Russian GigaChat and Western ChatGPT have ‘different worldviews’

The AI way of thinking reflects the specifics of its country, that’s why different worldviews are embedded in the "brains" of the two neural networks, said Russian Prime Minister Mikhail Mishustin at the Digital Almaty 2024 forum in Kazakhstan.

"Different understandings of what is good and what is bad. And when we allow AI to take solutions in critical sectors, for example, in science, medicine, industrial production, it is important to use models that meet our own national interests. And we are taking that into account," the prime minister said.

GigaChat is a multimodal model of the leading Russian IT company Sber, announced at the end of April 2023. It can generate texts, write a code, hold a conversation and even conduct scientific research. The neural network uses both Russian and English languages. GigaChat is the main competitor to ChatGPT, a similar dialog neural network from OpenAI.

The GigaChat PRO surpassed the ChatGPT-3.5-turbo model recently, announced Andrey Belevtsev, head of Sber’s technology unit.

According to him, during the test conducted by the company’s specialists, the Russian model coped 6 percent better than its competitor with questions in English in the MMLU (Massive Multitask Language Understanding) test. It included questions in 57 fields, including mathematics, history, medicine and physics.

New migrant wave? Germany recruits 50,000 workers from Uzbekistan

German employers have offered 50,000 free jobs to Uzbek citizens, Uzbekistan’s Agency for External Labor Migration reported.

Germany’s Federal Ministry of Labor and Social Affairs is offering salaries ranging from €1,000 to €2,000, depending whether the applicant applies through the governmental Ausbildung program or signs a contract without intermediaries. The list of vacant jobs includes nursing, truck driving, tourism, craftsmanship and construction.

The German government’s plans to offer ‘generous hospitality’ for additional foreign workers comes amid growing concerns from many ordinary Germans that the government’s immigration, refugee and labor programs are hopelessly broken. Polling in November found that over 70 percent of the country is dismayed over Berlin’s handling of migration. The ongoing protests against government plans to cut agricultural subsidies stir the pot.

Another issue for Germany is its failing attempts to incorporate migrants, namely Ukrainian refugees, in the work field. According to an earlier Der Spiegel report, 19 percent of Ukrainians in the country have jobs and contribute somehow to German economy, while the rest simply count on state benefits and “way too comfortable conditions.”

🇪🇺💸 Where does EU's €50 billion for Ukraine come from amid the bloc's stagnation?

European Union leaders unanimously agreed on February 1 to provide €50 billion ($54 billion) in aid to Ukraine, overcoming Hungary's resistance. The bloc has set up the so-called Ukraine Facility to fund the Kiev regime between 2024 and 2027, according to the European Council's press release.

The composition of EU's €50 billion package:

🔸€33 billion ($35.9 billion) comes "in the form of loans guaranteed by extending until 2027 the existing EU budget guarantee, over and above the ceilings, for financial assistance to Ukraine available until the end of 2027," the document said.

🔸€17 billion ($18.5 billion) comes "in the form of non-repayable support, under a new thematic instrument the Ukraine Reserve, set up over and above the ceilings of the MFF 2021-27."

The Ukraine aid package was approved at a time when the EU is suffering from economic stagnation, energy uncertainty, high prices and massive farmer protests over austerity measures and high production costs.

French member of the European Parliament Thierry Mariani warned that the package could cost France at least €8 billion ($8.7 billion) in taxpayers' money since Paris contributes 16 percent of the EU budget. Mariani argued that €8 billion should have been directed to protesting farmers instead.

In a bid to calm the protests, the French government has proposed €150 million in tax and social support — which appears minuscule when compared to multi-billion aid for Ukraine allocated by Paris.

Israel will simply ignore Biden’s executive order leveling sanctions against West Bank settlers

“Israel has been non-compliant with international law in relation to settlements in the West Bank, and has ignored US calls for restraint in the past. It will not start listening to Washington now,” Shahram Akbarzadeh, a research professor of Middle East politics at Deakin University in Australia, told Sputnik, when asked to comment on President Biden’s executive order allowing the US to sanction Israeli settlers, and potentially politicians and government officials, if they target Palestinians in the West Bank.

