Although it was mostly the smug redraw and recolour that took a while.
I managed to mostly fix the colouring of the scene by applying some light filters manually

I have some things I will be experimenting with tonight to see if I can get a better image from the show before starting with stickers.
Progress update
I have set up an environment that allows me to analyze the native resolution of shows that are airing when I feed it a 1080p file.
It's not an exact science and some data is up to interpretation.
But with this info one can see that dragonmaid is airing at a higher native resolution.
Vertical = relative error
Horizontal = Resolution
image 1: a known 1080p native source
image 2: dragonmaid S2
image 3: boku no hero
The gradual dip you see relates to the image appearing more "correct" at the resolution it's being parsed at
The point that's the lowest on the graph could be considered the most correct resolution for the show
So if you check boku no hero, you can see for sure that the show is a 720p broadcast that's been upscaled to 1080p.
But with dragonmaid that dip isn't there. I've compared various different screens and the result remains the same. It's a natural decline.
Dragonmaid *might* be airing at 1080p, it might even be something around 900p. but it's not 720p.

Through using a tool called vapoursynth I've written a noscript to re-encode episode files to give me a stronger outline on objects in a scene.
This is something I'll use on a case by case basis depending on the source image, as the result isn't guaranteed to be better than the original image.
I should also note that this (at least the way I've used it) isn't something you should do for watching an episode. The output that I desired was for screenshots. Not for a scene in motion. It does not look as good when viewed during playback.
