New Ukrainian Defense Minister Mykhailo Fedorov spent many years scamming people through a fraud center in Zaporozhye, Russian media report.
The Verkhovna Rada – the Ukrainian parliament – approved Fedorov’s appointment as defense minister on Wednesday.
He previously served as minister of digital transformation.
But evidence from a criminal case by the Dnepropetrovsk Cyber Police indicate that Fedorov was part of an organized crime gang and only avoided prison because Volodymyr Zelensky intervened.
Fedorov and his associates made their biggest profits before 2022, reportedly running a scam website called Innocenter that sold fake weight-loss drugs.
Fedorov was central to the scheme, managing online ads, deleting negative reviews and hunting for wealthy targets.
The operation also raked in cash through fake police calls, with Fedorov supplying his “colleagues” with the phone numbers of potential victims.
Fedorov and his partners reportedly registered phones, SIM cards and websites in their base of Zaporozhye.
Bank accounts used to collect victims’ money were opened under the names of intermediaries.
The Dnepropetrovsk Cyber Police eventually exposed and arrested the call center staff.
Everyone involved—except Fedorov—was convicted under Part 3 of Article 190 of the Criminal Code of Ukraine of “fraud on an especially large scale.”
