Twitter revealed in a securities filing Thursday that the sometimes-whimsical billionaire has offered to buy the company outright for more than $43 billion, saying the social media platform “needs to be transformed as a private company” in order to build trust with its users. The turnabout led CEO Parag Agrawal to warn employees earlier this week that “there will be distractions ahead” and to “tune out the noise and stay focused on the work.”

✍️ Abortion ban after 15 weeks signed into law in Florida

Florida Gov. Ron DeSantis signed a 15-week abortion ban into law Thursday as the state joined a growing conservative push to restrict access to the procedure ahead of a US Supreme Court decision that could roll back abortion rights in America.

Republicans nationwide have moved to place new restrictions on abortion after the US Supreme Court signaled it would uphold a Mississippi law banning abortions after 15 weeks. The high court’s decision, expected this summer, could potentially weaken or overturn Roe v. Wade, the landmark 1973 decision that established the nationwide right to abortion.

The law DeSantis signed Thursday also deals a blow to overall abortion access in the South, where Florida has provided wider access to the procedure than its regional neighbors.

🐥 2 bird flu cases confirmed in US zoos as virus spreads

Two cases of bird flu have been confirmed in US zoos, but officials said they won’t order widespread euthanasia of zoo birds the way they have on farms. Many zoos across the country have closed down their aviaries and moved birds inside whenever possible to help protect them from avian influenza that officials believe is primarily being spread by the droppings of wild birds.

Nearly 27 million chickens and turkeys have been slaughtered in 26 states to limit the spread of bird flu during this year’s outbreak. Officials order entire flocks to be killed when the virus is found on farms.

The disease also doesn’t represent any immediate public health threat, and no human cases have been found in America.

Mayor Eric Adams, a former New York City police captain, took office this year with a central focus on making the city feel safe and trying to return it to some sense of normalcy post-pandemic.

In New York City, like many places around the country, violent crime rates have climbed since the pandemic, though they remain far below rates seen three decades ago during the city’s notoriously grittier era, or even just a decade ago.

After this week’s subway shooting, Adams, in a series of interviews, discussed plans to increase the number of police officers patrolling the subways and suggested metal detectors could be installed in stations — a decision that ultimately would rest with the transit authority, which falls under state control.

🏠 Biden administration unveils steps to boost equity in gov’t

The Interior Department is providing technical assistance to Native American tribes to help them apply for grants. After more than a year of review, more than 90 federal agencies, including all major Cabinet departments, released their “equity action plans” on Thursday.

The plans outline more than 300 strategies and commitments that aim to make federal policies fairer for everyone, including poorer communities and communities of color; tribal, rural and LGBTQ communities.

Some of the equity plans have been announced, such as work by the Department of Housing and Urban Development to close the racial gap in homeownership, address disproportionate rates of homelessness among underserved communities and reduce bias in home appraisals.

🏘 US Mortgage Rates Above 5%, Highest in More Than a Decade

A large number of first time home buyers, combined with the supply chain issues and construction halts brought on by the COVID-19 pandemic, caused housing prices to skyrocket through 2021 and early 2022. The Federal Reserve is responding by raising interest rates.

Mortgage rates have risen by 2% since the start of the year, pushing them higher than 5% for the first time in eleven years. With the 2% increase, borrowers will be paying an additional $115 per month for every $100,000 financed. Adding in the increase in housing prices and buyers could be spending $600 or more extra per month for the same house.

The median price of a home has risen from $209,200 in December 2020 to $357,300 today.

🚬 E-cigs using synthetic nicotine come under FDA oversight

US regulators will soon begin cracking down on vaping companies using a now-closed loophole, including a line of fruit-flavored e-cigarettes that have become teenagers’ top choice. Under a law taking effect Thursday, the Food and Drug Administration can regulate e-cigarettes and similar products that use synthetic nicotine.

The action targets Puff Bar and several other vaping companies that recently switched their formulas to laboratory-made nicotine to skirt FDA oversight. Nicotine, the chemical that makes smoking and vaping addictive, occurs naturally in tobacco plants. Last month, Congress passed language clarifying that the FDA can regulate any form of nicotine, regardless of the source.
