I received a Redmi 3 from a friend of mine a year ago and I found it was locked(the Mi account lock) but also unlocked(bootloader lock).
So I rolled it back to MIUI7(There was no Mi account lock at that time), login my Mi account, upload it to the latest version of MIUI(MIUI 9.6).
And now, the phone is totally unlocked.
