https://legaldictionary.net/plausible-deniability/ found this and the other links while recording my video. This is plausible deniability, which can be used by people if there is little evidence for someone to deny they know something, or something has happened. The links will explain it better than I can
But this is something government agencies and politicians do to swerve accountability to things that makes them look bad.
Cliff High interview

Never heard of the guy doing the interview before. I only watched it because, whenever i watch Cliff High it's always after not seeing him for ages and he always seems to confirm most of what I've been thinking myself around that time?
(if you've ever watched my videos, or been in the chat with me, you'll recognise what i mean when you watch this?)

But this is something government agencies and politicians do to swerve accountability to things that makes them look bad.
It's usually to get them outta the toilet, because there's no concrete proof, to be able to shove them back down the toilet and flush them?
It's sort of a double edged sword, necessary evil kinda deal! Yes it makes them look bad, but only to those paying attention. Even though we've connected the dots, we're always missing that vital key piece to lock it all together?
Even though, we don't need that piece, to make the correct conclusion. To everyone else, it still just looks like a load of people pointing the finger, without any justification?
So the government, in that regard, can just deny all knowledge and people will believe it automatically. In their eyes it's more plausible to think that the government didn't do it?
That's always been my take on it anyway.
