравнению с принятым ГА 2 марта антироссийским проектом (141 страна - «за»). Ставилась цель сделать счет действительно разгромным (в Генассамблее 193 страны), на это в контактах с членами ГА были брошены лучшие специалисты по экономическому шантажу и выкручиванию рук.

4) Но карты им спутал неожиданно выдвинутый ЮАР альтернативный проект резолюции, не содержащий политических оценок и почти повторявший наш текст в СБ. За ним стояли не мы, как сразу же стали утверждать американцы, а те страны, которым надоели геополитические игры под прикрытием «поддержки Украины» и беззастенчивое давление Запада. У проекта были все шансы получить значительную поддержку развивающихся стран, что срывало задумку американцев и их сателлитов. Естественно, подобного сценария они допустить не могли.

5) В итоге, когда западный проект был проголосован (поддержало 140 стран, большинство из которых решило не связываться с американцами и собиралось поддержать и юаровский проект) на арену вышел украинский Постпред Кислица и в истеричной манере потребовал не допустить «зрады» и не проводить голосования по юаровскому тексту так как он по той же теме, что и западный проект.

Такая процедурная зацепка действительно есть, но пользуются ей крайне редко, поскольку выглядит этот маневр несолидно. На процедурном голосовании большинство стран были дезориентированы, так как не имели инструкций из столиц, и предпочли не голосовать или воздержаться и западникам с их блоковой дисциплиной с трудом, но хватило голосов, чтобы снять юаровский текст с рассмотрения.

Поступив так, наши западные коллеги показали, что они готовы пойти на все, даже на грязную процедурную возню, чтобы заткнуть рот несогласным в ООН! 👎🏻👎🏻👎🏻

Так что западная «перемога» с принятием не имеющей практических последствий «гуманитарной» резолюции ГА оказалась Пирровой.

Key points:

🔹 Ten or so years ago, our Western colleagues began urging everyone to respect what they called “rules-based order” and to follow these “rules” instead of “international law”. No one presents these “rules” to anyone because there are none. They are created from scratch for each particular case.

🔹 There is no doubt that containing any rival is one of the “rules” that the West is eager to implement. Today, Russia is that rival, but China has been declared next in line.

🔹To be an active tool for containment, Ukraine had to become “anti-Russia,” as President of Russia Vladimir Putin recently noted. Ukrainian authorities encouraged neo-Nazism and passed legislation on de-Communisation and on glorifying winners in World War II, among which they listed Shukhevich, Bandera and all other collaborators, who should have been tried by the Nuremberg Military Tribunal. But nobody was interested in this subject. The “civilised” West silently watched and even encouraged this.

🔹 At the moment, it is not Ukraine that is being used to limit, humiliate and destroy everything that is Russian. The entire world has been commanded “get ’em,” even the “educated” West. One is under attack just for having a Russian passport, walking into a shop where the owner thinks you are a Russian. Never mind what is going on in sports, our Paralympic athletes – it is a cruel joke, the doom of the Western civilisation.

🔹 If you are a Russophobe, you are allowed to do anything. This principle is evident in the daily activities of the Ukrainian authorities for the past eight years.

🔹 The Ukrainian party, although it showed understanding of the matters to be coordinated during the talks, has been changing its position all the time, rejecting its own proposals. It is difficult to get rid of the impression that their American colleagues are holding them by the hand. According to Russian and Western political analysts, the Americans do not want this process to end soon.

🔹 The attempts to present Russia as isolated or being isolated is a futile attempt. We have many friends. Just take a look at how many countries have adopted sanctions and how many have refused to do so despite the immense US pressure, which I would describe as unbecoming of a great power.

📣 Созданная официальным Киевом во внутренних водах Украины и территориальном море высокая минная опасность (минные поля установлены с грубейшими нарушениями регламентов подготовки и без составления соответствующих карт), а также угроза обстрела ВСУ судов, следующих по рекомендованным путям, не позволяют им безопасно покинуть порты Николаева, Черноморска, Очакова, Одессы, Южного и выйти в открытое море.

