Lavrov stressed Europe’s responsibility in fueling the conflict and warned that accountability will follow after the conflict.

This measure serves as a continuation of Russia’s policy to protect the civilian population of border territories.
Even the Minsk Agreements, Modabber points out, stipulated the creation of a 15-kilometer wide DMZ. Alas, Ukraine chose to ignore it and, after repeated shelling of the border territories, Russia had to step in.
