🚨 Choi Seong-beom, who serves as the head of the fire department in Yongsan, told reporters during a debrief that "many casualties were incurred as a crowd of people fell over during Halloween parties." The majority of victims were in their 20s, and no official cause of the crowding incident has been detailed despite earlier reports that drugs played a role in the matter.

🇧🇷 Brazil president makes Argentina a campaign boogeyman
President Jair Bolsonaro has turned Argentina into a sort of political boogeyman, a warning of the horrors his nation could face if it elects leftist former President Luiz Inácio Lula da Silva.
Bolsonaro in 2019 urged Argentines to vote for Macri rather than Fernández — who had ostentatiously visited da Silva in jail before convictions were thrown out by Brazil’s Supreme Court. His campaign ad slot on national television with a blast at Argentina's left-leaning leaders, who have been friendly with his election rival, while critics focus on Argentina's persistent 83% high inflation and import controls.
Both candidates made their final appeals for support ahead of Sunday's presidential runoff vote following an acrimonious face-to-face debate.

🇵🇱 Poland chooses US to build its first nuclear power plant
Poland has chosen the US government and Westinghouse to build the central European country’s first nuclear power plant, part of an effort to burn less coal and gain greater energy independence.
Prime Minister Mateusz Morawiecki said on Twitter that Poland would use the “reliable, safe technology” of the Westinghouse Electric Company for the plant in Pomerania province near the Baltic Sea coast. The exact location remains to be identified.
Poland is planning to spend $40 billion to build two nuclear power plants with three reactors each, the last one to be launched in 2043. The deal with the US and Westinghouse is for the first three reactors of the Pomerania plant, which officials say should start producing electricity in 2033.

🇺🇸 Biden to head to Cambodia, Egypt, Indonesia for summits
President Joe Biden will make a weeklong, three country trip next month for a quartet of summits—including one that could potentially put him in the same room as China’s Xi Jinping and Russia’s Vladimir Putin.
White House Press Secretary Karine Jean-Pierre announced that Biden will first travel to Sharm el-Sheikh, Egypt, on Nov. 11 for the COP 27 climate conference before heading to Phnom Penh, Cambodia, to participate in the US-ASEAN Summit of Southeast Asian leaders and the East Asia Summit. He’ll then head to Bali, Indonesia, for the Group of 20 summit, a gathering of leaders from most of the world’s largest economies.
The president’s overseas travel begins just days after the pivotal US midterm elections, which will determine which party controls the House and Senate.
