📈 Hurricane Ian number of victims continues to grow: 115 dead
Ian is the second-deadliest storm to hit the mainland US in the 21st century behind Hurricane Katrina, which left more than 1,800 people dead in 2005.
Residents of Florida’s devastated barrier islands are starting to return, assessing the damage to homes and businesses despite limited access to some areas. According to the Insurance Information Institute, only about 4% of homeowners nationwide have flood insurance although 90% of catastrophes in the US involve flooding. In Florida that number is only about 18%.
Florida Gov. Ron DeSantis, at a news conference says that 85,000 customers remain without electricity, down from highs above 2.6 million across the state. Also, he said rescue workers have conducted around 2,500 missions, particularly on barrier islands on the Gulf coast as well as in inland areas that have seen intense flooding. More than 90,000 structures have been inspected and checked for survivors.

🚨 NYC declares state of emergency over migrants
New York City’s mayor declared a state of emergency on Friday over the thousands of migrants being sent from southern border states since the spring, saying the demand being put on the city to provide housing and other assistance is “not sustainable.”
By the end of its fiscal year, Adams said the city expected to spend $1 billion helping the new arrivals, many of whom are heavily reliant on government aid because federal law prohibits them from working in the US. The city has opened 42 new, temporary shelters, mostly in hotels, but Adams said more would need to be done.
Between five and six buses of migrants are arriving per day, Adams said, with nine on Thursday alone. Many of those buses have been chartered and paid for by Republican officials in Texas and Arizona who have sought to put pressure on the Biden administration to change border policies by sending migrants to Democratic-leaning cities and states in the north.

💵 Binance hacked to the tune of $100 million or more
Binance, the world’s largest cryptocurrency exchange, may have lost more than $100 million following a hack of its Binance Smart Chain blockchain network. “The issue is contained now. Your funds are safe. We apologize for the inconvenience and will provide further updates accordingly,” CEO Changpeng Zhao said.
A reddit post by Binance discussing the incident said that the company temporarily suspended transactions and the transfer of funds after detecting an exploit between two blockchains, a method of digital theft that has been used recently in at least one other major hack.
Binance said in a blog post on Friday that it was working on locking down any areas of vulnerabity. Binance is just the latest crypto company to experience a targeted hack. In August Nomad was struck, with media reports saying it was for nearly $200 million and Harmony lost about $100 million in a hack in June.

⛵ US, UK hold drone drill in Persian Gulf after Iran seizures
The US Navy held a joint drone drill with the United Kingdom on Friday in the Persian Gulf, testing the same unmanned surveillance ships that Iran twice has seized in recent months in the Middle East. The exercise comes as the US Navy separately told commercial shippers in the wider Mideast that it would continue using drones in the region and warned against interfering with their operations.
Drones used by the Navy include ultra-endurance aerial surveillance drones, surface ships like the Sea Hawk and the Sea Hunter and smaller underwater drones that resemble torpedoes. It’s a vast territory that stretches the reach of the Navy and its allies and has seen a series of attacks amid the atomic accord’s collapse. It also remains crucial to global shipping and energy supplies, as a fifth of all oil traded passes through the Strait of Hormuz.

‘Two Words–Made in America’
Biden committed another one of his famous verbal gaffes on Friday in Maryland when he told a crowd, “Let me start off with two words: Made in America.”
After listing off several GOP lawmakers, Biden added: “I can go down the list. Look it up. Socialism. I didn’t know there were that many socialist Republicans. Think about it. I’m serious. Let’s get serious about taking care of ordinary people!”
Biden has become known for his fairly regular verbal mistakes, which often leave his press secretary struggling to smooth things over afterward.

⚖️ Kevin Spacey trial witness claims sexual abuse by actor
The first witness at a civil trial in which Kevin Spacey is accused of making a sexual advance on a 14-year-old boy in the mid-1980s testified Friday that Spacey made a similar move on him years earlier.
Andrew Holtzman was called to testify by lawyers for actor Anthony Rapp, who is seeking $40 million in damages for the psychological injuries he says he sustained as a result of an encounter with Spacey after a party in 1986.
Holtzman, now 68, testified that he was working in his office at the New York Shakespeare Festival in the summer of 1981 when Spacey entered and sat at a spare desk used by actors and others who worked for the company of seven theaters.

👮♂️ Texas officer fired after shooting hamburger-eating teenager
San Antonio Officer James Brennand was fired after shooting Erik Cantu, 17, on Oct. 2 in a fast food restaurant parking lot, police training commander Alyssa Campos said in a video statement released Wednesday. Brennand had responded to an unrelated disturbance at the fast-food restaurant when he saw the Cantu inside the car, which had evaded him a day earlier, Campos said.
“There is nothing I can say in defense of that officer’s actions that night,” Police Chief William McManus told WOAI-TV. “I think what happened, initially, there was some contact made, but that did not justify the shooting.”
The district attorney, said no decision had been made on whether to pursue charges against Brennand, pending the outcome of a police investigation into the shooting.

🇨🇳 US issues sweeping restrictions on chip sales to China
The Biden administration announced sweeping new restrictions on the sale of semiconductor chips and manufacturing equipment to China on Friday in a major effort to impair Beijing’s military and technological capabilities.
The new rules require manufacturers, like Intel and Micron, to receive a license from the Commerce Department in order to export semiconductors and chip-making equipment to Chinese companies. In addition, the administration issued several foreign direct product rules, banning international companies from exporting chips built with US technology.
The White House’s Friday move to restrict US chip sales to China is an attempt to cut off Beijing’s access to American tech before the industry has even fully matured.
