Update: Officers have located the driver involved in the initial collision. Police still trying to determine if there were any injuries. Officers are now issuing citations to drivers of vehicles that refuse to leave the scene.
update: the car was a white sedan driven by a cop. they hit two people but there are apparently no serious injuries. this situation is currently unfolding.
