PSYOPS are used for:

Supporting humanitarian activities,

Maintaining or restoring civil order,
To portray friendly intent and actions correctly,

Counter enemy propaganda, misinformation, disinformation; and

Deny the enemy the ability to polarize public opinion against us and our allies.

I forgot to mention, that there is a lack of any official logos and / or banners, on any of the documents, barring the EIDSS document and that the fonts used are also very questionable.
There is actually a font that is specifically designed for government documents, that is quite distinctive and not part of the overall font package that you would get on word etc.
This is to ensure that official US and / or any governmental documents can be identified as authentic.
This opens up a 3rd possibility, that someone has uploaded their own versions of the pdf links, in order to promote a pro Putin agenda (unlikely, not improbable) but I believe that, its more believable that the US state dept hired an outside source to fabricate these documents and insisted they be done quickly, hence the sloppiness of their work!
The fact they've still gone with the plan, shows either their arrogance, hubris and over confidence, that they know they'll get away with it?
Or it is a sign that they're panicking, as once again, there aren't enough people falling for their narrative, for it to be effective?
