Western countries on the UN Security Council have once again blocked Russia's request for a meeting to mark the 25th anniversary of the NATO bombing of Yugoslavia, a Sputnik correspondent reported.

As on Monday, France again requested a procedural vote on the provisional agenda.

Russia, China, Algeria, Sierra Leone, Guyana and Mozambique voted in favor, while nine other UNSC members abstained. Procedural votes require a minimum of nine votes in favor to be adopted and cannot be vetoed by permanent members.

Western countries are afraid to expose NATO's real history to the world and therefore object to a UN Security Council meeting on their bombings of Yugoslavia, Russian Ambassador to the UN Vasily Nebenzia said on Monday.

The US House Oversight Committee has invited President Joe Biden to testify on his family's “pay-for-influence schemes,” Chairman James Comer revealed in a letter Thursday.

"In light of the yawning gap between your public statements and the evidence assembled by the Committee, as well as the White House’s obstruction, it is in the best interest of the American people for you to answer questions from Members of Congress directly, and I hereby invite you to do so," Comer said in a letter addressed to Biden.


Comer said the Committee has documented more than $24 million that came from foreign sources to Biden, his family and their business associates, however, it has not identified any "legitimate services to merit such lucrative payments."

"You have repeatedly denied playing any role in your family’s business activities, but the Committee has amassed evidence — including bank records and witness testimony — that wholly contradicts your position on these matters," he said. "Additionally, the White House has taken a position hostile to the Committee’s investigation and refuses to release certain information or make available witnesses to testify regarding issues relevant to the ongoing impeachment inquiry currently authorized by the full House of Representatives."

❗️ The United States did not oppose the UN Security Council resolution on a ceasefire in the Gaza Strip in order to save its reputation, but the Washington still extended Israel's carte blanche for actions in Gaza, declaring the resolution non-binding, Russian Foreign Minister Sergey Lavrov said.

On Monday, the UN Security Council adopted a resolution calling for an immediate Ramadan ceasefire in Gaza that leads to a lasting and sustainable ceasefire. The motion was sponsored by the 10 non-permanent members of the council. Fourteen countries voted in favor, while the United States abstained.

"It is good that this resolution has been adopted. But the US passed it, realizing that if it vetoes this one, which is significantly weaker, but at least calls for a cease-fire, then it will generally 'spoil its reputation' in relations with the world majority. But immediately, having adopted this resolution, the US representative to the UN stated that this resolution was not binding. That is, the 'carte blanche' was extended by this," Lavrov told Russia’s Izvestia newspaper.

❗️ Russia cannot rule out Ukraine possibly receiving benefits from the terrorist attack at the Crocus City Hall concert venue, Russian Foreign Minister Sergey Lavrov said.

"The West is suspiciously actively convincing us, not only publicly, but also in contacts through our diplomatic missions, that Ukraine should not be suspected. Without explaining why. Although from the point of view of general logic, answering the question of who benefits from this, we cannot rule out Ukraine," Lavrov told Russia’s Izvestia newspaper.


The West is actively trying to convince everyone that this is the work of the Islamic State* and no one else should be suspected, the minister added.

"They constantly directly speak about this country [Ukraine] and its non-involvement. It is becoming obsessive," Lavrov said.


*ISIS, or ISIS-K (also known as Wilayat Khorasan) is a terrorist organization outlawed in Russia.

❗️ Russia told the United States that it would be ready to resume dialogue on strategic stability only if equality and the search for a balance of interests were ensured, Foreign Minister Sergey Lavrov said.

"In the fall of 2023, the United States sent us these signals, as always, unable to resist leaking this information to the media. It was an informal document that we responded to in February. They explained that it is impossible to talk about strategic stability in a situation when we are declared a strategic enemy who needs to be 'strategically defeated," Lavrov told Russia’s Izvestia newspaper, adding that "Russia... will be ready to resume the dialogue on strategic stability when mutual respect, equality and movement towards finding a balance of interests will be ensured."


Any current discussions about negotiating on such sensitive topics when "war has been declared on Russia," and the US is helping Ukraine "to point modern types of long-range weapons at our civilian and infrastructure facilities" are absurd, the minister concluded.

❗️ Russia does not rule out that Chisinau is counting on a military solution to the Transnistrian problem, as the Moldovan authorities refused proposals for negotiations in the 5+2 format, Russian Foreign Minister Sergey Lavrov said.

"Apparently, Moldova has decided to 'abandon' Transnistria. They refused numerous offers from Transnistria and the Russia to resume negotiations in the 5+2 format. [Moldovan President] Maia Sandu said that they will hold a referendum on joining the European Union without Transnistria. Probably, there is a desire to unite with Romania as soon as possible and through this gain some additional opportunities. Maybe they are counting on a military solution to the Transnistrian problem," Lavrov told Russia’s Izvestia newspaper.

"I have already met twice with the ambassadors of the Global Majority in Moscow. Another regular meeting will be held in early April. We will voice our assessment of how the situation around Ukraine is developing," Lavrov told Russia’s Izvestia newspaper.