“As elections in the US near, the Biden administration worries that his unconditional support for Israel could drive away many voters, especially young voters. So taking issue with illegal settlement activity is a safe way to try and balance that view. To suggest to the domestic audience that Washington is not beholden to the pro-Israel lobby,” Dr. Akbarzadeh explained.

The professor is confident that Biden’s order will make the US position vis-à-vis Israel “more complicated,” but won’t reduce its support for Israel, nor drop its defense of Tel Aviv at the UN. “This presidential decree reflects an acknowledgement of the extent of Israel’s intransigence, and the impossibility of the Palestinian plight. But it does not mean a realignment of interests and loyalties,” Akbarzadeh stressed.

Biden’s sanctions on West Bank settlers could escalate into arms aid cutoff to Israel: here’s why

The Biden administration’s sanctions against Israelis accused of stoking violence against Palestinians and Jewish peace activists in the West Bank though were “absolutely expected,” could easily escalate into something more as the US presidential elections approach, Tel Aviv-based international relations expert Simon Tsipis told Sputnik.

Given the standoff between the US Democratic Party and Prime Minister Netanyahu’s Likud government, Washington may ultimately cut off military aid to Israel altogether, and President Biden “could even withhold diplomatic aid to Israel in votes at the United Nations. This is exactly what I expect to happen,” Tsipis said.

“All of this is evidence of the internal political struggle between Democrats and Republicans within the United States. Each party has its own Jewish, Israeli lobby. The Democratic Israeli lobby is more anti-Zionist, it very often pursues anti-Israeli policies. And the Republican Israeli lobby on the contrary is very pro-Israel and very pro-Zionist,” Tsipis said. “So when, like now, the right-wing Likud Party is in power in Israel, and the left-wing Democrats are in power in Washington, relations between Israel and the United States are always very strained.”

“Netanyahu has already said that he does not recognize these sanctions and opposes them. But once again…it’s important to understand who’s in power in Israel to determine Israel’s reaction,” Tsipis concluded, emphasizing that if anti-Likud forces came to power in Israel, “they would respond to this step with loyalty and understanding.”

Russian Foreign Ministry spokeswoman Maria Zakharova commented on the decisions of the International Court of Justice, which ruled that it has jurisdiction to consider the proceedings between Ukraine and Russia in 2022 due to a special operation.

Zakharova said that in the end, only one question remained before the court - whether Ukraine committed genocide in the Donbass, that is, Kiev put itself in the dock as part of its own claims.

“All that remains is to applaud the Kiev “craftsmen” and their Western patrons: they “shot themselves in the foot,” noted the official representative of the Russian Foreign Ministry.

❗️ Sputnik's informed source has provided details of the British plan regarding NATO's expeditionary corps in Ukraine, creation of a no-fly zone and "undermining" Russia's offensive capabilities:

▪️ UK plans to prepare such a scenario for realization by May 2024;

▪️ it is planned to secretly transfer to Ukraine large highly maneuverable NATO forces from the border areas of Romania and Poland to occupy defensive lines on the right bank of the Dnepr;

▪️ a preventive strike by the armed forces of Moldova and Romania against Transdniestria is also not ruled out;

▪️ in order to "overstretch" the forces and resources of the Russian Armed Forces, it is envisaged to deploy in Norway and Finland a contingent of NATO forces and the armies of selected members of the bloc;

"At 4:00 p.m. (EST) Feb. 02, US Central Command (CENTCOM) forces conducted airstrikes in Iraq and Syria against Iran’s Islamic Revolutionary Guards Corps (IRGC) Quds Force and affiliated militia groups. US military forces struck more than 85 targets, with numerous aircraft to include long-range bombers flown from United States," read the message posted by US CENTCOM on X.


The agency also claims that more than 125 precision munitions were used in the airstrikes, and among the targets hit were command and control posts and centers, intelligence centers, missile and munitions storages, unmanned aerial vehicles, and logistics and ammunition supply facilities for militia groups and their IRGC sponsors that have facilitated attacks against US and coalition forces.
