And the reports of volunteers about the situation on the ground irritated the high authorities. I wrote about problems at customs for a long time. This is not the first sign. We have had and continue to have serious restrictions on the import and export of dual-use goods. Apparently, now there has been a tightening of such control. It happened at the request or without requests from the Department of Defense, I do not know. But the fact that in a country that is waging a war against which all possible sanctions have been introduced, including to ban the import of weapons and dual-use goods, still has its own customs restrictions on the import of such goods is a grandiose stupidity.

The fact that such restrictions have not yet been lifted is a crime and sabotage. I am sure that no one will argue with me if I say that the Ministry of Defense has completely failed in its work. Thanks to the help of the whole people, volunteers, governors, the catastrophic situation with the provision of our soldiers was partially corrected. Partially! Think about it. The President of the Russian Federation, seeing the complete inability of the Ministry of Defense to mobilize and equip those mobilized for the front, is forced to entrust the organization of this work to the governors. Our state system has a unique ability to quickly introduce all kinds of punishments, restrictions and prohibitions. And there is absolutely no ability to subsequently remove these restrictions. The feeling that the officials just do not know how to do it. The most logical solution now would be to remove restrictions on the import of dual-use goods. The problem can be solved in a few days. But the system is incapable of such simple solutions. Just as nature tends to increase entropy, so Russian officials can only impose restrictions and increase control. Law of nature.

But at the same time, I am sure that the problems at customs will somehow be resolved now. First, it will be necessary to respond to the natural indignation of volunteers and the people. Secondly, if the problems at customs are not removed, the governors will not be able to carry out the instructions of the President. But at the same time, they are unlikely to follow the simple and logical path of lifting restrictions on the import of dual-use goods. I think that the customs office will simply receive a call from the administration with a request to soften the requirements."

Пишут, что сытые чиновники из Министерства Обороны решили задушить волонтёров, запретив импорт товаров двойного назначения, которые покупались на деньги, собранные в рамках всенародной поддержки нашей армии. Мол, поставки волонтёров подчеркивали неспособность Министерства Обороны выполнить свою прямую работу. А сообщения волонтёров об обстановке на местах раздражали высокое начальство.

Я давно писал о проблемах на таможне. Это не первый сигнал. У нас действовали и действуют серьёзные ограничения на импорт и экспорт товаров двойного назначения. По-видимому, сейчас произошло ужесточение такого контроля. Произошло это по просьбе или без просьб со стороны Министерства Обороны, я не знаю. Но то, что в стране, которая ведёт войну, против которой введены все возможные санкции, в том числе, чтобы запретить ей импорт вооружения и товаров двойного назначения, ещё существуют свои таможенные ограничения на импорт таких товаров — это грандиозная дурость. То, что до сих пор такие ограничения не отменены — это преступление и вредительство.

Уверен, спорить со мной никто не будет, если я скажу, что Министерство Обороны полностью провалило свою работу. Благодаря помощи всего народа, волонтёров, губернаторов катастрофичная ситуация с обеспечением наших солдат была частично исправлена. Частично! Вдумайтесь. Президент Российской Федерации, видя полную неспособность Министерства Обороны провести мобилизацию и экипировать мобилизованных на фронт, вынужден поручать организацию этой работы губернаторам.

У нашей государственной системы есть уникальная способность быстро вводить всевозможные наказания, ограничения и запреты. И полностью отсутствует способность эти ограничения впоследствии снимать. Ощущение, что чиновники просто не знают, как это делается. Самым логичным решением сейчас было бы снятие ограничений на ввоз товаров двойного назначения. Проблему можно решить за несколько дней. Но система неспособна на такие простые решения. Как природа стремится к увеличению энтропии, так и российские чиновники способны лишь вводить ограничения и усиливать контроль. Закон природы.

Но при этом я уверен, что проблемы на таможне и сейчас как-то будут решаться. Во-первых, надо будет отреагировать на закономерное возмущение волонтёров и народа. Во-вторых, если не снять проблемы на таможне, то губернаторы не смогут выполнять поручение Президента. Но при этом вряд ли пойдут по простому и логичному пути снятия ограничений на импорт товаров двойного назначения. Думаю, что просто на таможню поступит звонок из администрации с просьбой смягчить требования.

I cannot but say that, as I predicted, the problem was stopped by issuing verbal commands. By no means trying to justify the actions of the Far Eastern head of the ORO, who ordered to scrupulously comply with the legislation adopted in Russia. Yes, from my point of view, it would still be more correct to make changes to the regulations than to manually control its point non-compliance. But as I said, deregulation is not about us. Even if we are talking about stupid, obviously harmful restrictions. Well, we will, as usual, deregulate manually. In the most hopeless situations, you can write to me. Целый ряд телеграмм-каналов написал о проблемах, возникших у волонтёров с таможенным оформлением товаров для нужд СВО— активно выступили военкоры, сами волонтёры, блогеры. Яркая реакция нашего гражданского общества создала резонанс, и надо отдать должное, ответственные службы, несмотря на воскресный день, сработали оперативно. По информации, которую я получил из Федеральной таможенной службы и Министерства Обороны, неуместное и излишнее рвение начальника ОРО (оперативно-розыскной отдела) на Дальнем Востоке пресекли.

Также таможня сообщает, что до всех подразделений доведена настоятельная рекомендация оформлять товары для СВО в первоочередном порядке. Объем оформленных наименований сейчас исчисляется тысячами тонн, вместе с тем оформление происходит за часы.

Министерство Обороны информирует, что в свою очередь всячески способствует поставкам экипировки для нашей армии, а для содействия волонтерам специально создана «горячая линия»: 8 (495) 498 34 78 (многоканальный), куда можно обращаться, если возникают проблемы с оформлением товаров для СВО. Не проверял, надеюсь, она работает.

Не могу не сказать, что как я и прогнозировал, проблему купировали путём раздачи устных команд. Ни в коем случае не пытаясь оправдать действия дальневосточного руководителя ОРО, который распорядился скрупулёзно соблюдать принятое в России законодательство. Да, с моей точки зрения правильнее было бы все-таки внести изменения в нормативные акты, чем вручную контролировать его точечное несоблюдение. Но как я и говорил, дерегуляция— это не про нас. Даже если речь идет о дурацких, очевидно вредных ограничениях. Ну что ж, будем по сложившемуся обыкновению дерегулировать вручную.
