A medium-distance option for off-grid communication is Meshtastic, which uses a low-power radio paired with your phone by Bluetooth to send encrypted text messages.
Radios in a region connect to one another to form a mesh network.
I'm currently connected to dozens of people in the Phoenix area, as shown on the map.
The furthest connection currently is to a station named 88ac, which is 88 km (54 miles) away. My radio pinged that station 27 hours ago.
For communication inside a 200-mile radius, 40 meters with an antenna at 15-25 feet AGL works great (NVIS).
Meshtastic does not require a license.
