Russia and Vietnam deepen ties in energy, nuclear and defense Russian President Vladimir Putin and his Vietnamese counterpart To Lam have agreed to strengthen their bilateral comprehensive strategic partnership during the former's visit to Hanoi on June…
Russia can build both the Ninh Thuan-1 nuclear power plant and another type of plant in Vietnam – the choice is up to the republic, Rosatom head Alexei Likhachev told Sputnik.

"What format of interaction our partners will choose – it will be Ninh Thuan-1 or another large-capacity plant, or small units in a land-based or floating version – we do not know yet," Likhachev said, referring to the prospect of resuming negotiations with Vietnam on the construction of a nuclear power plant in the country.

For the Ninh Thuan-1 nuclear power plant, Rosatom once proposed a project based on high-capacity power units with advanced Russian VVER-1200 reactors. Now Rosatom offers its foreign partners nuclear power plants of not only large but also small capacity, both in land-based and floating variations.

"We offered all possible options for cooperation... in my conversation with the prime minister of Vietnam," Likhachev said.

Rosatom is actively seeking new opportunities and implementing nuclear projects worldwide. It has been exploring opportunities for building a nuclear power plant in Burkina Faso, a floating nuclear plant in the Republic of Guinea and low-power plants in Bolivia. It is also projected to launch the first reactor at Turkiye’s Akkuyu nuclear plant in 2025.

The shelling of Sevastopol with US ATACMS missiles has shown the United States has sided with international terrorism, but it cannot escape responsibility, Russian Ambassador to the US Anatoly Antonov said.

"The administration defiantly supports the crimes of the Kiev regime, has sided with international terrorism, condones the strikes of the Bandera terrorists against peaceful civilians. There is no justification for the bloody deeds of the Ukrainian Armed Forces," he told reporters.

Washington's silence over the crime, purposefully committed during the "concentration of the maximum number of Russians on the shore" on a Christian holiday revered by all, causes anger and indignation, the ambassador said. "The Americans will not be able to hide behind the ocean and will not escape responsibility for the blood and tears of innocent people," he said.

The Pentagon has refused to comment on the Ukrainian terrorist attack against civilians in Sevastopol, while US mainstream media has likewise avoided discussing the shelling of the Sevastopol beach.

Antonov said it was obvious that cluster munitions in the ATACMS missiles could not be launched without the participation of US specialists and support from US intelligence. He expressed confidence that the Ukrainian Nazis would receive a "harsh response on the front and beyond."

According to the latest data, 151 people suffered injuries of varying degrees of severity and 82 were hospitalized, including 27 children, six of whom are in serious condition. Four people have died, including two children. Monday, June 24, has been declared a day of mourning in Sevastopol and the Republic of Crimea.

Congresswoman Marjorie Taylor Green condemned the shelling of Sevastopol with US-made ATACMS missiles by the Kiev regime which wounded 151 civilians and killed 4 people, including two children.

"This should not be happening," Green wrote on the social network X.

The only border our American military should be defending is our own border and the constitution mandates the federal government to defend the states,” the congresswoman emphasized.

Netanyahu: Israel poised for war in Lebanon, partial drawdown in Gaza

Israel is planning to remove some troops from Gaza, Prime Minister Benjamin Netanyahu said during an interview on Israeli television less than a week after the IDF reported it had approved plans for a possible military operation in Lebanon.

Forces would be redirected to the north of the country, he claimed, where Israel and the armed group Hezbollah have been trading fire for months. “We will do this, first and foremost for defensive purposes,” Netanyahu said to the Israeli Channel 14 network. “And secondly, to allow our residents to return home.”

Some 60,000 Israeli citizens have been evacuated from the country’s northern region since October of last year, with Tel Aviv funding temporary accommodations for the internal refugees. Hezbollah has continuously subjected the area to rocket and drone attacks in solidarity with Palestinians in the Gaza Strip, where more than 37,500 have been killed.

Meanwhile, the prime minister suggested Israel would remove some troops from Gaza shortly, claiming the end of its “intense phase” in the internationally-recognized Palestinian territory is “very close.”

Observers have questioned Israel’s ability to challenge Hezbollah, one of the most heavily armed non-state groups in the world. The country was widely judged to have lost its 2006 war with the Palestinian resistance group, which has grown more powerful in the years since. Hezbollah is estimated to possess some 150,000 rockets and missiles.

Scott Ritter: This is a direct attack on Russia by the US, by NATO, and by non-NATO European entities

Former UN weapons inspector Scott Ritter commented on Ukraine's terrorist attack on Sevastopol and terrorist attacks in Russia’s Dagestan which “are deliberately designed to disrupt the civil life of the Russian Federation,” according to the analyst.

“The Ukrainians made a decision to use ATACMS missiles equipped with cluster munitions against a city, a civilian city. This is an act of terrorism,” Ritter emphasized.

“Ukraine since 2014 has been bombarding Russian civilian sites, cities, villages, towns for the sole purpose of inflicting death and destruction on Russian civilians. This is an act of terrorism and given that the ATACMS missiles cannot be deployed by the Ukrainians without extensive intelligence support by the United States, this is an act of terrorism by the United States against Russia,” the analyst said.

Commenting on the events in Russia’s Dagestan, Ritter highlighted that the CIA has historically made attempts to “engender a split between the Muslim and non-Muslim segments of Russian society” and failed.

“That effort failed and the effort in Dagestan will fail, too, but it doesn't absolve the parties involved of their guilt in launching what is a direct assault on the Russian Federation,” Ritter insisted.

Should Israel count on US help if 'broader Hezbollah war' erupts?

The US won’t be able to help Israel defend itself against “a broader Hezbollah war,” chairman of the Joint Chiefs of Staff, Air Force Gen. CQ Brown told reporters.

A full-blown Israeli military offensive into Lebanon, in his opinion, would risk triggering a broader war that would entail a strong Iranian response in defense of Hezbollah. Tehran, said the general, “would be more inclined to support Hezbollah,” in case it felt that the Lebanese militant group was “being significantly threatened.” This sort of escalation to such a level could put US forces in the region in danger, Brown noted.

The US is engaged in talks with Israeli leaders in a bid to warn them of the consequences of a wider conflict, he added. Washington’s principal message is “to think about the second order of effect of any type of operation into Lebanon, and how that might play out and how it impacts not just the region, but how it impacts our forces in regions as well.”

US Secretary of Defense Lloyd Austin had reportedly raised similar concerns in a telephone conversation with his Israeli counterpart Yoav Gallant in a recent phone call.

The issue is expected to be in focus during the Israeli defense chief’s visit to Washington for meetings with Pentagon chief Lloyd Austin, Secretary of State Antony Blinken, and other senior US officials.
