No antlers and a pair of tusks, but yes, it's a cervid. They're native to China and Korea, and called gorani in Korean (고라니). As for the origin of their English name, just like most animals who... drink, they like hanging out around rivers and swamps, so English-speakers decided to miss the opportunity to call them vampire deers and opted for water deers. I hope your disappoinment is as incommensurable as mine.