Russian Foreign Minister Sergey Lavrov said that after the refusal of European ambassadors to meet with him ahead of the Russian presidential election, every request of communication from European diplomatic representatives in Moscow with Russian authorities will be coordinated by the Russian Foreign Ministry.

In early March Lavrov said he invited EU countries' ambassadors for a conversation ahead of that month's upcoming presidential election, but they refused two days before the planned meeting.

"They are here but do not want to communicate with the Foreign Minister. We informed them that from now on, at any level, be it an ambassador, an attache or everyone 'who is between them,' if they have an interest in communicating with the Russian authorities we will consider each such request separately and decide whether to agree to such contact or not," Lavrov told Russia’s Izvestia newspaper.

🇷🇺 Russian Foreign Minister Sergey Lavrov commented on the plan for Russia's isolation in the post-Soviet space published in Politico with a proverb: “it doesn't hurt to dream".

During an interview with the newspaper Izvestia the minister was presented with Politico’s article exploring possible options for action against Russia, including the isolation of the country within its borders and the alienation of the post-Soviet republics. Such an option of action is considered "generous," said the minister, and in general the West has many scenarios for the "decolonization" of Russia.

"It doesn't hurt to dream, as our people say," he replied.


Previously Russian President Vladimir Putin noted that ill-wishers who seek to isolate the Russian Federation have not achieved their goal.

The US Department of State is not fulfilling its mandate of coordinating and monitoring more than $44 billion in US economic and humanitarian aid to Ukraine, the Government Accountability Office (GAO) said in a report.

"State doesn't have a systematic, comprehensive approach to specifically track this funding," the GAO said. "We recommended that State better track funding related to the Ukraine crisis."


The GAO found that the State Department was not using a systematic approach to categorize and separately track the status of foreign assistance specifically in response to the crisis in Ukraine, the report said. Consequently, the department faced challenges in providing the status of this foreign assistance, it noted.

"Without such separate tracking, State cannot provide timely information on the status of foreign assistance related to the Ukraine crisis that can be used to understand the status of assistance and to inform decisions about future funding," the GAO said.


Over the past two years, four US agencies have allocated $44.1 billion from supplemental funding and other funds to address the economic and humanitarian needs of people affected by the Ukraine crisis, the GAO noted.

French President Emmanuel Macron is creating a distraction with his statements about sending troops to Ukraine because domestic issues seem to be unimportant for him and it is necessary to divert attention from existing problems, Russian Foreign Minister Sergey Lavrov said.

"It seems to me the French activity on this 'front' is designed solely to distract in a situation where 'at home' he has unimportant affairs and it is necessary to create some diversion in the form of calls to "get Russia," said Lavrov in an interview with newspaper Izvestia.


The minister recalled that France was one of the parties that guaranteed an agreement between Ukrainian President Viktor Yanukovych and the opposition in 2014. "The morning after, it [the agreement] was trampled on. All administrative buildings were seized and, contrary to the creation of a government of national unity to prepare for snap elections a 'government of winners' was announced. This is when a 'wedge' was driven into Ukrainian society," Lavrov said.

The foreign minister said Paris had previously promoted many agreements on conflict resolution, "which at that time no one was going to implement."

"And we are told about non-negotiability... If we are to talk about contractual capacity or about who has what authority, it is probably not the French or other members of the European Union, who were engaged in these 'cases' and then simply proved their uselessness," the minister said.

USAID: US imperialism’s most cynical regime change tool - analyst

“USAID has never been a benign institution. It's never really been an aid institution,” anthropologist Adrienne Pine told Sputnik’s Political Misfits program. The analyst discussed an article on MintPress News by researcher Alan MacLeod breaking down Washington’s priorities in instituting online censorship.

Pine explained the Cold War origins of USAID as a tool of US “soft power… so that the US can establish its hegemony post-World War Two.”


A recent Freedom of Information Act (FOIA) request surfaced a 97-page “disinformation primer” authored by the US Agency for International Development (USAID).

USAID’s article relates to “misinformation, disinformation and mal-information,” notes host Michelle Witte. “Malinformation'' is the most controversial among the terms, referring to true information presented in a way to allegedly harm or manipulate.

“People who are going into that work [with USAID]... don't understand that they are an important part of the propaganda machine that is justifying the existence of this heinous and incredibly dangerous tool of imperialism,” Pine emphasized.


USAID operates by funding “civil society” groups purportedly focused on “democracy promotion,” labor rights, and other anodyne causes. Such non-governmental organizations (NGOs) can play a role in strengthening opposition to movements and figures perceived to work against US interests. In more extreme cases these groups promote civil unrest that creates an environment for US-backed regime change.

"So, the US, is using 'civil society' as its weapon to prevent sovereign and democratic processes from taking hold in other countries and pretending through this sort of propaganda machine that it has that they are, in fact, the real democracy in those countries, and that gives them a justification for orchestrating coups. So it's, tremendously cynical," the analyst stressed.
