🗓 On February 6, Russia's Foreign Minister Sergey Lavrov is scheduled to hold talks in Moscow with OSCE Chairperson-in-Office, Federal Councillor of the Swiss Confederation Ignazio Cassis and OSCE Secretary General Feridun Sinirlioglu (Türkiye).
Sergey Lavrov’s previous meeting with Ignazio Cassis and Feridun Sinirlioglu took place in New York in September 2025 on the sidelines of the high-level week as part of the High-Level Week of the 80th Session of the UN General Assembly.
Elected by the organisation’s members for one calendar year, the OSCE’s chairship-in-office is tasked with:
• coordinating the activities and holding consultations on current matters,
• appointing the heads of field missions and special representatives on conflicts and various issues,
• holding meetings of the OSCE’s decision-making bodies and other events.
The country assuming the OSCE chairmanship must focus on consensus-based approaches and take into account the diversity of opinions as expressed by member states as well as strictly adhere to the mandate of the chairship as set out in the decision of the 2002 OSCE Ministerial Council meeting in Porto noscriptd “The role of the OSCE chairmanship-in-office” and the Permanent Council Decision No. 845 dated 2002 noscriptd “OSCE statements and public information.”
Considering the current situation within the OSCE, it can hardly play any role in ensuring security within the new multipolar world order. There is no doubt that the OSCE could benefit from taking into account the experience of associations such as the #SCO, #BRICS and the #CIS, where countries have been guided by the principles of equality and mutual support.
The talks will focus on overcoming the deep crisis the OSCE is currently experiencing. It results from the destructive actions by some Western countries, who have been seeking to exploit the OSCE in the pursuit of their vested interests, including by unleashing an anti-Russian hysteria. Finland was proactive in encouraging this posture during its chairmanship-in-office in 2025. It failed to fulfil its mandate as an honest broker. In particular, nothing was done to bring the three security dimensions – politico-military, economic and environmental, and humanitarian – back to normal. There has been virtually no progress along these tracks since 2022 which is attributable to an almost total Ukrainisation of the OSCE agenda.
🇷🇺 Russia intends to discuss the prospects for addressing the existing problems while respecting the interests of all the participating countries.

During the meeting, participants will pay special attention to the OSCE’s economic and environmental dimension, which is designed to harmonise the interests of the participating states in the corresponding sectors. Russia will stress that it is unacceptable to use tools pertaining to the second basket when assessing environmental damage in Ukraine and promoting manifestly confrontational positions such as subjecting climate-related matters to the security agenda.

The Foreign Minister will focus on the most recent issues within the OSCE space, i.e., countering the manifestations of neo-Nazism, preventing the falsification of history and media censorship, defending traditional values, the rights of believers and ethnic minorities.
Sergey Lavrov also intends to point out there has been a tendency for over three years now to replace OSCE’s key events, including the Humanitarian Segment of the OSCE Review Conference, with formats operating outside of the consensus rule.

Russia will draw the Chairperson-in-Office’s attention to the need to address Russia’s obvious underrepresentation in senior political roles within the OSCE, as well as the need to ensure that Russian candidates are treated in an impartial manner.

Colleagues.
We are delighted to see you. Having assumed the Chairmanship-in-Office of the Organisation for Security and Cooperation in Europe, Switzerland, the country you, Your Excellency Ignazio Cassis, represent, has shown interest in resuming a meaningful diplomatic conversation with the Russian Federation. We appreciate this.
Of course, the fact that his Excellency OSCE Secretary General Feridun Sinirlioglu is taking part in our talks will make them even more focused and substantial, since we will have to discuss global processes which have been affecting the Organisation for Security and Cooperation in Europe in an extremely negative way.
I will not elaborate on the examples demonstrating how the OSCE found itself in the current state of an abysmal crisis and on the brink of self-destruction. The reason is quite simple and consists of a radical rejection by most Western countries of the high principles set out in the Helsinki Final Act, as well as declarations adopted at the subsequent OSCE summits.
Yesterday, we started the conversation on this sensitive topic in an informal setting with all of you who are present here today. It is our hope that we will continue this discussion today, this time as part of a formal meeting.
In order to assure the media that we are not trying to hide anything from them, let me tell you right away that we will not hold a joint news conference. Minister Ignazio Cassis decided to talk to the media upon returning to Switzerland. As for us, we will make sure to meet with the press once we wave our guests goodbye.

