protest bicyclists very efficiently routing traffic at 6th and james, police briefly considered letting them but "it is NOT ok that they are deciding what cars to let in" - Dispatch: "ok then as discussed we need crowd control to get those bicyclists out of there" ..... some cop: "would appreciate some direction on this matter"
