According to internal Pentagon communications, it took U.S. Cyber Command 22 days to finalize and post the meme.

More info: Apparently the ship's power went out, and with no control it veered off course, the nose dug into one bank, and I'm guessing that with inertia it then swung around until the stern reached the other bank. It got stuck around high tide so the tugboats can't do much for most of the day.