📄 The Final Report on the crimes committed by the Kiev regime in 2025 has been published, prepared by the Ambassador-at-Large of the Russian Ministry of Foreign Affairs Rodion Miroshnik.
In 2025 alone, Ukrainian armed groups fired at least 130,627 munitions at Russian civilian facilities – over 42,000 more strikes than in 2024 (when the number of attacks reached at least 87,885). The average daily number of shelling incidents in 2025 exceeded 350.
The increase in Ukrainian attacks on civilian infrastructure in Russia was observed primarily during periods when attempts were being made to advance a negotiation process to resolve the conflict, including US initiatives.
❗️ Such actions may be viewed as a systematic approach by Kiev aimed at undermining peace initiatives.
◼️ Over 12 months, at least 6,483 civilians were affected by the criminal actions of Ukrainian militants. Of these, at least 5,418 were injured or maimed, and no fewer than 1,065 civilians were killed.
At least 293 minors were affected – 22 children were killed and 271 injured. The youngest injured child was just 3 months old.
Since February 2022, as a result of decisions taken by the Ukrainian political leadership and the execution of criminal orders by militants of the Kiev regime, at least 7,746 civilians have been killed.
The total number of civilians affected since the start of the special military operation amounts to at least 26,148 people, including no fewer than 18,402 injured or maimed.
◼️ The “hunt” for Russian journalists has become an important element of the criminal strategy of the Kiev regime, aimed at preventing the disclosure of reliable information about the real situation along the line of contact and the war crimes of Ukrainian militants.
In 2025, there was a significant increase in attacks on Russian journalists. During the reporting period, 7 media representatives were killed and 10 were wounded to varying degrees of severity.
◼️ The Kiev regime continued to deliberately obstruct the rescue of civilians injured by UAF attacks. Over the past 12 months, 5 rescuers were killed and 78 were injured as a result of Ukrainian shelling.
◼️ Over the year, at least 81 cases of shelling of medical facilities were recorded. In addition, militants of the UAF disabled no fewer than 56 units of specialized medical transport.
As a result of UAF attacks on ambulances, medical facilities and individual medical teams, 50 healthcare workers were affected – 10 were killed while performing their professional duties, and 40 were injured to varying degrees of severity.
☢️ The Ukrainian side repeatedly attempted strikes on facilities whose destruction could lead to the “release of hazardous elements”, first and foremost nuclear power plants.
During the period under review, at least 29 attempted strikes on Russia’s nuclear energy facilities were recorded. The Zaporozhye NPP was attacked 23 times, while the Novovoronezh, Kursk and Smolensk NPPs were each attacked twice.
Due to UAF shelling of the Zaporozhye NPP territory, #IAEA observer rotations were disrupted twice. Moreover, because of continuous Ukrainian strikes on power transmission lines supplying the plant, the NPP operated in isolated mode without connection to the energy grid for one and a half months.
⚖️ Russian investigative authorities are consistently and systematically taking measures to bring Ukrainian militants to criminal responsibility.
In 2025, the Investigative Committee of Russia initiated 3,208 criminal cases related to crimes committed by Ukrainian armed formations.
To date, 874 criminal cases have been referred by prosecutors to the courts against accused Ukrainian servicemen and mercenaries. Courts have already issued convictions in 810 cases, involving 1,078 individuals.

