One of my favorite engineering people posted this great experiment on testing different types of PPE against his homebrew LRAD. TLDR, good shop over the ear protection in conjunction with a riot shield will deflect and muffle enough sound to get really close, and reversing the curvature of the shield can reflect enough energy onto the operator to cause problems.
