Napalm mist, Thermobaric Weapons and Combustible Dust (Drop 1 of 2)

Now this isn't going to be a popular opinion, but something has troubled me about the Maui fires (after a conversation I had with someone, whilst I was on holiday) it revolves around the fact that, despite vehicle based DEW's being in circulation, they're still relatively short range and if there is cloud cover / mist, dust in the air, then the strength of the beam is severely hampered.
The thing is, there has been countless reports of strange patches of mist, hanging in the air inside the forests in the vicinity of Lahaina before the fires started and then I found these documents.