Key points:
• As you are aware, the Strategic Arms Reduction Treaty expired yesterday. A vacuum has emerged. Our position was articulated comprehensively in a special statement issued by our Ministry. We will proceed from the understanding that Russia is prepared for any eventuality. We favour dialogue and will await indications that the United States is similarly ready to engage.
• The reasons [of a major crisis in the OSCE] clearly lie in what NATO and EU countries are doing. Long ago, well before the events in Ukraine, they set about bringing the Organisation to heel. After the special military operation began, their goal expanded to include putting the Organisation at the service of the hybrid war against the Russian Federation and supporting the hot war against our country unleashed by the hands of the Ukrainian regime.
• Almost the entire OSCE agenda, with very rare exceptions, has been Ukrainised, including the areas that should have been devoted to mutually advantageous cooperation and the quest for specific generally acceptable projects in transport, communications, logistics, investment, and humanitarian matters.
• We discussed, in a broader context, things we could do to ensure that the OSCE retains its importance and stays alive. We updated our colleagues in detail on President Putin’s initiative to form a Greater Eurasian Partnership, which would serve as a material foundation of Eurasian architecture of equal and indivisible security open to all countries and associations of our common Eurasian continent.
• Across all three OSCE “baskets” – the military and political, economic, and humanitarian dimensions – there is either complete stagnation or Ukrainisation.
• Our colleagues, particularly OSCE Secretary General Feridun Sinirlioğlu, have actively supported our position that it is unacceptable for an entity described as an organisation to lack a formal charter. The institutions that have developed within its framework operate without universally agreed rules, despite the OSCE’s proclaimed adherence to the principle of consensus.
• Nearly twenty years ago, in 2007, the Russian Federation, together with its CIS and CSTO partners, circulated specific proposals, including a draft charter and draft documents setting out the principles and procedures governing the work of all OSCE institutions. Back then, the West did everything possible to obstruct this effort.
• The advice we gave to our counterparts was not to pursue sweeping global ambitions such as transforming the OSCE into the central institution for nearly all developments in this part of Eurasia, but instead to begin by restoring the normal functioning of the military-political mechanisms that have become inactive, through no fault of our own, as well as those in the economic and humanitarian dimensions. We concluded our discussions here with an agreement to maintain contact.

Today marks Diplomats’ Day, our professional holiday.
I would like to use this occasion to wish a happy holiday to all Russian diplomats who are working at the Central Office and territorial offices, and diplomats fulfilling their duty abroad.
The history of Russian diplomacy spans many centuries and follows every stage of Russia becoming stronger as a state. Times change, but our spiritual and moral values — sincere, dedicated, and selfless devotion to the Fatherland, and firm commitment to the ideals of truth and justice — remain unshakeable.
We are rightfully proud of the achievements of our outstanding predecessors. We honour the courage of the staff of the People’s Commissariat for Foreign Affairs who, during the tumultuous years of the Great Patriotic War, took arms to defend the Motherland.
Their immortal feat stands as a benchmark for Foreign Ministry personnel and staff of subordinate institutions participating in the special military operation.
Other ministerial staff members are also involved and are helping the front line soldiers and their families, and supporting those affected by crimes committed by Ukrainian neo-Nazis.
Today, as we are witnessing another turning point in history, Russian diplomacy continues to do everything within its power to ensure safe and favourable external conditions for Russia’s steady domestic development and for improving the quality of life of its people.
In many ways, our consistent and balanced foreign policy course sets the trajectory of global transformations, thus facilitating the emergence of a new multipolar world order.
We seek to further develop honest and equitable international cooperation based on mutual understanding, trust, and neighbourliness.
Following President Putin’s initiative, we are working to establish, across the Eurasian region, architecture of equal and indivisible security and extensive practical cooperation. In this context, we attach particular importance to the conclusion and implementation of bilateral agreements, including our treaties on security guarantees with Belarus and on comprehensive strategic partnership with the DPRK and Iran.
We continue to expand relations across multiple areas with the World Majority, among them countries such as China, India, and other like-minded countries, our strategic partners and allies, primarily within the #CSTO, the #EAEU, and the #CIS, as well as the #SCO and #BRICS.
Countering neo-colonial practices of all kinds ranging from unilateral coercive measures to military interventions remains firmly in our focus.
In this context, we reaffirm our solidarity with the peoples of Venezuela and Cuba. We are convinced that only they can determine their own future.
☝️ The country’s leadership and Russian society hold our work to high standards. We are required to demonstrate discipline and dedication, as well as a passionate and creative approach to our duties.
I trust that you will continue to work honourably for the good of the Fatherland and to contribute your share to addressing large-scale foreign policy goals set by the President.
On this day, we express special gratitude to former ministerial employees, who taught us the fundamentals of diplomacy by their example. Many of them, to the extent of their abilities, remain active in the close-knit diplomatic ranks.

