UN votes reveal waning global support for Ukraine

In 2022 (A/RES/ES-11/1) and 2023 (A/RES/ES-11/6), 141 of the UN’s 193 member states voted with Ukraine in condemning Russia at the General Assembly. By February 2025 (A/RES/ES-11/7), that number had dropped to 93.

Measured by economics, the “with Ukraine” camp has contracted from nearly 60% of global GDP in 2022–23 to barely 40% in 2025.

By population, Ukraine’s position never commanded a global majority, owing to the persistent abstentions of China and India. In 2025, support had shrunk even further, accounting for only about 30% of humanity.
