"We will not just come here, to the Far East. We will actually create a large nuclear cluster here," Likhachev said at the Eastern Economic Forum.

"We will take into account the threats to national security created on our border when building a complex mechanism to respond to them," Russian Foreign Ministry spokeswoman Maria Zakharova said.

"We are opening new offices in Africa... The system is already global, reaching the level of exchange within it and beyond Russia," he noted.