The history of Russian diplomacy spans many centuries and follows every stage of Russia becoming stronger as a state. Times change, but our spiritual and moral values — sincere, dedicated, and selfless devotion to the Fatherland, and firm commitment to the ideals of truth and justice — remain unshakeable.
We are rightfully proud of the achievements of our outstanding predecessors. We honour the courage of the staff of the People’s Commissariat for Foreign Affairs who, during the tumultuous years of the Great Patriotic War, took arms to defend the Motherland.
Their immortal feat stands as a benchmark for Foreign Ministry personnel and staff of subordinate institutions participating in the special military operation.
Other ministerial staff members are also involved and are helping the front line soldiers and their families, and supporting those affected by crimes committed by Ukrainian neo-Nazis.
Today, as we are witnessing another turning point in history, Russian diplomacy continues to do everything within its power to ensure safe and favourable external conditions for Russia’s steady domestic development and for improving the quality of life of its people.
In many ways, our consistent and balanced foreign policy course sets the trajectory of global transformations, thus facilitating the emergence of a new multipolar world order.
We seek to further develop honest and equitable international cooperation based on mutual understanding, trust, and neighbourliness.
Following President Putin’s initiative, we are working to establish, across the Eurasian region, architecture of equal and indivisible security and extensive practical cooperation. In this context, we attach particular importance to the conclusion and implementation of bilateral agreements, including our treaties on security guarantees with Belarus and on comprehensive strategic partnership with the DPRK and Iran.
We continue to expand relations across multiple areas with the World Majority, among them countries such as China, India, and other like-minded countries, our strategic partners and allies, primarily within the #CSTO, the #EAEU, and the #CIS, as well as the #SCO and #BRICS.
Countering neo-colonial practices of all kinds ranging from unilateral coercive measures to military interventions remains firmly in our focus.
In this context, we reaffirm our solidarity with the peoples of Venezuela and Cuba. We are convinced that only they can determine their own future.
☝️ The country’s leadership and Russian society hold our work to high standards. We are required to demonstrate discipline and dedication, as well as a passionate and creative approach to our duties.
I trust that you will continue to work honourably for the good of the Fatherland and to contribute your share to addressing large-scale foreign policy goals set by the President.
On this day, we express special gratitude to former ministerial employees, who taught us the fundamentals of diplomacy by their example. Many of them, to the extent of their abilities, remain active in the close-knit diplomatic ranks.
By all means, I would like to separately thank all the relatives and loved ones of our employees. Your unconditional support gives us strength and keeps us focused. It is especially important for those who carry out their diplomatic service far from the Motherland.

💬 The issue of addressing the necessity to combat intolerance and discrimination on national, ethnic, racial, religious and linguistic grounds remains pertinent for a number of other States. The disgraceful phenomenon of non-citizenship persists in the Baltic countries. There, under contrived pretexts ethnic Russians who consider these countries their homeland, where they have started their families and are raising grandchildren, continue to be persecuted and deported.
🥇The coordinated discriminative policy against Russian athletes including Paralympians is of particular concern. Notwithstanding the principles enshrined in the Olympic Charter the participation of Russian athletes in sporting events (especially under their national flag) is systematically restricted. For instance the Latvian Ministry of Foreign Affairs has directly banned Russian athletes and coaches from entering the country to participate in luge competitions.
🇨🇦 The Canadian Office of the Information Commissioner supported the position of the Federal Library and Archives Service to ban from publishing a list of hundreds of Nazi criminals and collaborators who found refuge in Canada. This refers to the list findings made by the Deschenes Commission, which in 1986-1987 established that after the WW II Canada became a sanctuary for approximately 800 Nazis and their accomplices - people involved in murders, genocide, and service in the Waffen-SS. The state hid them. Forty years have passed, and it would seem that all statutes of limitations — both moral and legal — should have expired, but it turns out that this information cannot be disclosed. Ottawa's argument is a “masterpiece” of modern Western political rhetoric, detached from reality. The publication of the names, it is claimed, ‘would damage international relations’ and even ‘have a detrimental effect on the defence of a foreign state allied with Canada.’ Translating from Canadian bureaucratspeak into plain English: if we publish the truth that executioners from the 14th SS Grenadier Division ‘Galicia’ lived and still live here, it will confirm Russian narratives and harm the current regime in Kiev, which glorifies Bandera's followers.
🇷🇺 The Russian Federation fully shares the position of the Swiss OSCE Chairmanship articulated by Minister Cassis on the inadmissibility of justifying anti-Semitism regardless of the shifting international context including events in the Middle East. It behoves us to ask: why does the Organisation remain silent in the face of a systematic discriminatory practice against Russians in the OSCE area❓
📢We call upon participating States to renounce the neglect of history’s lessons, policies of double standards and the practice of selective approaches. Efforts must be concentrated on our common task - combating anti-Semitism and manifestations of hatred towards any ethnic or religious group within the OSCE region. The eradication of hatred and various forms of intolerance is a prerequisite for the functioning of a genuine democratic society and for creating a safe environment.

