There are two way to create clean drinking water without chemicals; ceramic filtration (covered in the peace officer documents; Berkey) and via distilling.

It's illegal to own distilling kit in the UK for creating drinking alcohol.

It's not illegal however to e.g. own distilling kit to make e.g. essential oils. ;)