❗️В подтверждение этому объявляем, что для выхода иностранных судов из украинских портов в открытое море Российская Федерация создает гуманитарный коридор, который представляет собой безопасную полосу движения судов от района сбора, расположенного в 20 милях юго-восточнее порта Ильичевск.
Протяженность гуманитарного коридора составляет 80 морских миль в юго-западном направлении, ширина полосы движения 3 мили. Время действия коридора – ежедневно с 08:00 до 19:00 (время московское), начиная с 25 марта 2022 г.

📢 Призываем все международное сообщество, в том числе Международную морскую организацию, оказать влияние на украинскую сторону и предпринять действенные меры, направленные на деблокирование и обеспечение безопасности выхода судов иностранных государств из портов Украины.

Чудесное журналистское расследование опубликовали американцы.

Масштабы вскрывшихся манипуляций Киева и его западных патронов с общественным мнением поражают воображение. 

Оказывается, весь тот образ «жертвы Украины», который транслируют все западные СМИ вот уже месяц, – глубоко продуманная, системно организованная конструкция, которой занимаются очень серьёзные люди. И, судя по всему, за очень большие деньги.

Начать нужно с того, что шутки про «методички», как выяснилось, совсем не шутки. Они реально существуют – лучшие западные пиар-агентства готовят темники, где прописано, какие слова и когда надо использовать, собираются видеоподборки для трансляций, даются рекомендации по источникам. Напрямую запрещается использовать «неверифицированные медиа», то есть те, что не получили одобрения на Западе.

Ключевым функционером в этой системе украинской пропаганды является некий Ярослав Турбиль – связанный с американской разведкой уроженец Киева, главный редактор сайта Ukraine.UA. Cам этот ресурс функционирует под патронажем украинского МИД и зачастую является первоисточником пропагандистских сливов.

Проанализировав попавшие к расследователям агитационные материалы, авторы статьи пришли к выводу, что украинские пропагандисты ставят перед собой задачу по «раскачке» той или иной темы (Запорожская АЭС, бесполетная зона над Украиной и т.д.) перед целой сеткой западных пиар-служб, включая британскую PR Network и американские лобби-группы SKDKnickerbocker, Yorktown Solutions и Your Global Strategy. Имея обширный опыт взаимодействия с западными СМИ, они уже доносят до западных аудиторий «верный» посыл.
Есть, судя по расследованию, у заказчиков этих сценариев и партнёры: «Новая газета», «Медуза», «Дождь», «Медиазона» и русскоязычные службы западных СМИ, например, «Би-би-си».

Работа идет методично и дифференцированно. Для обработки молодежной аудитории – мемы, для экспертов – серьёзная политологическая аналитика.

Авторы расследования не скрывают своего шока от масштабов этой системы. Всего – более 150 организаций и ключевых лиц задействованы в задаче транслировать всей планете украинское видение конфликта.

Кто за всё это платит? Вопрос сложный, но как минимум часть информработы финансируется за счет правительственных субсидий от Британии, США и Чехии, а также, и это уже совсем за гранью, – структурами Джорджа Сороса.

Этот спрут пустил щупальца, выражаясь метафорически, в каждый телевизор, практически на каждый интернет-сайт крупных западных медиа, он – в каждой газете. Его задача – сделать так, чтобы у аудитории сложилась простая, но понятная картина мира. То, что она не соответствует действительности, абсолютно не волнует создателей этого механизма.  

Такой дезинформационной кампании мир не знал со времен культа цезарей.

💬 For many people in Russia, the campaign to “cancel” our country, which resulted in an unprecedented rampage of banal Russophobia, came as an unexpected shock. Having introduced the principle of collective responsibility for all Russians in retaliation for Russia’s special military operation in Ukraine, it may appear that the West has crossed the boundaries of ethics and common sense.

👉 In search of an analogy, one can go back to the early 1990s. Back then, Yugoslavia faced this kind of smear campaign for the first time. Its government “dared” to fight for the country’s territorial integrity.

❗️ A cynical attempt to use psychological warfare, blackmail and banal intimidation to force the citizens of Russia to oppose their state and their people will most likely have the completely opposite effect.