💬 The Holocaust, which took millions lives, was the apotheosis of the barbaric "doctrine" of anti-Semitism. On January 27, 1945, the Red Army liberated the Auschwitz-Birkenau concentration camp and revealed to the world the truth about the Nazi death camps.
❗️The Holocaust is not only the tragedy of the Jewish people. It is a plague that must never be repeated. This is precisely why comprehending the root causes of such atrocities that did not occur in some distant, archaic era, but quite recently - in the 20th century in civilized Europe, is of the utmost importance. Our country suffered from this scourge and knows firsthand of the suffering and destruction brought by the Nazi ideology. Countless lives were laid upon the altar of Victory over Nazism. The Nazis killed more than 27 million Soviet citizens including the elderly, women and children.
🇷🇺 The Russian Federation will never allow the victims of Nazism to be consigned to oblivion, nor it will permit the Nazi executioners and their accomplices condemned by the Nuremberg Tribunal’s verdict to be glorified or worshiped.
📃A clear testament to this is the adoption in 2025 of the Federal Law "On Perpetuating the Memory of the Victims of the Genocide of the Soviet People during the Great Patriotic War of 1941-1945". According to its provisions the actions of the Nazis and their accomplices during the Great Patriotic War of 1941-1945 aimed at the complete or partial destruction of the national, ethnic and racial groups inhabiting the territory of the USSR are recognized as genocide of the Soviet people.
☝️Despite the fact that in the OSCE region commitment to democratic institutions incompatible with manifestations of racism, xenophobia and other various forms of intolerance is openly and enthusiastically declared, it is regrettable to note that not all States have managed to eradicate the legacy of their Nazi past. Instead they place the criminal ideology of racial and national superiority at the core of their domestic and foreign policy.
Nowadays we witness the torchlight processions and marches honouring Waffen-SS legionnaires and their modern admirers held. In some countries the campaign against monuments and memorials to those who fought against Nazism and fascism during the Second World War is gaining increasing momentum. As a kind of "replacement" for the dismantled memorials monuments are erected in honor of those who in practice implemented theories of racial superiority. At the core of this bacchanalia lies not merely the oblivion of historical memory, but its deliberate distortion to serve opportunistic political interests. In this regard, we would like to remind you that the history knows many examples demonstrating that courting Nazis has the most fatal consequences.
Therefore, the vote of a number of states against the resolution annually submitted by Russia to the United Nations General Assembly noscriptd "Combating the Glorification of Nazism, Neo-Nazism and Other Practices That Contribute to Fueling Contemporary Forms of Racism, Racial Discrimination, Xenophobia and Related Intolerance" is also particularly alarming.

💬 While speeches about Ukraine's commitment to peace are delivered at the OSCE, the Kiev regime carried out a direct assassination attempt on Lieutenant General Vladimir Alekseev - a member of the Russian negotiation team. The perpetrator, recruited by the SBU, has been detained, and his accomplices identified. The purpose of this provocation is obvious: to derail the peace talks in Abu Dhabi. Zelensky needs war to prolong his illegitimate grip on power and evade accountability. The silence of Western sponsors, who have failed to condemn this act of terror, is not neutrality - it is complicity.
🇪🇺 While European capitals hypocritically lecture about alleged "Russian violations," the facts speak otherwise: in 2025 alone, the Armed Forces of Ukraine carried out over 130,000 strikes against civilian targets in Russia, injuring more than 6,500 civilians and killing 1,065, including 293 children. Peaks in these attacks deliberately coincide with periods of peace negotiations. On New Year's Eve 2026, a terrorist attack using incendiary munitions in Khorly claimed 29 lives. In just the first week of February, 127 civilians were harmed, and over 2,500 munitions were launched against Russian cities.

Wolfgang Ischinger, Acting Chair of the Munich Security Conference, bluntly stated that peace in Ukraine is disadvantageous for Europe - it allegedly poses a "threat to NATO." Ukraine has been assigned the role of expendable material, destined to bleed in order to weaken Russia. At the same time, Europeans are hastily "reserving" seats at the future negotiating table while continuing militarization. They seek to convince Russia of their sincerity in dialogue, all the while pursuing military build-up and Russophobic propaganda.
⛔️ The deadlock in the international security system, engineered by NATO and the EU, requires not cosmetic adjustments, but a paradigm shift. Russia proposes the development of a new architecture of equal and indivisible security across the entire Eurasian continent - through the Greater Eurasian Partnership, the Charter of Multipolarity, and cooperation among the SCO, BRICS, EAEU, and ASEAN. The OSCE, which has been reduced to a tool of hybrid warfare, must now choose: remain a mouthpiece for Western-centric approaches, or join the constructive work ahead.

🥇 #OTD 8️⃣3️⃣ years ago, during the Voroshilovgrad Offensive Operation – Operation “Skachok” (Gallop) – the Red Army liberated Voroshilovgrad (Lugansk) from Nazi invaders.
Founded by Empress Catherine II in 1795, Voroshilovgrad was one of the largest industrial centres of Donbass by the start of the Great Patriotic War. The city supplied the front and rear not only with ammunition, but also with coal, steel and other strategically vital resources for the country’s defence.
By autumn 1941, the Nazis had occupied almost the entire territory of the Ukrainian SSR – yet they failed to capture Voroshilovgrad. The defenders of Lugansk land stood strong – their courage made it possible to evacuate around 150 enterprises, nearly all agricultural machinery and substantial food reserves to the rear.
Despite fierce fighting, the city fell in July 1942. Seven long months – 212 days – of occupation followed: terror, executions and destruction. However, the enemy could not break the spirit of resistance. Sabotage and partisan operations thwarted the Nazis’ plans and they failed to restart a single enterprise or mine in the region.
⚔️ After the decisive victory at Stalingrad, the strategic initiative passed to the Red Army. The Supreme High Command set a clear task – to build on the success, break into Donbass and advance towards the Dnieper.
Under the command of Colonel General Nikolai Vatutin, the liberation of Voroshilovgrad was carried out from two directions. Soviet forces encircled the main units of Army Group “Don”, depriving the enemy of the ability to establish a stable defence.
💬 On 16 February 1943, Krasnaya Zvezda described the defeat of German forces near Voroshilovgrad:
On 14 February 1943, troops of the South-Western Front completely cleared the city of German forces. Lieutenant Colonel Nikolai Rusakov, commander of the 1005th Rifle Regiment, raised the Red Banner at the Lenin monument on Revolution Square.
More than 10,000 Red Army soldiers gave their lives for the city’s liberation. At the site of the fiercest fighting and the mass grave of Soviet warriors – Ostraya Mogila – a memorial was erected in 1945 to a design by sculptor Vera Mukhina. In 2023, it underwent large-scale reconstruction by the Russian Military-Historical Society on the instructions of the Russian President. Today, the memorial complex unites the memory of four generations of heroes – from the Civil War of 1917-1922 to the present struggle against Ukrainian neo-Nazism.

The German garrison included large infantry formations, tanks and specialised troops – not only battle-worn divisions but also strong reserves.

Advancement developed methodically. By the third day, most of the eastern defensive sector had been cleared. German infantry retreated hastily towards the city, leaving rearguards along the Lugan River.
Fierce resistance unfolded in the streets. A struggle for every fortified position ensued. Soviet assault groups, advancing systematically, encircled enemy strongpoints and eliminated their garrisons – clearing neighbourhood after neighbourhood.
Heavy losses in manpower and equipment significantly weakened the Voroshilovgrad grouping. The tempo of Soviet operations increased, pressure intensified, and enemy counterattacks grew weaker and less frequent. A series of new blows decided the outcome of the battle.
